CALL TO ORDER
Chairwoman Walker called the meeting to order at 2 p.m.

2. NEW BUSINESS
A. Toll Brothers Project - Senior Housing Element: Gary Chao, Associate
Planner, City of Cupertino, distributed site plans for the Calabazas Place
project that is being built by Toll Brothers. Details of the presentation were
that there are two project alternatives:
. Alternative A with 402 residential units, 20% low and very low income
affordable senior apartments, 3.5 acre public park, and 115,000 sfretail
shops
. Alternative B with 369 residential units, 15% median and moderate
income affordable for-sale homes, 3.5 acre public park, and 115,000 sf
retail shops.
The 27-acre site is the Hewlett Packard site at Stevens Creek Blvd. and Finch
Ave. The Housing Commission reviewed the project in October and expressed
concern that the total combined square footage of the senior unit fell short, as
well as the senior housing element was at the very north of the parcel. The
Planning Commission heard the item on January 26, 2006, and recommended
that City Council approve the senior option A. City Council will review the
project on January 7. He stated that Toll Brothers and the Planning
Commission did consider the recommendation to relocate the senior housing
area, but believe the options offered are the best options and that it meets the
needs of Seniors; the site offers privacy and more security. All senior housing

sites have at-grade parking and floor plans are designed to meet senior needs.
Minimum age to purchase a senior site is 62.
Jo Price, Toll Brothers, continued the presentation discussion, provided design
decision details, and answered the Commission's clarifying questions.
Public Comment
Keith Murphy, resident, distributed talking points and discussed his concerns
that the project would not meet senior needs for affordable housing.
ACTION: A motion was made, seconded and passed 3-1 to endorse the senior housing
element in Alternative A of the Toll Brothers project called Calabazas Place.
3. MISCELLANEOUS - NO ACTION REQUIRED
A. Written communications: Supervisor Lamy distributed a training brochure
"Effective and Supportive Commissioners and Board Members"
B. Staff updates:
a. Supervisor Lamy reported that the memo summarizing the Commissions'
work plan was received by the City Council. Mayor Lowenthal and City
Clerk Smith have reviewed the memo. The mayor has directed the Public
Information Officer, Rick Kitson, to do an analysis of the Commissions'
2006 work plan request, including additional staffing needs. City Council
will review the analysis in May at the hearing for their budget approval
process. If approved at the hearing, the Commission would then begin to
work on their 2006 work plan at the June 22 meeting.
b. Supervisor Lamy distributed a March 21, 2006, memo from the Council
on Aging that provided a great deal of Santa Clara County senior
demographics. Since demographics is a part of the Commissions' work
plan, Supervisor Lamy agreed to contact the Council on Aging to see if
someone from their organization could give a presentation on the
Cupertino area demographics, at the Commission's March 23 meeting.
C. Commission updates:
a. Commissioner Yap relayed the information he received at the Mayor's
monthly meeting with commissions.
4. ADJOURNMENT
Chairwoman Walker adjourned the meeting at 3:40 p.m.
