CALL TO ORDER Commissioner Daniel Nguyen called to orderthe special meeting of the Cupertino Public Safety Commission at 7:05 p.m. on Tuesday, November 09. 2010 in the Cupertino City Ball, 10300 Torre Avenue, Conference Room A, Cupertino, California 95014. 11. ROLL CALL Commissioners Present: Daniel Nguyen Tamara Pow Nina Daruwalla Craig Lee Andy Huang Commissioners Absent: None Staff: Captain Terra Calderone, Santa Clara County Sheriffs Office Staff Absent: Santa Clara County Fire Department Other Present: None ORAL COMMUNICATIONS There were no oral communications to discuss at this special meeting. III. WRITTEN COMMUNICATIONS There were no written communications to discuss at this special meeting. IV. APPROVAL OF MINUTES 1. September 22, 2010 ACTION: YES VOTE: YES MOTION: Tamara Pow SECONDED: Andy Huang 4 to 0 Commissioner Tamara Pow motioned to approve the minutes of September 22, 2010: the motion was seconded by Commissioner Andy Huang; votes taken, except for Commissioner Nina Daruwalla due to late arrival: all in favor to approve the minutes of September 22, 2010. 2. The commission Commissioner.Nguyen will check into their insurance, liabilities, and economics. ... V. OLD BUSINESS I. Discussion of Walk/Bike/Carpool (WBC) to School project ongoing (Nguyen) ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Commissioner Pow reports that Debra Anders from Eaton Elementary did not receive payment on their grant application. She responded by email to Ms. Anders requesting additional information and to submit a grant application. Commissioner Pow requested Captain Terry Calderone to verify the payment. In addition, the principal fiom Eaton is requesting the PSC to sponsor another Walk One Week (WOW) this year. Commissioner Pow received a second communication from Roger Kumar from Kennedy Middle on their Carpool Plan to reduce Traffic congestion on McClelland Road and proposed their carpooling plans. They are planning to setup this program at Stevens Greek and Blue Hill Elementary for the fifth 'graders for next year. Commissioner Daruwalla reports on Garden Gate on how they will try to improve traffic and their plans to WBC in first week in December or second two week in January. Commissioner Huang reports that Faria Elementary is interested in carpool and prepare to complete the survey this week. The commission discussed moving December 21, 2010 presentation meeting to January. 2. Boltage Program at schools and installation/implementation process (Pow) ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 too Commissioner Pow updated the commission on the latest report from Kennedy Middle on the Boltage Program and presented the student data on travel distance. She has not received a report from Lincoln Elementary. Captain Calderone suggested that the student's personal information should not be made public. Commissioner Pow will redact personal information and email the data. 3. Crossing Guards Program, new program and existing program (Daruwalla, Nguyen) ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Commissioner Nguyen reports that there is no response from American Guard Services. He received a response from All City Management and they have liability concerns with just training volunteers and allow them to become crossing guards. The commission discussed different options to present to crossing guard companies. 4. Report on surveys to schools (Lee/Nguyen) ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Captain Calderone reports that the SROs are still gathering information from the schools. Commissioner Nguyen provided data survey from last fall and spring. 5. Discuss work program (All) ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Commissioner Lee sent an email via Captain Calderone to the commission and requested return emails on any revisions so that he can update the work plan. Commissioner Pow recommends to remove the work program as an agenda item going forward, but discuss the work plan during the regular meetings. 6. Discuss progress on participation in Alert SCC Program (Huang) ACTION: YES VOTE: YES MOTION: Andv Huang SECONDED: Tamara Pow 5 to 0 Commissioner Huang reports on the Cupertino Couriers article that advertised the Alert SCC Program to increase enrollment. He supplied sign up card to the Senior Centers, City Hall, libraries, and the Quinlan Center. Commissioner Huang was invited to attend the Disaster Council and Captain Calderone and Mayor Kris Wang were present. The commission discussed different options to promote and advertise for this program. Commissioner Huang was invited to Blue Hill Elementary. Faria Elementary, and three (3) other Chinese schools. VII. REPORTS 1. Santa Clara County Sheriffs Office Captain Calderone reports that holiday seasons are approaching and will have additional reserve units on patrol of the shopping center and residential areas. Automobile and residential burglaries normally increases during this time, but not as many compared to last year. A major automobile accident occurred on Stevens Creck and De Anza Boulevards due to the driver inattentiveness and the road was shut down 2. Commission Report Commissioner Nguyen repots that he plans to attend the December 09, 2010 Mayor's Meeting. Commissioner Pow is attending the Mayor Meeting on November 10. 2010. 1X.
