irst Hearing:
he Planning Director suggested first going through the PD Ordinance
and after that, talk a bit about the Tatan Center. He recommended sorme
statemen,ts be made to the effect that this is a conceptual plan.
On Page i there was some discussion about minimum size restriction for PD.
On Page 2 questioned the net property size in A 1. He feels it would be
better to have gross rather than net size. Comm. Gatto said there should
be a table lisCing the land distribution rather than just list the net
property size.
On Page 3 Comm. Gatto said Items 1 and 3 can be comt�ined to show l.and
distribution. Comm. Ne1Zis said total volume of traffic �hould be neted.
� Comm. Gatto suggested a list of definitions be added.
Item 7 should list berming and anour�t of landscaped area. .
The Associate Planner sugges�ed a combined Planning Commission/H-Control
eeting to estaUlish where the Planning Commission's responsibility
ends and the h-Control responsibility begins. He noted. that the
Planning Commissien wants te speak to the functional aspects of the
landscaping.
On Page 5, Item C sh��uld be n�ore speci.f ic .
On Page 7, Section 6.3: Comm. Gatte said this document dces not speak
to a time limit, as is normally done in documents such as chis.
n Page 8, Comm. Gatto said Section 7.4 does not speak to a time limit.
On Page 9, The Planning Director sai3 he would like more input on
Section 9.

The Associate Planner gave a brief overview of the second draft of
the To� Genter Plan. At the last hearing on the Town Center Plan
it was estahlished that Rodrigues Avenue separate,s Town Cent2r
North fr.oi� Town Center South. The City Ar_torney's Office states
we cannot require the Town Center property owners to get together
in order to develop . tti�e mtist allow the option for them to develop
individuaily in case they won't or can't get to�ether. If the
o�aners develop individually it was felt that ]_6 trip ends intensit
would be appr.opriate for the overall project. This would preclude .
high intensity uses on those properties. A higher intensity use
could be allowed to achieve some social goals.
Comm. Gatto aslced what guidelines mtist be fixed if an individual
property o��?ner within the Town Center shauld develop. Comm. Nellis
said she could not visualize these parcels in the Town Center
� individually develoged. Comtn. Gatto suggested the staff_ take more
things into consideration tha.n just trip ends. We need a taUle
showing trip ends on total 24 hours, square footage of buildings,
number of persons using buildings, hours of operation, energy
consumed, as well as definiL of "low intensity" and "high
intensity".
The staff hoped to h2ve Alternates A and B ready for the next
Planning Commission mPeting.
It was established that the January 9th meeting will consist of
discussions on the Town Center and perhaps Vallco Park and the
in-filling of the Valley floor. We could start to put the whole
thing together, with the exception of the hills.
- Neighborhood Commercial Ordinance Discussion:
The Associate Planner asked the Planning Commissioners if they
�aant to see a PD and/or use permit situation here or if they would
prefer only zoning control and the Architectural and Site Approval
for design control. Another area needing some discussion is
whether or not neighborhood centers should allo�a large supermarkets
and large drug stores.
The Commission went through the Ordinance, page by page.
Comm. Gatto would like to see procedural instructions in the
Ordinance. He would like the Planning Commissi.an to determine
whether there shall �e a rezoning and the details go to the
Architectural and Site Approval Committee.
The staff will work furCher on definitions.

On Page 6, suh item A, Comm. Gatto helieves a maximum coverage should
be specified, prirnarily to assure the ameriities are allowed to happen.
There should be a statement a'�out the kinds of huffering �ve wish to
achieve .
There was same discussion about �rhether or not there is a need for
alleyways or back yards for the neiglzborhood commercial centers.
Comir�. Buthenuth said there should be a rear yard setback.
Chairman 0'Keefe asked for comments from the audience.
Ms. Ann Anger, Monta Vista, said those alleyways can cause a lot of
problems, such as lighting of_ the. area that can be undesirable to
adjacent residential. Further, a long, narrow building with a long,
narrow alleyway can be troublesome. She preiers a to�an and c�untry
. type development.
The top of Page 7 should read "single store" ratner than "30 feet".
Moved by Comm. Nellis, seconded by Comm. Gatto to cflntinue the public
hearing on the General Plan to 7:30 P,M., January 9, 1974.

The Planning Director said the property in question is located
in Vallco k'ark, although it is independent of Vallco Park. It is
along the channel. The Committee felt there would have to be some
trade-ofPs involved here in relation to the uncommitted lands in
Vallco Park. It uras felt some guideli_nes are needed for deter-
mining when an EIR should be required. .
- Comm. Nellis feels there is a need for a total EIR on �Iallcc Park.
Comm. Gatto agreed. On the oLtier hand, Vallco Park has demonstra-
ted good judgment i.n its development thus far.
Moved by Comm. Gatto to file a negatice declaration on 25-EA-73.
Motion died for lack of a second.
Comm. Buthenuth would like to have Vallco Park submit an EIR for �
the remainder of their property. The Planning Di.rector said it
probably could be inciuded with the reg:�onal center EIR.
Comm. Buthenuth said he was concerned particularly about the open
channel.

Planning Commission finds this project may have an environmental needs EIR
impact and the EIR should be required.
