IV ANNOUNCEMENT OF POSTPONET�IENTS, etc .
9-Z- 1. Chairman Hirshon announced that he'd had a telephone
15-u-66 call from Mr. Mittelman, of Page Properties, in
regard to applicatic�ns 9-Z-66 and 15 -u-66 , stating
that they were not prepared to carry on with their
hearing at this time, and that they were aware of
the fact that this application would be taken off
calendar if it were not presented at this meeting.
2. The Planning Director stated that the seconc� Monday
in February falls ori a holiday. For that reason,
the next regular meeting of the Planning Commission
will be on February 27 1g67 However, it would be
advantageous to discuss Comm. Horgan's memo as well
as tentative Neighborhood Plans for the Foothill
area informally so a study session before that date
might be desirable.

V WRITTEN COMMUNICATIONS:
81,005 A. Referrals 6z67 and bP67.1 from the County Planning -
Commission regarding rezoning to R12 of property in
Monta Vista, and Use Perr�it for sign at Stevens
Creek Blvd. and Judy Avenue.
A copy of the proposea R12 development was passed out.
It is the Plannir�g Director's f eeling that it is not
wise to rezone to high density unless municipal facilities,
parks, etc., are provided to take care of the increased
population. He suggested 'chat a previous memo regarding
a quite similar application should be resubmitted to
the County Planning Commission. He stated the County
Planning Department has been ins'cructed by the County
Planning Commis�ion to make a study of this area.
Chairman Hirshon felt the Commission should be given a
little more backgrour�d material before being asked to
make a recommendation on these referrals from the County.
Mrs. Ann Anger, of Monta Vista, stated the County's plans
for this area are for°thcoming in the near future. The
City Attorney described the types of uses that would be
allowed in an R12 area.
Comm. Horgan feels the Flanning Commission should
become more acquainted with this area and should give
the County a rnore def'inite answer in addition to the
Planning Director's memo.
Comm. Frolich asked if there has been a traffic study
made in that area, and suggested the Director go to the
next County Planning Commission meeting and ask that
they wait until the completion of the study in the area.
He feels this application should be denied and later,
when the study has been completed, it should be acted
upon. The Flanning Director said the County has pre-
viously postponed a similar item with no specific date
indicated.
Comm, Horgan suggested the Planning Director ask the
County Plann�ng Commission to delay this application
for two weeks. Comm. Frolich felt nothing would be
gai ned by a two-week delay; the study would not be
completed by then.
The City Attorney gave a history of the general area.
The General Plan shows industrial zoning there. He
recommended that it not be approved because of the
shape of the lot and the vuidth of the streets.

The Planning Director had no opinion on the sign
referral, 6P67 .1. As far as he could see, it does
not affect the City of Cupertino.

give no recommendation on application 6P67.1.

81,00�.7 B. Comm. Horgan received a letter from Channing
Chrisman, developer of the Town Center, suggesting
the Commission adopt a Planned Community Ordinance.
It was referred to the Planning Director for
comments at the riext�'meeting.
VI VERBAL COMMUTTICATIONS
81,005 A. Mr. Tom Traeumer, 2228� De Anza Circle, Cupertino,
spoke for a Homeowners' Association which has been
formed to ob,ject to the intent to issue a permit
for another quarr�r. He said that with the
trucks from the Voss property and Santa Clara Sand
and Gravel Company, trucks are passing on Stevens
Canyon Road every t�o minutes. He said it might
behoove the Plannirg Commission as well as the City
Council to be more demonstrative about this. If
there is an application for a permit, they might
want to impose the condition that Stevens Canyon
Road be improve�. to four moving lanes, or else go
on record as ob�ecting to the Use Permit.
The City Attorney said we should not take a position
on an item unless there is an application, petition
or referral before us. Mr. Traeumer was told he might
want to take this before the City Council. The
Planning Director stated that he is preparing a memo
for the next City Council meeting proposing that
industrial developmEnt such as the quarry be re-
quired to contribute to off-site road improvements.

B. Comm. Frolich asked for a copy of Ma,yor Stokes'
report an the I�at�onal League of Cities Convention
in La.s Vegas, which was to have been distributed to
the Commissioners. '
C. The Chamber of Commerce's Community Congress Luncheon
will be held February 22nd. It will be an all-day
affair; �egistration is �2.50, which includes lunch.
Chairman Hirshon ai�d Corrr.l. Horgan commented on the
importance of the meeting. Commissioners and staff
should attend, if possible. The Planning Depart-
ment will send out reminders.
VII HEARINGS SCHEDULED
10-v-66 A. UN:CON OIL C�n�IPANY: Variance to increase height of
ground sign fror� the 20 feet allowed by Ordinance,
to 2�+ feet. First Hearing.
The Planning Director �aid that if we are going to stick
to the provisions in the Sign Ordinance, it would be
unwise to grant thi� Variance.
Mr. David Ald 16320 Azalea Way, Los Gatos, Calif .,
representing Union dil, ga the following reasons for
asking fol this varla�ce: a 20' sign would not be
visible from the expresswa�r; it blocks the view of the
canopy; and it could be hazardous. He added that the
proposed sign is low-:�ntensity and non-rotating. There
is presently a r�of sign which is higher than the pole
sign being requested.

The City Attorney stated that we have entered into
amendments to the Sign Ordinance that are so broad and
comprehensive that it ,justifies the amount of money
spent to publish it. State Law requires publishing;
without qualifications.
Comm. Horgan asked about the $50 deposit for political
signs. The Planning Diz�ector stated that this amount
was established because the bookkeeping costs made the
other approach impractical.
Comm. Buthenuth suggested the above changes to this
last draft can be sent to the Council in the form of
a Minute Order. Comm. Frolich suggested elimination
of the words: "summary of" in the publishing clause.

Comm. Fr��ich suggested a typed form be given to the
applicant foz�, say, a Use Permit, telling in detail
what is requ� red an�. befcr_ e which bodies. When the
application come5 up on the agenda, perhaps ther�
should be ar� intro�v.ctory statement from the Planning
Director, fhen the �,p�licant would be permitted to
