P&R 11-04-10 APPROVED MINUTES PARKS AND RECREATION COMMISSION CITY OF CUPERTINO Regular Meeting November 4, 2010 at 7:00 p.m. Community Hall, 10350 Torre Avenue, Cupertino, CA Note: This meeting will be televised 1. CALL TO ORDER Acting Chairperson Paul called the meeting to order at 7:00 p.m. in the Community Hall Council Chamber, 10350 Torre Avenue, Cupertino, CA. 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL Commissioners present: Darcy Paul, David Lee, Jeanne Bradford, David Greenstein and Marcia St.Clair Staff present: Mark Linder 2. PRESENTATION A. Nancy Doan — Learning Together Initiative Director Linder introduced Teresa Alvarado, with First 5, and Nancy Doan, with Learning Together Initiative, who presented an informative video on the important work of the First 5 organization and the many health benefits to the children in Santa Clara County. They explained how Learning Together Initiative is a community -based approach focused on school readiness, health and early literacy and oral language development and said that they offer free local community hubs where families can learn about the importance of the first five years of life. Nancy Doan is a Community Worker currently working with Jewish Family and Children's Services Parents Place group in providing services in Cupertino. They have also opened a satellite location at Canon Music School, located at 10885 S. Blaney Avenue and offered a free parent and child drop -in play for the month of October. They will be offering a five -week Arts Enrichment class that begins on Tuesday, November 9. They are also looking for Community volunteers to help with various activities. Staff oral reports Director Linder reported that the City Council unanimously passed the Commission's Work Plan for FY 2010/1011 with two suggestions. The Council suggested a park usage survey and also said the Walk One Week Program should be three weeks instead of one week. Director Linder said he will not be here for the December 2 Commission meeting but Julia Lamy will attend in his place. B. Commissioner contacts Commissioner St.Clair reported that Vance, at the Cupertino Bike Shop, donated helmets to the Teen Commission's Walk One Week Program. Commissioner Paul complimented the Wafu School of Ikebana Floral Show at the Quinlan Community Center and said it was the school's 40 Anniversary and it was a great community event. 5. MINUTES OF PREVIOUS MEETING A. Regular adjourned meeting of October 7, 2010 Action: Commissioner Bradford moved to accept the minutes and Commissioner Lee seconded the motion. The motion carried unanimously. 6. ORAL COMMUNICATIONS — Nome 7. NEW BUSINESS A. Requirements of new developers for City Parks. Acting Chairperson Paul said that this review of the current program requirements was the request of the Planning Commission. Director Linder said that there was an addition to the staff report he submitted to the Commissioners. He said the words "per unit" were omitted on his report and the cost per unit fee is $15,750.00 and the total for all ten units is $157,500.00. The correction is attached to these draft minutes and will also be attached to the staff report. He said the Planning Commission asked if the Parks and Recreation Commission would review 2 the current park dedication program and see if they wanted to make any changes. The current program is guided by the Quimby Act, which is a state law that requires new development to provide land or an in lieu fee to provide for parks and recreational services for the new residents. The staff report presented by Director Linder specifically shows the formula used by the City of Cupertino. Action: Commissioner Greenstein made a motion to approve the recommendation made by staff to continue using the existing dedication and fee programs. Commissioner Bradford seconded the motion. The motion carried unanimously. 8.
