General Conunent : The Co�nission f inds that the proj ect site is very visible to
the freeway and is located near the southern entrance to the City. The proposed
developmnent provides for minimwn setbacks and potentially massive structures
which could result in an unattractive development as viewed frarn public space,
includirig Freeway 85.
Specific C.rnmnents: The Planning Carrnnission is concenzed about the lack of
specificity in the conceptual plan. The plan defines the horizontal kuildirig
envelope, includirig setbac.ks, parking arrangements, distances between
buildings, and yet provides no description of the vertical or third dimension
of the plan.
A) Hei t: The Planning Co�nnission is concerned about the potential averall
height of the project. The plan does not describe a vertical envelope.
B) Streetsr,ape: 'Ihe conceptual plan establishes the horizontal aligrm�nt
includirig the front setbacJc to Rainbdw Drive, and to a very limited
extent, a vertical aligrunent in case of the depressed parking. Since the
lc�wer level parking grade is not defined, it is not possible to determine
the first floor elevation campared to the sidewalk. 'The total rnm�ber of
levels is unl�own. 'Therefore, it is not possible to understand the
relationship within the first floor elevation, yard and the planting area
between sidewalk and fence.
C) The conceptual plan does not provide landscaping within the interior
parking c�ourt. The court could be quite sterile.
D) The initial plan provided entrances from Rainbow Drive. 'The units
incorporated small decks. The new plan provides larger front yard spaces
with no entries fr�n Rainbaw. 'I'he project tunls its back to the street.
E) The proposal provides for a 19 to 20 ft. separation between upper level
building walls in the driveway court. This results in minim�m► light and
air which results in a negative envirorunent.
The Planning Catrnnission reconnnends that the second reading for the project be
suspended until the applicant either aoquires or has a signed contract to
ac�quire the surplus freeway right-of-way to accorrnnodate the additional parking
spaces.
