The Plannin Director notec hat i,he applican has

well as t;lze applica ion for a Use Permit from cl1e City.
A Use Perrnit has been ranted by che Santa Clara Couny
Plannin Commission. UJe have don as muciz as ti1e can,
and chis maiter is now out of our urisdic'cion. It
would be desirable if thins such as this could be dis-
cussed at a much earlier stae.
The Cicy At'corney fels that in i,lie interesc oF ood
relations wzth the Fire Distric, we sould consider
this mati,er talen care of . There are a lot oi' people
in Monta Visi;a, and ther ned a fire station. In
reGarc i,o the crooked streecs, street t.idths, e c ., you
cannoc plan an older, established area the same as you
can a new, undeveloped area. Scai, ements have been made
that 'ciz fire trucls can neUfoi;ia'ce these turns and, pre-
sumably, precautionary methods tirill be tacen i,o alleviate
traffic hazards.
Chairman Hirshon feels tl.ere is a traffic proUleri up

help, He tivent alon wi'ch ;he Planning Direc;or's sL?;-

Realignment of Propery Lines of t lots a
Hillcrest Drive. First Hearing.
Mr. Clarence R. Soders'crom, 501 Monterey Hi ;1-aT, San
Jose, said there are 2 lots in tllat pari, icular parcel.
I'c vaas surveyed vrong originallr, and at the t•irnc it
was re-surveyed it showed Parcel 1 as havin less tnan
1,00 sq. ft. The Plannin Director said some fla-
shaped lots are accepted tiallen Lizere is a good reason
for ,liem, such as this. He added tha'c as a proposed
concession, Hillcrest Avenue vaoulc be proposed f,o be
50' tid rather than 'che 60' calld for in tile Sub-
division Ordinance. He believes his is sufficient,
but it is an exception and shoulcl be noted. Further
questions are, when this stret s:lould be improved;
and tize Iots be connec'ced o tlze se-aer s fstem.
Cuperi;ino does not accep'c septic ;anks, excep'c on a
temporar basis. There should be a condition 'cat ti:e
lots musv be connected to th sevaer assessment tahen
praci,ical.
The City Enineer sated he has no ob,ection o the
fla--shape. lo in tYis case. The more impor'ant
qu.es,ion o be resolved is wnen the stree :i.s to Ue
improved. The property owner has stated re is cailling
at some future date to go a1on taith an assessrfeni.
districi,. To do the work independently of other property
owners in the area raould be impractical and e.LcessiveJ.y
expensive.
Mr. Tom Henderson, enineer representing Mr. Soc?erstrom,
discussed the septic tanl: situac7 on traith the Plannin
Commission. A11 the hot?ses in 'che area are presen3.y

VI HEARIiTGS SCHEDULD :
81,OOL B. SIGN ORDINANCE N0. 350: Rvision of existin
Sin Ordinance No. 8. Firs Hearin continued.
The Plannin; Director ca11d ai,tention to paUe 1L' of
the Second Draft, Sction 6.02, and page 17, Section
6.121. On second thou;ht, he believed there should be
no projectin sins over the roadway par of aiz puklic
rimh--o'-Uray. The above tTao pararaphs will b re-varitten.
Mr. CYiris Christ3.ansen, represer'cative of rescern Oil
and Gas Association, had comments o malce on vhe follova-
ing portions of the Ordinance:
A, Pae 9, Section 5.01 - Service stations normally
have a rack of cans of oil up by.he pL?mps, not for
acver'cisin; purposes, but z^or convenience. He asked
if ii: tiaas the Cammission's inent3on 'co rna>>e this
i11e; ,al. The Plannin Di.r-ccor will revord this
Seci.ion. The Direcor of .Public ZJorks feels there
should be some control. on he displaJs of :Lres,
etc., at service staLions.
B. Pae 11,.Section 5.10 - The 2-year period seemed
injust to Mr. Christiansen. Si;ns are very xpen-
sive, and a 7-10 year limia'cion vould al7.oti1 he
sins to be amortised. The City Atorney i'eels 2
years is standard and necessary o avoid non-con-
formin; uses for many years.
C. 1'ae 12, Sc ion 6. 021 - Mr. Chris 3.ansEn a'_t:ed if
boh sides of street frontas on cornQr lo could
be credited. The consensus of he Plannin Com-
ln.ssion Uas that this was innded; this Section
should be clarifieu. The Cicy t'ctorney's opinion
was tYzai, the depth of the stback rather thaiz he
fronta;e is the test for a pole sign. The purpose
of his Section is an a'ctmp to limit tlae "forest
of pole signs."
D. Par;e 12, Section 6.022. AZr, Christiansen said his
wotld force a service station to set itis pole si;n
bacl, atiaay from tle corner. The Citf A''corney
f1 it tibL1 b Uetter 'co have a pole si;n rathr
zan par?ied cars, tova trucics, etc. in the corner area.
"Setback" needs 'co be defined. Perhaps e,I1e enire
pararaph is unnecessary,
E. Pae 12, Section 6.02E and Pa;e 15, Sectiozz 6.073:
PIr. Christiansen recommended boh sign heihs should
b 25'. Comm. Buthenuth suested a pararaph be
aari;en specifically for service stations.

G. Pae 20, Section $.13 and Pae 21, Section 8.61b:
Mr. Cliristiansen said L i;a1e sign area permitted
bT tllese sections is definizely inadequa;e.
Mr. Ray White, of Shell Oil Company, said there are
four basic signs which servic staion s need in order
o operate. Chairman Hirshon suested i,he saff
ma?e a study on how other c.ies 'creat service
s ai,ion signs.
The Ordinance should note that purely directional
sins are noi: for advertisin purposes, and not to
be inc3uded in.the area computation. Chairman
Hirshon feels tve should regulate external vut not
in 'cernal.sins. The City Aorney pointed out that
enforcement in Carmel is not handled by the Building
Inspector, but rather by the citizens vho do noi;
pa'cronize th offenders. This, unders'candably,
would not be the case in Cupertino.
Mr, tTalter tTard, General Manaer of Vallco Park,
requested ver.bae for industrial pa.rk sins in the
Ordinance.
Mr. t Crump, 1oca1 developer, called aention
to pa;e 16, Sec ion 6.081, aslin if it reerred to

we could rnae exceptions for industrial parin lots
because conditions are different (people are parked nxt
to friends or acquaint ances; they most lileely are not
burdened ith armfuls of packa;es or carryin a baby,
etc., as is so often the case at shopping centers.).
