1. CALL TO ORDER
The joint meeting of the Cupertino Housing Commission and CDBG Steering Committee was called to
order at 9:10 a.m. by Chair Rhada Kulkarni

Public hearing to consider use of eigth year program (2010 -11) Community Development Block Grant
(CDBG) funds.
Staff explained that the City of Cupertino will receive a CDBG entitlement of approximately $418,295 for
fiscal year 2010 -11, plus a reallocation of $10,300 in projected program income. This is Cupertino's
eighth year as an entitlement jurisdiction receiving the CDBG grant directly from HUD.
Of the $428,595 entitlement plus program income Cupertino will receive, $85,000 may be used for
administration of the program and fair housing services and $64,285 may be used to fund public service
activities. Federal regulations do not allow the city to use more than 15% of the combined total of the
entitlement and any projected program income for public service activities. Federal regulations also
prohibit the use of more than 20% of the entitlement plus projected program income to be used for
administration of the grant. Included in the program administration category are fair housing activities.
Public service activities must benefit very low and low- income households and include activities such as
childcare, placement services, senior legal services, etc.
The remainder of the grant is available for activities such as the purchase of land for affordable housing,
rehabilitation of qualifying units, construction of affordable units and public improvements in low and
very -low income neighborhoods. Staff received two applications for this pool of CDBG funds.
The CDBG Steering Committee listened to presentations from all agencies present at the meeting and
engaged in discussion regarding the funding of two additional agencies, Maitri Domestic Abuse Services
and Santa Clara Health Foundation's Healthy Kids Program. Staff explained that two agencies receiving
funding in the past chose not to reapply this year: Emergency Housing Consortium and Second Harvest
Food Bank.
The CDBG Steering Committee wanted an opportunity to complete their on -line rating prior to making the
final recommendations to Council. The Committee agreed to reconvene on March 18, 2010 to make the
final recommendations. In the meantime, if any Committee member had not rated the applications or
wanted to make changes to their rating, they should do so.
