A standby spray program to be developed which will safely and effective- ly control.excessive numbers of flies attracted to the premises. 3. Rats, mice and mosquitoes to be adequately controlled. 4. The sanitation and spray program to be sub,jected to regularly scheduled review and approval by the County Health Department. 5. No horses shall be kept overnight. 6.
