ORDERS OF THE DAY
1) VTA BPAC Update: Jim Wiant discussed items from this month's VTA meeting. Items
included:
• Jim Reviewed AB 1358 Complete Streets Act ot'2008
o 'this Assembly Bill will require the city's general plan to adopt Complete Streets
assessment of new streets in the city. Implementation to occur between Jan 2011
and 2014.

2) flrc Commission unanimously approved the September, 2010 minutes as written.
NEW BUSINESS
Items 3 -4) Safety and Education Programs Conducted by Law Enforcement and Cycling
Education in Schools:
Captain T Calderone, Santa Clara County Sheriff, discussed all of the current bicycle education
and enforcement policies utilized in the city.
A) Juvenile Bicycle Diversion Program:
Juveniles receiving bicycle citation are diverted into this program.
Violator and parent mist attend the four hour class, usually on a weekend.
• The content focuses on safety, rules of the road and reviewing the most common
violations.
• Course is held every 2 months with 8 -20 participants.
• The Sheriffs office tracks the citations, if a second occurs, the diverted citation is re-
instated.
B) School Education
• Primarily done for elementary and middle schools.
• Perform Safety Inspections, Helmet sizing and brake checks for example.
• Utilize a set presentation with handouts for students.
• School Resource Officer's perform the inspections and classes. Kennedy Middle School
turnout was very high primarily due to the Boltage Program.
C) Enforcement: There are four motor units out every morning at the local schools as well as
one vehicle.
Items 5 -6) Meeting with the Public Safety Commission and Charters between the Public Safcty
Commission, Teen and Bicycle Pedestrian Commission:
Craig Lee, Liaison From the Safety Commission to the BPC reported on the recent Safety
Commission meeting and the results of their charter discussion.
The Safety Commission would be responsible for:
• Conducting Bike /Walk/Carpool surveys twice a year with all Cupertino Schools. The
main purpose of the survey is to establish baseline data to determine if incentive
programs are improving the number of kids walking /Biking or Carpooling to School.
• Address traffic safety concerns in and around the schools
• Continue administrating the Boltagc Program with the local schools.
• Continue administrating grants for Walk/Bike to school incentives
The Bicvcle Pedestrian Commission would be responsible for:
• Safe Routes to School
• Bicycle Education in the Community and at the schools
Teen Commission would be responsible for:
• Coordinating and administrating the Walk One Week (WOW) program at the elementary
and middle schools.
The Bicycle Pedestrian Commissioners agreed with the charters as discussed in the prior Safety
Commission Meeting. Correspondence to the city council will be coordinated through the PBC
Chairman and Craig Lee, Safety Commission Liaison to the BPC.
OLD BUSINESS
7) Bicycle Friendly Community Application Discussion:
An initial review of the application by Chair Takahashi was distributed to the Commission for
discussion of some of the specific questions. Commissioner Takahashi noted the answers that
the Commissioners jointly arrived at and will edit the answer list from the BPC and send to city
staff to reflect the inputs form the Commission.
A discussion related to the application with regard to efforts to get the current Safe Routes to
School at the CUSD office released took place. Two options were discussed. First, a grass roots
effort through the schools requesting the routes for the schools in the city be released. This could
be accomplished by contacting the schools and requesting they make requests to the district
office. Second, Chair Takahashi agreed to contact the district to inquire about what,steps could
be taken to get the Cupertino School Routes released.
