A shrinkirig demand in retail marketing space autside of the City's oore e�loyment area renders continued reservation of the spaoe for business uses as the pr�m�ary activity infeasible. 2) The existing General Plan policy requiring cc�miercial uses as the primary use is outdated, given the presenoe of the new postal center ` in the Monta Vista area and the subseq�ie,nt redefinition of business trade area which that use im�oses on the neic�borhood.
