BPC 07-21-2010MINUTES OF THE REGULAR MEETING OF THE BICYCLE PEDESTRIAN COMMISSION July 21, 2010 CUPERTINO The meeting was called to order at 7:05 pm ROLL CALL: Present: Commissioners James Wiant, Mark Fantozzi, William Chan Absent: Commissioners Geoff Paulsen, Alan Takahashi Staff: David Stillman VISITORS: Sowmya Ayyar, resident ORAL COMMUNICATIONS Sowmya Ayyar spoke about 350.org, a climate change organization. They have an event corning up on 10 /10 /10 to encourage reduction of carbon emissions. WRITTEN COMMUNICATIONS Commissioner Chan sent an e -mail regarding the July 20, 2010 Council meeting and the bike related items on the agenda asking for clarification. Mr. Stillman explained the agenda items. ORDERS OF THE DAY l) VTA BPAC Update: Commissioner Wiant discussed items from the recent VTA meetings. Items included: 1. Discussion on bike events in the county and that regulations guiding them have been revised. Portions of the original proposal was too vague. This should be on the Board of Supervisors agenda in August. 2. Discussion on a bike share program with 100 bikes per location. Federal funds are available for 400 bikes (4 locations). Bikes can be reserved. 3. Discussion on federal funding for trails which are open 24 hours a day. Potential issue for Stevens Creek Trail. APPROVAL OF MINUTES 2) The Commission approved the May 19, 2010 minutes as written. NEW BUSINESS 3) Council Commission Joint Meeting: Only the first two bullets need to be addressed in a PowerPoint presentation, and should include commissioner names and meeting date /time. Chair Takahashi was selected to present at the joint meeting. Discussed which other commissions would be helpful to work with. For both bullets, the identified commissions are Planning, Public Safety, Teen, Parks & Recreation, and Library. Commissioner Wiant will work on the PowerPoint and fine tuning will have to be done via e -mail since the joint meeting is before the next commission meeting. 4) Safe Walking Routes to School: Commissioner Chan brought up the lack of sidewalks for a safe walking route in two neighborhoods, Garden Gate and Monta Vista. Mr. Stillman advised that there are plans to add sidewalks to the Garden Gate area with federal Safe Routes to Schools funds (Stelling between Alves and 280, Flora Vista, and Greenleaf between Stelling and school). I here is not much that can be done in the Monta Vista area since the city does not have right of way. Public works is working on school route maps with CUSD. Action items for Mr. Stillman: see if the commission can help with the maps and check on the completion date for the sidewalks. OLD BUSINESS 5) Bicycle Transportation Plan Mr. Stillman brought to the commission's attention that there are additional items that need to be added to the plan to conform to VTA /MTA guidelines. The commission will update the Bike Transportation Plan to satisfy requirements a -k. a) Needs research b) Zoning map C) Full bikeways map should be added d) Add parking information to maps e) Mark bus stops on maps f) Mostly private corporations g) Already there, but will consolidate in an appendix h) I letter so far i) Already covered, but may need to enhance J) Already covered k) Mr. Stillman will research past expenditures 6) Bicycle Friendly Community No new status.
