CALL TO ORDER Commissioner Daniel Nguyen called to order the regular meeting of the Cupertino Public Safer), Commission at 7:05 p.m. on Thursday, August 12, 2010 in the Cupertino City Hall, 10300 Torre Avenue, Conference Room A, Cupertino, California 95014. 11. Discussion of WalklBiWCarpool (WBC) to School project ongoing (Nguyen) ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Commissioner Nguyen reports that Kelly Takahashi from Monta Vista High School has not received the ,rant reimbursement check. Captain Terry Calderone indicated that the request was delivered to the city's accounting department, but he will follow-up and provide a status. Commissioner Nina Daruwalla will forward Ms. Takahashi's report of their walk bike to school proeram to the commissioners. Commissioner Lee presented a draft letter that will be distributed to the PTA dul'Ine the PSC presentation. The commission discussed different aspects of the letter, such as, what the grant money may be used for and what other schools have claimed on their request. Captain Calderone suggested keeping the presentation to the allotted time of five (5) minutes. The commission aereed to move next month's regular meeting scheduled for September 09, 2010 to a Special meeting for Wednesday, September 22, 2010. This will allow the commission to attend the PTA meetings. Commissioner Lee will attend Regnart, SedU%vick and Faria Elementary Schools, Commissioner Daruwalla will attend Garden Gate and Collins Elementary, and Lawson Middle; Commissioner Pow, will attend Stevens Creek and Lincoln Elementary, and Kennedy Middle; Commissioner Nguyen will attend Hyde Middle and Eaton Elcmentary. The commission aerced to change the contact person information on the W13C Grant Application to Commissioner Nguyen. 2. Boltage Program at schools in Cupertino (Pow) ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Commissioner Pow, reports that David Greenstein provided an update regarding the shipping, delivery, and logistics of the Boltage equipment. Mr. Greenstein is requesting volunteers during the first, two days of school to pass out transmitters to students. Commissioner Nguyen announced the excellent article published in the Cupertino Courier. Captain Calderone indicated that VTA still have bike racks available. 3. Crossing Guards Program, new program and existing program (Daruwalla, Nguyen) AC'T'ION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Commissioner Nguyen will survey the schools that have crossing guards to determine what other schools need to start the program, then he plans to research companies that will train the volunteers. Captain Calderone suggests that he should contact two (2) different companies, determine the cost by using two (2) crossing guard points for each school to determine the estimated cost. During the research period, the commission has received different directions how, to proceed in developing this program. The most important issue now is determining the overall estimated cost to provide a report to Mayor Kris Wang. 4. Report on evaluation of May surveys to schools (Lee/Nguyen) ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 2 Commissioner Nguyen will provide the May survey data to Commissioner Lee by August 24". The next survey will be sent out by email. VII. NEW BUSINESS I: Discussion for upcoming Commissioner's Dinner presentation, 08/17/2010, 5 minute presentation (Nguycn) ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 The commission discussed the attendance for the Commissioner's Dinner presentation schedule for August 17, 2010. The commission agreed that the presentation would consist of their WBC, awarded grants, Boltage Program, PTA meetings, and the preliminary stages of the Crossing Guard Program. VIII. REPORTS I. Santa Clara County Fire Department Battalion Fire Chief Carol Miller clarified the SI million loss from a vehicle (ire. The (ire originated from an RV, then to two (2) houses, an outbuilding, and then to two (2) other vehicles. Chief Miller provided the commission with their June summary report with 249 calls for service. which includes EMS, accidents. alarm calls, and public safety inspections. 2. Santa Clara County SherifFS Office Captain Calderone reports a slight increase to automobile burglaries in Cupertino as well as the surrounding cities. There has been an increase of automobile vandalisms at Honhestead Lanes, which includes slashing of tires and windows shot out by 1313 ,uns. The number of occurs has raised some concerns and possible increase in patrol units may be necessary to control the situation. The bank robbery from Saturday, the suspects were two (2) African American male adults that peppered sprayed the tellers. The description of the vehicle was dispatched while the suspects passed the substation, pursuit began and the suspect abandoned their vehicle at a dead end street. Transit, Parks, and Headquarters Patrol assisted along with 12 to 20 officers from San Jose. The suspects were identified as from the Sacramento area, one was known to commit bank robberies and the other has a S I OOK warrant for robbery out of Sacramento. Another incident occurred between a suspect and a cab driver over a fare dispute. The suspect pulled a handgun on the cab driver refusing to pay the high fare. Deputies surrounded the home and eventually the suspect surrendered. Captain Calderone announced that the channclizers at Lincoln Elementary would be replaced by the city on Monday. 3. This was a'get-acquainted' meeting over coffee at Panera Bread. We discussed my interests as a PSC commissioner, especially related to the health and safety hazards presented by the Lehigh Cement Plant and Quarry. Subsequent to the meeting, Mr. Chang sent me two e-mail messages related to Notices of Violation that have been issued by the CRWQCB and EPA against Lehigh. 2. I have had an e-mail exchange with Sandy James regarding the Lehigh Permanente Community Council. I have asked her if a member of the PSC can be on the council. She responded that she did not know if a PSC member was in keeping with the desire of the Lehigh neighbors to keep the LPCC a small group. She did not rule out membership. She invited all PSC members to arrange for a tour of the Lehigh facilities. 3. Submitting a PSC Hazard Report regarding traffic signs on Stevens Creek Boulevard, west of Foothill Boulevard.
