Paulsen sent the following to Commisioner Takayashi:
"School bicycle maps will be developed as the
Bicycle /Pedestrian Commission works with other
commissions and schools (ideally a school contact or
"champion "). These maps may also incorporate and /or
reference existing hicvcle route maps that are available at
the time."

Action Taken: Directed David Stillman to investigate City
GIS mapping capabilities; Wiant and David Stillman to
make and post these changes prior to Sept. 10 in time for
the September meeting.
4. Bicycle friendly Community
Commissioner Takayashi is investigating the "pass rate"
Application
We asked if we were really to do this application.

Regarding engineering yes; regarding parking inventory,
no; regarding accommodation of cyclists on all roads, no.
We could also cite the City's General Plan language that
gives cyclists and pedestrians equal priority, even if it
means a slowing of car traffic.
Moved and passed to:
a. direct David Stillman to develop and estimate of
the cost (in City staff time) to develop the
application, make the changes mentioned above,

and provide the estimate to the City Council for
approval, and work with Rick Kitson to re -issue the
draft asap.

6. Council /Commission meeting
We discussed:

need to act on this item.
Councilmember Santoro liked "WOVJ" (walk one week to
school). He also asked about the role of the Public Safety
Committee, such as disaster preparedness.
Action Taken: That a liaison between the Bike /Ped Comsn,
the Public Safety Cmsn, and the Teen Comsn. be
investigated by staff.
7. 350 day
- No action taken; referred the "350 "'s Sovvmya
Ayyar to the City's Sustainability Coordinator.
David Greenstein's Plan comments:
Hi all,
Here are my comments and changes to the Bicycle Transportation Plan. Overall it is a great
document and puts Cupertino in the forefront of transportation solutions.
Overall Comments:
- Well organized, good detail in promoting bicycle commuting.
- I applaud your Bicycle Commuting Programs.
- Good to see high priority for routes which serve school students.
Summary of changes below
- Add mention of bike loop- detector maintenance.
- Add list of cross -city bike routes.
- Add mention of Boltage system to encourage bike -to- school.
- Add bike maps for school students.
3) Engineering
Add: Bike loop- detectors should be maintained to sense the presence of bicycles. This should be
mentioned since it happens regularly and causes constant grief for cyclists. Poorly maintained
detectors lead to cyclists habitually ignoring all lights. (eg. south -bound Foothill detector turning
onto cast -bound Stevens Creek does not pick up cyclist, Orange detector crossing Stevens Crk
Blvd, McClellan detector crossing Bubb, etc.)
Bikeway 3: 1 would make a high priority "modify barrier at Granada for easier bicycle access."
This is a major trouble spot for student cyclists.
Bikeway 4: Add attractor "Monta Vista High School." Garden Gate students go to Monta Vista.
Bikeway 6: This is a major route for Lawson Middle School (see attached
MiddleSchoolBoundaries.gif).
Bikeway 16: Painting bike lanes should be a high priority on Rainbow. It is a popular bicycle
route by students and the road can accommodate lanes on much of its length without redesign.
Need to add list cross -city bike routes made up of these bikeways. Taking a global view of cross -
city bikeways will help with priorities and design. For example, the Mary Ave Bridge is a
product of the county -wide bike routes. An east -west cross -city route could go San "Comas
Aquino Trail, Barnhart, Phil Lane, Creekside Park, La Mar, Blaney, Presidio, McClellan. North -
south cross -city routes:
1) Foothill, from Homestead to McClellan
2) Mary, De Anza College, Rose Blossom, Stelling, Prospect
3) Stelling, Prospect
4) De Anza Blvd (expert level)
5) Blaney, from Homestead to Bollinger
6) Wolfe, Miller (expert level)
7) Taman. from Homestead to Bollinger
4) Encouragement
4.2.2) Add "Boltage" incentive system in document. Currently Lincoln Elementary and Kennedy
Middle are installing the "zap" systems to encourage walking and bicycling to school.

information.
5) Education
Add: Bike maps for schools. These maps should promote the roads marked with bike lanes and
bike routes. Attached is a bike and walking map to Monta Vista High School
(bikeMap2008.pdt). It was created to educate students and parents on the safe and effective
routes to school. Great for bike -to- school day promotions and general transportation information.
I am pushing to get safety education into Lincoln Elementary as part of the Boltage system.
Walking /biking education should be part of every school's transportation plan.
