BPC 02.17.10MINUTES OF THE REGULAR MEETING OF THE BICYCLE PEDESTRIAN COMMISSION February 17, 2010 CUPERTINO The meeting was called to order at 7:02 pm ROLL CALL: Present: Wiant, Paulsen, Fantozzi, Chan Absent: Takahashi Staff: None VISITORS: Joe Walton ea -officio member ORAL COMMUNICATIONS Joe Walton suggested that we do a count on the Mary Ave. Bridge. Discussion on the need to count pedestrians and bicycles to compare to estimates. WRITTEN COMMUNICATIONS None APPROVAL OF MINUTES The Commission approved the January 20, 2010 minutes as written. NEW BUSINESS 2010 Commission Goals Commissioner Wiant presented Commission goals: a. Add Commission information to City website. b. Commissioner Wiant passed out VTA `Bicycle Technical Guideline" to all Commissioners present. Wiant presented report from VTA Bicycle & Pedestrian Advisory Committee. VTA has issued directive for "Complete Streets" to integrate the transportation system. The concept is to provide a transportation system that can accommodate all users including bicycles and pedestrians. Another VTA directive is to establish a single plan for bicycles and pedestrians with the intent to make it easier to allocate resources. Commissioner Paulsen suggested getting Planning Dept. involved in Complete Streets. Planning. c. Complete Bike Transportation Plan and incorporate a pedestrian plan per VTA. Paulsen moved to approve Commission Goals, Pantozzi second. Motion carries. 2. Bike to Work Day Wiant will find the date of Bike to Work Day in May. Need to provide energizer station. Paulsen suggest that additional steps be taken to protect the bikers that gather at the energizer station. 3. BPC School Liaison Wiant will continue with DeAnza College. 4. Bicycle and California Law: Stopping Wiant presented California Vehicle Code regarding bicycles and when a Stop is required by the vehicle code. No complete stop required for bikes. Discussion on whether it would be appropriated to put yield signs up for bicycles only. Pantozzi suggested that this may be a safety issue for children that do not necessarily understand what "yield" means. There was a discussion on safe path to school effort, looking at how children get to school, and developing maps for children to get to schools in Cupertino. OLD BUSINESS 5.
