Missive from County Planning Comma.ssion� re�arding application for rezoning to apaxtments of one sin�le lot, Monta Vista Road and Janice Road (E of Foothill Blvd. and S of Stevens ' Creek Blvd.). It was decided this matter would be brought up the followin� night at the joint meetin� with the County. 81,040 C. The Compilation of Zoning Ordinances was presented to the Commissioners. The Director of Planning reminded the Commissioners of the ' meeting the following night, 8:00 PM, Cupertino City Hall, with the County Planning Comm�.ssion� to discuss procedures for dealing with properties within or adjacent - �o both jurisdictions. The Planning Director outlined a joint planning program, to be carried out by the County's and the City's Planning Departments, and su�gested a division of st�.ff work: Old Monta Vista, between the Southern Pacific Railroad trac�zs and Stevens Creek would largely be under the County staff's task, since this axea is already built up and probably won't be annexed to Cupertino for a long time. The City staff would plan the area from Stevens Creek into the foothill,s, because much of this area is undeveloped and would be arulexed before development . Of course, there would be close cooperation between County and City in regasd to both areas. The Planning Director explained "pre-zoning" and su.g�ested that perhaps this should be implemented here. In answer to Cormn. Hirshon's question, the City Attorney explained the history of Cupertino's policy on water service. One of the conditions for uniform control over orderly development is through annexation in order to obtain water service. Co�ma. Bryson su��ested a"sphere of influence" be instituted on undeveloped axea. There followed discussion of Regional Planning. 81,004 B. The Director stated the draf of the Light Industrial Ordinance 220(i) and the A.gricultural (A) and Agricultural-Residential (A1) Ordinance 220(j) have been sent out to interested persons and a.gencies, including distribution of Ordinance 220 (,j ) to about forty lando��.*ilers. The latter ordinance will be introduced at this meeting, in order to �et the public's attention. HERbiAN At1D �TITA LANSFORD: USE PERMIT to a11ow conversion of existing residence into a beauty shop, located at 10060 PTorth Stellin� Road. First Heaxin� continued. Mr. Herman Lans�ord, 117 Ad1er, Campbell, noted that this appli- cation was tabled to enable the Buil�.in�; Inspector to make a report on the existing building and ior �he applicant to provide additional paxking spaces. Mr. Lansford said they plan to eliminate 800 sq. ft. of the 2200 sq. ft. building� which was slated for a barber shop. The plan was placed on the bulletin board. The City Attorney asked if the paxl�in� ratio, spelled out in the Ordinance, included employee parking. Answer: gnployee parking is assusned to be included in the ratio oi one space per 200 sq. ft. building area. Chairman Buthenuth asked what the space, measured from the back of the building to the back of the pa,rkin� spaces at the rear of the lot, was. The City Engineer said the plan shows 15'; the standaxd on dia,gonal p arking is 20' minimum. Comm. Hirshon asked the applicant if i� Urould be impractical to remove the last 5` across the back of the Uuilding to accomplish this. The applicant agreed to look into it. The Chief Buildin� Inspector noted there is going to be consider- able renovation of the building, interior and exterior. He presented a written report to the Cor�.i.ssioners, resulting from his inspection of the premises. There �e four ma.�or items of concern: 1) The present zonin� Strould dictate an incombustible roof. 2) A complete rewiring is needed; it must be in conduit. 3) Parking appears ':o be inadequate . First Hearing. Mr. R. J. Kehrig presented the Tentative Map, which was prepared and made a condition of the Architectural and Site Control Com- mit-'�ee and a requirement of the Use Permit. He said the �rant of ease ment is a mutual ingress and e�ress. There will be two driveways on Blaney for the service station and one service drive down by P.G. & E., as well as one main driveway. There will be three driveways on Homeatead Road. The City Attorney commented on parking areas, and asked if there are goin� to be bulkhead requirements on the perimeter of the service station lot. He advised that a statement of improvements should include placement and type of bulkheads to prevent cars from crossing the lot line. A planned movement of traffic will be needed. The Director of Public Works suggested this be a condition of the Architectural and Site Control when the balance of the property is developed. -�+- PC-13 Minutes of the 6'26�67 Plaxining Commission Meeting ---------------------------------------------------------------------------- Mr. Kehrig placed his site plan on the bullc:tin boaxd, to illus- trate how the service station lot is set off from the balance of the property through the use of planters with 6" cancrete curb enclosures . The City i�ttorney advised the Tentative Ma� should clearly define treatment of lot perimeter to avoid situations such as found at the service station at the Crossroads Shopping Center. The City En�ineer brou�ht it to the attention of the Commission and the audience that the redwood tree on the service station lot will have to come down. Moved by Comm. Hirshon, seconded by Comm.
