PSC 10.14.2010CUPERTINO PUBLIC SAFETY COMMISSION REGULAR MEETING MINUTES Thursday, October 14, 2010, 7:00 p.m. Cupertino City Hall, Conference Room A (No audio mailable) 1. CALL TO ORDER Commissioner Daniel Nguycn called to order (he regular meeting of the Cupertino Public Safety Commission at 7:01 p.m. on Thursday. October 14, 2010 in the Cupertino City Hall, 10300 Torre Avenue, Conference Room A, Cupertino, California 95014. 11. IV. WRITTEN COMMUNICATIONS There were no written communications to discuss at this regular meeting. V. APPROVAL OF MINUTES I. September 22. 2010 ACTION: NO VOTE: NO MOTION: No SECONDED: No o to o The minutes for September 22. 2010 were not available. VI. OLD BUSINESS I. Discussion of Walk/Bike/Carpool (WBC) to School project ongoing (Nguyen) ACTION: YES VOTE: YES MOTION: Tamara Pow SECONDED: Nina Daruwalla 4 to I Commissioner Tamara Pow presented a grant application for S500 and motioned to approve conditional on details of program and measurement. Commissioner Nguyen placed a second motion to amend Commissioner Pow's motion to have sub-conunittee approve plan and measurement program for the grant. The amended motion received a second by Nina Dartnvalla; votes taken: Commissioners Nguyen, POW, Daruwalla. and I-luang gave Ayc votes and Commissioner Lee opposed. On October 05, 2010, the Teen Commission did a presentation at the Council Meeting on their Walk One Week program. The cost will be S14.000 in November. in addition to S3,000 for the Spring Santa Clara Session. The commission questioned, if approved, will the money come front the PSC available funds. Commissioner Lee reviewed the grant application and wants to do a presentation for the Council on what the PSC has done. In December, the commission wants to review and compare the survey data. Captain Caldcrone will place PSC on the Council Meeting Agenda, under Presentations. 2. 6oltage Program at schools and installation/implementation process (Pow) ACTION: YES VOTE: NO MOTION: No SECONDED: No o to Il Commissioner Pow updated the commission on the latest report on the Boltage Program. 3. Crossing Guards Program, new program and existing program (Daruwalla, Nguyen) ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Commissioner Nguyen announced that "All City Management Services" and "American Guard Services " are willing to evaluate working with the PSC to certify volunteers. Commissioner Nguyen will check into their insurance, liabilities, and economics. Captain Calderone reports that he requested for the contract from the City on current crossing guards and is still awaiting a copy. 4. Report on surveys to schools and survey form for October (Lee/Nguyen) ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 October 25. 2010 will be the next date for the school survey. The commission would prefer to include a summary for the number of responses for the survey. 5. Discussion plan to work with other commissions/liaisons, subcommittees, etc. (Lee) ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to tl Commissioner Huang attended the Teen Commission meeting and they want to coordinate with PSC a walk to school and suggested route to school program provided by the City. The School Resource Officers are reviewing suggested routes. The high school students are interested in being crossing wards for the lower grade schools during the after school hours. They are working on social networking for the Alert SCC Program. Commissioner Lee is working with the Bike/Pedestrian Commission on the Suggested Routes to School Program. 6. Discuss work program (Pow) ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Commissioner Pow will entail to Commissioner Lee to update. Commissioner Lee updated the commission on the work program. 7. Discuss how to increase Cupertino participation in Alert SCC Program (Lee) ACTION: YES VOTE: YES MOTION: Andy Huang SECONDED: I'amara Pow 5 too Commissioner Huang reports that Laura Lee will publish in the nest newsletter. Rick Kitson will include the program on television, radio and the Scene. Stephanie Turni will place the information of the program in eCap. The Teen Commission is working on the social networking. The program would be advertised in the garbage and utility bills. Commissioner Huang motioned to approve the proposed to support activities to increase; Commissioner Pow seconded the motion; votes taken; all in favor to approve the advertisements for publication. VI1. REPORTS I. Santa Clara County Fire Department Battalion Chief Carol Miller announced that October is Public Education Month. She plans to send reminders to all fire stations of the Citywide Emergency Drill. 2. Santa Clara County Sheriffs Office Captain Calderone reports that the burglaries maybe related to gang initiations. The pilot project where two (2) deputies and two (2) crossing guards are working together in the tri-school area is going very well. Captain Calderone provided the commission with the Lehigh and Steven Crcek Quarry report. 3. Commission Report The commission reports that Sandy James would be available Monday and Friday late afternoons for a facility tour. IX. FUTURE AGENDA FOR NEXT REGULAR MEETING I.
