PRESENTATIONS
NEW BUSINESS
2. Select a Commission representative to coordinate with Diana Argabrite, Arts in Schools
Coordinator with the Euphrat Museum, regarding the children's art exhibit at the 2010
Cherry Blossom Festival. The festival is held Saturday and Sunday, April 24-25, and the
FAC commissioner makes an announcement on Saturday at noon.
3. Select Commission representative(s) to attend monthly Mayor's meeting. Meetings are
held at 2:00 p.m. on second Wednesday of each month, in Conference Room A. Upcoming
meetings are on April 14, May 12, and Jurie 9.
4. Consider development of a draft City Arts & Cultural Vision Plan, which may include:
o Art types and/or themes which represent the city's character
o increase community involvement in fine arts development
o making the arts more visible
5. Recommending arts & artists for new developments
o consider creation of an artists' registry for public art projects
o Sourcebook of Architectural and Interior Art has examples of styles and materials
6. Preliminary discussion regarding an event on the "City Arts Day" with the help of other
organizations.

Review of public art proposed for the T-1V[obile monopole, a combination cellular tower
and lighting stanchion for the baseball field lights at Memorial Park (corner of Mary
Avenue and Stevens Creek Boulevard). The applicant is Dayna Aguirre. (This project is
not subject to the One -Quarter Percent for Art requirement).

At 7:05 p.m., Chairman KC Chandratreya called the meeting to order in Conference Room A,

APPROVAL OF MINUTES
1. Minutes of November 10, 2009, and January 26, 2010.
Harrison moved and Fiegel seconded to af)prove the November 10 minutes as presented,
and the January 26 minutes corrected to snow that Commissioner Jessi Kaur was appointed
as Vice Chairperson. The motion carried with Commissioner Sitaraman absent.
PRESENTATIONS - None
NEW BUSINESS
2. Overview of Zero event in San Jose on September 16-19, and possible City of
Cupertino/Euphrat Museum participation.
Staff Liaison Kimberly Smith distributed copies of her earlier email message which
outlined some of the events slated to take :place, and noted that the City's Economic
Development Director planned to contact local restaurants and corporations about possible
discounts and/or sponsorships. She said the Director of the Euphrat Museum of Art may
also participate by producing an exhibit at the museum which would tie into the event
theme of "Build Your Own World." She noted that the City of San Jose just issued an
updated project deadline and announced a series of micro -grants for SJZerol.
Smith read a description of the event, as follows "The future is not about what's next; it's
about what we can build to ensure that what's next matters. How can we, as resourceful,
innovative, and knowledgeable local and global citizens, build and participate in a
desirable future in the face of global climate change, economic meltdown, political
instability, and cultural divisiveness? The 2010 01 SJ Biennial is predicated on the notion
that as artists, designers, engineers, architects, marketers, corporations and citizens we have
the tools to (re)build the world, conceptually and actually, virtually and physically, poorly
and better, aesthetically and pragmatically, in both large and small ways. Under the theme

"Build Your Own World," the 3rd 01 SJ Biennial will present a broad range of exemplary
work, which not only imagines the future (world) but builds it."
"The 3rd 01 SJ Biennial will take place September 16-19, 2010, throughout San Jose. It is
about how powerful ideas and innovative individuals from around the world can make a
difference and come together to build a unique, city-wide platform for creative solutions
and public engagement. It is about the inspiration needed to build a world we want to live
in and are able to live with. [It] will further position San Jose and Silicon Valley as an
international center for arts and culture. With over 45,000 attendees in 2008.....the O 1 SJ
Biennial is emerging as one of the world's most significant events of its kind. Its
phenomenal growth is due in large part to the fact that it is a mirror of the innovation and
spirit that define Silicon Valley and provides a unique perspective to the world and a
synchronicity with the region where it exists."
3. Budget request for FY 2010-2011
Staff Liaison Kimberly Smith distributed copies of the previous year's budget request and
the Commission discussed whether to request additional grant funding the Euphrat
Museum of Art, especially in light of their participation in the SJZero 1 event mentioned in
the prior item
Kaur moved and Chandratreya seconded to make the following budget requests. The
motion carried 4:0, with Sitaraman absent..
$6,000 for Euphrat (an increase of $2,000)
$1,000 for "Evolve"(program under development to leverage grants)
$1,000 for Distinguished Artist and Emerging Artist awards
$500 for Fine Arts League of Cupertino (FALC) judge at Fall Fest event
It was agreed that the "Evolve" ad hoc committee of Chandratreya and Fiegel would meet
with the Euphrat Museum Director and explain that the $2,000 grant increase, if awarded,
is to encourage the museum's continuing support and participation in San Jose's Zero arts
festival this September, to help bring visitors to Cupertino.
4. Review Distinguished Artist & Emerging Artist materials for publication in next month's
edition of the Cupertino Scene and consider ways to "energize" the competition.
The commissioners discussed various alternatives and people to be contacted to help
spread the word about the artist recognition and award.
Kaur said she would contact the Cupertino Courier and/or Mercury news to see if they
would do a feature article about last year's Distinguished Artist, Iona Ezaki, since it wasn't
covered as fully as usual.
Harrison said that he would contact Polly Bove, the Fremont Union High School District
Superintendent, and Nancy Canter, DeAnza College Dean of Fine Arts, to help promote the
program. He would also remind the Fine .Arts League of Cupertino about the upcoming
nomination period, which ends May 14.

All Commissioners agreed to review the existing legal ad/announcement and provide
suggested changes and/or artwork for the Scene. City Clerk Smith would send the revised
ad announcing the nomination period to the news media, and also place it in the Cupertino
Scene for both April and May. In addition, she would send the announcement and a blank
application to the former winners for their assistance in spreading the word.
UNFINISHED BUSINESS
5. .Public art proposed for the park site near The Markham (formerly The Villas), 20800
Homestead Road. Applicant is Michael Ducote, Prometheus Real Estate Group.
At the meeting of January 26, the Commission accepted the conceptual proposal.
Additional materials for review at this meeting include photographs of plant materials and
a revised schematic drawing from the artist.
Staff Liaison Kimberly Smith handed out copies of the revised proposal, which included
changes to make the art work more visible from the street by imbedding the brass disks in
the pathway toward the park entrance and out onto the sidewalk. Other changes including
improving the accessibility of pathways, raising the height of the plinths so that the shortest
is 18 inches high, clarifying color details, including references to Cupertino's agricultural
history, providing additional details of the patterns for metal disks to be inserted in the
concrete, and providing an example of the identifying plaque.
The Commission members accepted the project as proposed. They asked for the following
follow-up items for information, as the project proceeds (1) Email the final CAD designs
of the remainder of the brass disks, (2) Notify the City Clerk when the park site has been
created; and (3) Provide digital photographs upon completion of the landscaping and
artwork installation.
6. Report from ad hoc committee (Fiegel and Chandratreya) regarding opportunities to
leverage grant funds.
Chandratreya reported that the committee was still in the planning stages. They have
talked about various ideas, which may include tours or workshops at the Euphrat Museum,
group activities at the schools, and arts -related games and competitions with parents and
children. The other commissioners brainstormed additional ideas, such as an on -the -sport
art competition, creating a venue for arts participation at the DeAnza Flea Market, or using
that location for something like a chalk art. festival.
Harrison said he would be working on the Fall Fest arts program for the festival on
September 25 and 26, and that would be a good place to incorporate additional activities.
COMMISSIONER REPORTS
The commissioners borrowed various copies of the Sourcebook of Architectural and Interior Art
so they could review photographs of various styles and materials, particularly with the PW Market
project in mind since it was early in the process and no artist had been selected. In the future the
Commission may wish to have a more detailed artists' registry in order to provide guidance to
developers in their selection of art work or artist.
