CALL TO ORDER Commissioner Daniel Nguyen called to order the regular meeting of the Cupertino Public Safety Commission at 7:04 p.m. on Thursday, December 09, 2010 in the Cupertino City Hall, 10300 Torre Avenue, Conference Room A, Cupertino, California 95014. 11. November 09, 2010 ACTION: NO VOTE: NO MOTION: No SECONDED: No The minutes for November 09, 2010 were not available at this regular meeting. VI. OLD BUSINESS 0to0 1. Discussion of Walk/Bike/Carpool (WBC) to School project ongoing (Nguyen) a. Lawson Middle ACTION: YES VOTE: YES MOTION: Craig Lee SECONDED: Tamara Pow 5 to 0 Commissioner Andy Huang received two (2) grant applications from the eClub at Lawson Middle, first application is for the January activities, and second application is for the March activities. The student volunteers will conduct a survey count for two (2) weeks at the Walk One Week (WOW) and Bike One Week (BOW). They are requesting $650.00 for each event for prizes, banners, and brochures. The WOW and BOW events are not connected with the Teen Commission's WOW. Commissioner Craig Lee recommended that a guideline limiting the amounts for incentive prizes be set. Commissioner Tamara Pow agrees that a guideline should be set moving forward. Commissioner Lce motioned to approve both grant applications for Lawson Middle; the motion was seconded by Commissioner Pow; votes taken; all in favor to approve the grant applications for Lawson Middle. b. Garden Gate Elementary ACTION: YES VOTE: YES MOTION: Craig Lee SECONDED: Tamara Pow 5 to 0 Commissioner Nina Daru%valla received a grant application for Garden Gate Elementary for their W13C event on November 18, 2010. Out of 720 students, 500 participated in the event, vehicle traffic was reduced, and the school ran out of bike rack space. Every student received a bike charm for their participation and the school plans on a weeklong event. They are requesting $106.00 for the bike charm incentives. Commissioner Pow motioned to approve the grant application for Garden Gate Elementary; the motion was seconded by Commissioner Lee; votes taken, all in favor to approve the grant application for Garden Gate Elementary. For the record, Commissioner Lee inquired on the payment status for Eaton Elementary discussed during the last ntonth's special meeting of November 09, 2010. Captain "ferry Calderone indicated that they were paid. 2. Boltage Program progress/updates (Pow) ACTION: YES VOTE: NO MOTION: No SECONDED: No 0to0 Commissioner Pow reports the updates from Leopard Tiac-ks-- Trax, David Greenstein indicated that 196 students have registered, 30 tags have not been registered, and 226 students had recorded at least one (1) trip. On November 29, 2010, they averaged 150 students recorded each day. The program will begin giving out incentives within the next few months. Commissioner Pow reports the updates front Cougar "r aselo I lax. redacted statistical data up to November and up to today's date. There are still 100 students that need to register their tars; since incentives are being passed out that Will encourage them to register their tags. On today's rainy day, they placed free hot dog coupons from 7-11 for all 50 bicycles parked in the bike racks. They also handed out water bottles With homemade key chains for the 10 students With the top trips for November, and chose four (4) random students Gom the group to receive a free pass For Sky High Sports. Next month. they plan to hand out water bottles with a free pizza for the student along with a few friends, other prizes are Stanford Athletes. and the Boltagc site will choose a weekly winner to receive two (2) tickets for Blue Light Cinemas. All incentives are so far from donations. 3. Crossing Guards Program, new program and existing program (Daruwalla, Nguyen) ACTION: YES VOTE: NO MOTION: No SECONDED: No o to 0 Commissioner Nguyen reports that All City Management is not interested on training volunteers due to liability and attendance issues. Captain Calderone indicated that All City Management trained the currently employed crossing guards which are managed by the City and does not understand the difference. The two (2) additional crossing guards placed in the tri-school area are currently paid by the school district for a trial period and may be paid jointly by the school district and the City in the future. The commission discussed providing the current findings to 'Mayor Kris Wang, and Captain Calderone suggested to request further direction from the Mayor. Commissioner Nguyen will contact Mayor Wang before the next regular meeting and will determine if this item should continue on the agenda. 4. Report on surveys to schools (Lee/Nguyen) ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Commissioner Nguyen presented the Fall 2009 and Spring 2010 survey results. The commission reviewed the results and Lawson and Faria had the highest increase in WBC. The commission discussed different options of collecting data during the schools' WBC. The Fall 2010 survey results will be available at next month's regular meeting. 5. Discuss progress on participation in Alert SCC Program (Huang) ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Commission FIuang reports that Cupertino News published the article on November 19. 2010. The Fremont Union High School will publish an article in their Newsletters. The first 1,000 Alert SCC information cards have been passed out alone with a presentation to students, and he has requested an additional 2,000 cards from Santa Clara County. Fat ia Elementary is interested in the carpool portion and a presentation is scheduled. There was no response from Santa Clara Valley Water District as of yet. In addition, the City's television channel and radio is broadcasting everyday. Commissioner Huang is expecting a good response due to personal contacts, and Captain Calderone suggests that before finishing his presentation that they should fill out and submit their cards. Captain Calderone indicated that he has left a message with Ken Foote requesting update on the numbers, and will email those numbers upon receipt. VII. NF„W BUSINESS I. Discuss PSC Representative to participate in Disaster Council meetings (Huang) ACTION: YES VOTE: NO MOTION: No SECONDED: No o to 0 Commissioner Nguyen announced that the Disaster Council meets quarterly and the City and Captain Calderone or his representative attends the meetings. Commissioner Huang was invited to attend last month's Disaster Council meeting since he is the IC Commander for Alert SCC. Commissioner Nguyen appointed Commissioner Huang as the liaison for PSC Representative, Commissioner Lee requested if the Disaster Council could post their most current minutes online. 2. Election of2011 Chair and Vice -Chair ACTION: YES VOTE: YES MOTION: Daniel Nguyen SECONDED: Nina Daruwalla 5 to 0 Commissioner Lee motioned to nominate Commissioner Iivan, as Chairperson for PSC 2011; the motion was-not—eartwd was not seconded; Commissioner Nguyen motioned to nominate Commissioner Pow as Chairperson and Commissioner Huang as Vice -Chair; the motion was seconded by Commissioner Daruwalla; votes taken, all in favor to appoint Commissioner Pow as Chairperson and Commissioner Huang as Vice -Chair for PSC 201 1. Vill, REPORTS I. Santa Clara County Fire Battalion Chief Carol Miller provided their October statistical report to the commission. There were sixty- two (62) construction inspections, fifty-eight (58) plan reviews, eleven (I I) hazmat inspections, one (1) detached garage fire with a total fire loss of $110,000 due to a unattended horning candle, 156 calls were medical service related, and 366 total calls in Cupertino. 2. Santa Clara County Sheriff's Office Captain Calderone reports that residential burglaries have reduced, automobile burglaries remain consistent, and due to the economy, the property crimes have increased. The midnight patrol units found three (3) suspects in a shopping center, two (2) suspects escaped during a vehicle pursuit, and one (1) suspect arrested after a foot pursuit. More reserve deputies have been brought in to patrol the shopping center and restaurant areas. There were two (2) robberies, first robbery at Chase Bank on De Anza Boulevard and Rodrigues Avenue, and second robber- at the jewelry store on East Estates Drive with minor injuries to the storeowner and over $400,000 worth ofjecvelry and cash stolen. Vehicle accidents have increased due to the holiday season, six (6) accidents alone for today. 3. Commission Report Commissioner Lee reports that his homeowner association group appointed him as association liaison to the Lehigh Permanente Community Council and November 16, 2010 was their first meeting. lie will attend the Bicycle Pedestrian Commission meeting next week due to his role as liaison.
