APPROVAL OF MINUTES
The Commission approved the February 17, 2010, minutes as written, with
Commissioner Fantozzi abstaining.
ORDERS OF THE DAY
1. VTA BPAC Report:
Commissioner Wiant reported on the major actions taken by the Bike and Pedestrian
Advisory Committee of the VTA:
• The committee voted that the VTA Board of Directors approve the recommended
Vehicle Emissions Reductions Based at Schools (VERBS) Program projects.
Commissioner Wiant reviewed the monies awarded to Gilroy (School Crossing),
Palo Alto (Safe Routes to School), San Jose (Walk N' Roll San Jose!), Santa
Clara (San Tomas Creek Trail) and Santa Clara County & Sunnyvale (Safe
Routes to School)
• In addition, from the VTA Programmed Projects Quarterly Monitoring Report,
that Cupertino's "Local Streets Pavement Rehab 2010: Bubb Road, McClellan
Road, and Wolfe Road" were funded and scheduled for completion in 2012.

The minutes were approved unanimously with three simple corrections.

3. BPC Interaction with the Planning Department
The Council Commission Joint Meeting of August 17 concluded that there were
opportunities for the Bike /Pedestrian Commission and the Planning Commission to
work on common areas of community concern such as both school traffic and
development planning for bike /pedestrian accommodations.
In response to an e -mail inquiry by Commissioner Paulsen, the Director of
Community Development, Aarti Shrivastava, agreed that opportunities between the
Planning Department and the Bike /Pedestrian Commission. In particular, Aarti
replied that they do "address issues of connectivity for the city', "happy to send a
planner to attend [our] BPAC meetings', and our Commission could contribute to
their "Land use and Transportation Plan."
Discussions included, by Commissioner Paulsen, that change of behavior was more
important than focusing on motorists' behavior. Other comments included requiring
developers to plan provision for accommodations for both bicyclists as well as
pedestrians. Another suggestion was to have the Planning Commission contact the
PBAC when initial development reviews. are scheduled.
No action was taken.
4. Share the Road Sign Policy
It was concluded that `Share the Road' signs give a mixed message depending of the
viewer: the motorist views it as bicyclists should share; bicyclists, motorists.
It was moved by Chairman Takahashi and seconded by Commissioner Chan that the
commission consider "Narrow Roadway" signs as a better alternative at the next
meeting. The motion passed unanimously.
5. Foothill Blvd /I -280 Ramp Bicycle Accommodations
The 1 -280 underpass along Foothill Blvd. causes potential difficulties for bicyclists
when pedaling west up hill or east coasting downhill with motorists leaving from or
entering onto Foothill Blvd.
It was moved by Commissioner Wiant and seconded by Commissioner Takahashi
that Staff illustrate the responsible community jurisdictions at their next meeting
presence. The motion carried unanimously.

6. Suggested Routes to School Maps
The Sherriff suggested that safe routes to schools be portrayed on maps and placed on
the Cupertino City Website.

7. Flotlist Review
An item was added to the Hotlist that the height of the "Pedestrian Ahead" sign at the
west bound Budd Road and McClellan Road intersection may be too high for
motorists to see. The status of the Bandley crosswalk at Mariam was updated to
reflect a traffic analysis to be performed on November 15 for subsequent analysis.
