That there are special conditions or exceptional characteris�tics in the nature of the property to be �,ffected, or that its loca- tion or its surroundings are such as w�ll permit the �ommission to make a determination that a liter�,l enforcement of the Grdinance would result in practical difficulties or unnecessary har�ships; and 2. That the granting of the application is necess�,ry for the preserva- tion and enjoyment of substantial property r�ghtis; and 3.
