Standard Conditions to the extent that they do not conflict with the special conditions enumerated herein. In the event a conflict does exist, the special conditions as enumerated herein shall apply. 15. The use permit is granted for a one-year period from date of approval of the rezoning application 16-Z-72, at whicn time the application shall be reviewed by the Planning Commission. The approval is gra.r.ted based upon the site plan labelled Exhibit A, 17-U-72, with the excep- tion that a maximum af twelve (12) students shall be allowed. After a one-year period from the date of approval of the rezoning applica- tion 16-Z-72, the applicant may petition the Pianaing Commission to increase the student capucity to a figure as approved by tre Planning • Com*;ii.ssion anci State Department of Social Welfare. After said trial period, the applicant may petition the Commission for approval of the second phase of the proposal as described by Exhibit B, 17-U-72. I6. A11 e::terior lighting shall be indirect in nature and be positioned in such a manner that precludes its shining into adjacent residential � property. . 17. No phonographs, radios, public address, paging.systems, powered megaphones, bells, buzzers, or similar noisemaking devices will be permitted outdoors at any time. � I8. At such time as plans are submitted for the second phase approval, detailed plans for the overall site shall be submitted to H-Control for review. 19. Encourages the most appropriate use of land, b. Conserves and staoilizes the value of property. c. Provides for adequate open spaces for light and air, d. Permits adequate control of fires, e. Promotes the health, safety and public welfare, f. Provides for the orderly development of the City, and g.
