� WHgtFAS, the Planning Ccarnnission of the City of Cupertino has received an
( application for an A�nenc�ment to the General Plan, as described on Page 2
of this Re�solution; an�d

W�S, the nece.ssary public notices have been given in accordance with
the Procedural Ordinance of the City of Cupertino, and the Planning
Con�mission has held one or more Public Hearings on the subject
application; and
` Wf�RFAS, the Planning Coitunission finds that the General Plan Ame.r�nent is
not justified according to the followuig facts and conclusions:

a) 'The proposed Amer�nt to emphasize housing versus retail connnercial
may diminish the viability of the com�nnercial hub of Old Monta Vista.
b) The decision to charige land use emphasis frc�n retail ca�rnnexcial to
residential requires more information with respect to market study
to determine the feasibility of "local s�xving" conuner'cial
activities in Monta Vista aryd beyond and with respect to the effect
of the operation of the Fost Office on ooirnnercial retailing in Monta
Vista.

� 'I'hat after careful consideration of maps, facts, ea�ibits, test�mony and
' other evidence sul�nitted in this matter, the application for Amenc�ne,nt of
the General Plan to allaw residential use as the primary on site activity
