Draft Minutes 7.08.2010CUPERTINO PUBLIC SAFETY COMMISSION DRAFT REGULAR MEETING MINUTES Thursday, July 08, 2010, 7:00 p.m. Cupertino City Hall, Conference Room A CALL TO ORDER Commissioner Daniel Nguyen called to order the regular mectin' of the Cupertino Public Safety Commission at 7:07 p.m. on Thursday, July 087 2010 in the Cupertino City Hall; 10300 Torre Avenue, Conference Room A, Cupertino, California 95014. 11. ROLL CALL Commissioners Present: Daniel Nguyen Tainara Pow Crai,,, Lee Connuissioners Absent: Charles Caldwell Nina Daruwalla Staff: Captain Terry Calderone, Santa Clara Counq- Sheriff's Office Staff Absent: Battalion Chief Gary Cocroft, Santa Clara County Fire Department Other Present: Zachary Patti III. ORAL COMMUNICATIONS Speaker, Zachary Patti is entering as a freshman at Monta Vista High School and a former student at Kennedy Middle School. His complaint is that motorists do not yield to bicyclist on the road and it is dangerous for students in the morning and after school. IV. N'RITTLN COMMUNICATIONS A written communication was received from a Cupertino resident, Gcorge Stafford. Mr. Stafford is requesting a traffic sign, solid red road markings, or flashing lights to alert motorists of bicyclists riding in the bicycle lane near the entrance offiiflhwav 280 and Foothill Boulevard Motorists are cutting off bicyclists because the drivers are impatient, and the area belongs to Caltrans and not the City. Captain Calderone will contact Caltrans to discuss a possible solution and provide his report to the commission. V. APPROVAL OF MINUTES I. June09.2010 ACTION: YES VOTE: YES MOTION: Tamara Pow SECONDED: Daniel Nguyen 3 to 0 Commissioner Tamara Pow motioned to approve the minutes of June 09, 2010 with an amendment to (II) Roll Call, Other Present; the motion was seconded by Commissioner Nguyen; votes taken; all in favor to approve the minutes of June 09, 2010 with the correction. 0 (1/) Other P/CISMC David Fang VI. OLD BUSINESS 1. Discussion of Walk/13ike/Carpool (WBC) to School project ongoing(Chair) ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Commissioner Nguyen reports that last year's budget was S53,035, which does not include applications from Eaton Elementary School and Kelly Takahashi. The commission requested that the remainder of last year's budget be rollover to the new fiscal year. Captain Calderone will notify Carol Ahvood of the commission's request. Commissioner Ctaig Lee reported on the upcoming PTA meetings for the new, school year. Ile will contact the PTA's With no upcoming meetings in August and provide his update at next montlt's regular meeting. The commission discussed different approach options to involve participation from the P I"A. 2. Boltage Program at schools in Cupertino (Pow) ACTION: NO VOTE: NO MOTION: No SECONDED: No 0 too Commissioner Pow reports that the two (2) representatives are Lesley Reid and David Greenstein. The pole was installed in May at Lincoln Elementary and the marking to place the pole is at Kennedy Middle, Ms. Reid and Mr. Greenstein would be glad to speak with Man Wilson at the Cupertino Courier. The PTA's have created a possible brand name for the program as Cat Scan. Ms. Reid Will provide a budget report to the commission in August. 3. Discussion on recommended safety changes on McClellan font City (Calderone) ACTION: YES • VOTE: NO MOTION: No SECONDED: No 0 to 0 Captain Calderone reports that he made a couple of contacts with David Stillman for an update on the Byrne and McClellan project. Captain Calderone requested the project be implemented before the start of the school year. Mr. Stillman stated that the project is still pending. d. Crossing Guards Program (DaruwalhdNguyen) ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Commissioner Nguyen reported to the commission his meeting with the City Attorney, ,Assistant City Attorney, Human Resources, and ABAG. Captain Calderone reports that during next month's regular meeting, they will discuss a formulated plan and bringing in new resources to upstart this program. Captain Calderone clarified that the City hires the crossing guards; the City designate training; provides the names of the crossing guards, the schools provides the time and locations; the City deploys the crossing guards to the designated locations and Lime. Captain Calderone will provide clarification on the program at next mouth's regular meeting. 5. Report on evaluation of May surveys to schools (Lee Nguyen) ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 10 Commissioner Nguyen will provide his report at next mouth's regular meeting. VII. REPORIS 1. Santa Clara County Fire Department Battalion Chief Gary Cocroft provided their May report to the commission. The month of May was an uneventful month with two (2) grass fires, one (1) vehicle fire, and three (3) dumpster tires. The 4°i of July was reported as uneventful. 2. Santa Clara County Sheriff's Office Captain Calderone provided his monthly report to the commission. Automobile burglaries has been reduced with assistance from the task force using bait vehicles, bait items in the vehicles, and placing signs in businesses. The Management Analyst developed a report for the field supervisors and patrol deputies on possible locations, time of the crimes, and escape routes. With the concentrated pattern and targeted areas, automobile burglaries has . been reduced by forty percent (40%) compared to April. Unfortunately, with the improvement in Cupertino, the automobile burglaries increased in Sunnyvale. Moving citations are consistent, direct enforcement of crosswalk violations had an outcome of forty-nine (49) citations issued. Automobile accidents are still high due mostly from moving violations rather than speed. 3. Commission Report Commissioner Nguyen will send to the commission the different dates of the upcoming Mayor's meetings by entail. IX. FUTURE AGENDA FOR NEXT REGULAR MEETING I.
