1. CALL TO ORDER
At 7:00 p.m. Commissioner Miller called the meeting to order at Cupertino City Hall,
10300 Torre Avenue, Conference Room 100, Cupertino.

3. APPROVAL OF MINUTES
Commissioner Stevenson moved to approve the minutes of the regular meeting of
August 5, 2009. Commissioner Kolb :seconded and the motion passed unanimously
with Commissioner Stakey absent.

6. REPORTS
A. Cupertino Community Librarian Report
Rosanne Macek reviewed the attached monthly report.
B. County Librarian Report
Melinda Cervantes reviewed the attached monthly report.
C. Commissioner Reports
Commissioner Kolb reported on the Mayor's meeting and the 5`h anniversary
committee meetings.
Commissioner Stakey requested a confirmation regarding Commissioners
Dinner. She also requested in,ormation about the sandy material along the
parking area near the book drop and suggested that something else be planted
there due to the mess during rainy weather.

D. Staff Reports
None.
E. Friends of the Library
Commissioner Stakey reported that the book sale would be held on October
17-18. She also requested information about the emergency preparedness drill
scheduled for the same weekend and whether it would have any impact on the
book sale. Recording Secretary Dorothy Steenfott reported that the drill
should not have any impact on the book sale. She noted that purpose of the
drill was to see if volunteers could ~;o door to door within two days and reach
every resident in the city.
F. Library Foundation
Rosanne Macek reported on Foundation activities.
7. OLD BUSINESS
A. Status of 2009 Work Plan Implementation
Parking -Commissioner Miller distributed a draft proposal to add additional
parking near the creek fence. The Commissioon concurred to take the draft
plan forward for further review. Commissioner Miller to contact staff liaison
Carol Atwood regarding next steps.
Traffic/Crosswalk - Commissione:~r Miller will check with Captain Terry
Calderone regarding U-turns, parking in crosswalks, and lighting.
Library Patron Recruiting -Commissioners Miller and Stakey reported that a
booth would be set up for the Fall Festival to issue new library cards.
Discussion followed regarding ideas to increase library patrons.
Continuing Education -The Commission discussed possible dates to hold
Library Commissioner training via CALTAC. Possible dates included
December 5, 12, or January 9. Rosanne Macek volunteered to contact the City
regarding Community Hall availability and will notify the Commission once
the room has been booked.

The Commission reviewed the calendar as :~ubmitted by Commissioner Stevenson.

We received the following letter from one of our young patrons, along with a check for $25.00. We
are so lucky to have such dedicated and supportive patrons!
Dear Cupertino Library,
This money was raised on my 12`" birthday. 1 have asked my friends to give me money in exchange
for presents. I hope this money will help the library ge~'some more new books.
Outreach
We are exploring the possibility of having a library booth at the Rotary's Fall Festival on September
19-20.
I will present the library's electronic resources to the Cupertino Chamber of Commerce on
September 17. Cheryl Houts, Community Librarian for' Campbell, and I will present an overview of
library services to Santa Clara County office professionals on September 24.
August Children's Programs
Of course we've had a very busy summer with our summer reading club and most of the participants
have visited the library to pick up their prizes. Our fin~~l two programs included Magic Circus and a
Polynesian Dance performance. Many thanks to the Friends of the Cupertino Library for funding
this major program. Other children's programs in August included movie showings and book
discussion groups.
August Adult and Teen Programs
Adult programs included a book discussion of The Guernsey Literary and Potato Peel Pie Society by
Mary Ann Schaffer, Mandarin catalog classes, and knitting group. For teens we held a collage
program, and an Ultimate Wii Battle!
Upcoming Programs
In children's services, we are making some adjustment: to our storytime schedule. Our new schedule
will be:
Monday, 4pm, Preschool
Tuesday, 7pm, Bedtime
Wednesday, 10:15am, Toddler
Thursday, 10:15am, Stories for Twos
Also in September, children's services will be presenting a movie matinee, and will welcome
magician Tony Daniels who will be giving a workshop on how to do magic tricks.
Vision Literacy will be holding their Prime Time program in Cupertino, generously funded by the
Friends. This will be held on Wednesday nights fr~~m September 30 to November 4. This program is
for parents and their children ages 6-10 and encourages parents to read and discuss books with their
children.
In adult services, our book group will be discussin€; Pompeii by Robert Harris and we will be having
a Diwali program featuring Bollywood dancing sensation Jhankaar Beats. We are also very excited
to celebrate the Moon Festival with Chef Martin Yan from Yan Can Cook. Ongoing programs
include knitting group and database classes.
In teen services, we will be having a duct tape craft: program in September and SAT practice tests in
November.
We are gearing up for Silicon Valley Reads early next year. Members of the Library Foundation met
with the Melinda Cervantes and Diane McNutt to clo some preliminary planning. Since the author
will only be available for the kick-off event in Carr~pbell, we are discussing other kinds of
programming. Since the essay contest has been so successful we will be including that again as part
of the event.
Teen Room Remodel
Page+Moris and library staff have been hard at work to finalize the design for the new teen room.
Page+Moris presented the design, furniture, and 2 possible color schemes to funders (Foundation,
Friends, Rotary), Cupertino and Headquarters staff; and the City Architect. The design received
positive feedback and everyone is excited about moving ahead. The City Architect is supportive of
the project and is looking into the possibility of ha~ring the City take care of the needed electrical
changes.
We had a party last Saturday to show the teens the proposed furniture and layout. We asked for their
feedback on colors, fabrics, and carpeting. Depending on support from the City, fundraising, and
furniture lead times, we anticipate that the new space will be complete early next calendar year.
Staff News
We have been very fortunate to have Gabe Gonzalez working out of class as Library Circulation
Supervisor since last month and are happy to report that he has accepted the position on a regular
basis. He brings to us a wealth of experience and knowledge about the County Library, having
served as Senior Clerk at Los Altos and Cupertino, and has also had experience working at our
Campbell library. We are all glad to have Gabe st~iying with us and I know he will be a strong leader
as we deal with increasing demand for service and implement large projects like RFID.

The Library is working on a 6 month plan to upgrade and reconfigure our
computer network. While it will take sever~~l months to implement the entire
plan, we hope to see incremental improvernents to network performance in the
coming weeks. The upgrade plan is our top technical priority.
' The slowness is not being caused by a virus. We have not found any
evidence of a virus on the network.
' There are multiple causes for the slowness. The root cause is inadequate
bandwidth for existing traffic.
' The slowness is intermittent, but tends to occur during peak periods when
the library is busiest. The Library is busier than ever and there is more
Internet use than ever.
' The Library's IS staff is working with the County's IS Department and an
external network assessment consultant firm to identify and fix the
problems.
' Our network upgrade plan has multiple phases and needs to be done one
step at a time with testing along the way. There is not one simple fix to
the slowness problem.
The Silicon Valley Reads book for 2010 is iln Defense of Food: An Eater's
Manifesto by Michael Pollan. "Eat food. Not too much. Mostly plants. That is
the short answer to the supposedly incredibly complicated and confusing
question of what we humans should eat in order to be maximally healthy."
(Pollan, 2008)
The Silicon Valley Reads 2010 kick-off event is scheduled for Wednesday, Jan.
27, from 7:00 - 9:00 p.m., at the Campbell Heritage Theatre.

The Annual Library Friends and Commissioners Forum will be held on Saturday,
Feb. 6, 2010 from 8:30am-12:30pm at the Santa Clara County Library
Administration Offices. Please save the d~~te!
The next meeting of the Library JPA Board will be October 22, 2009 at 1:30pm at
the Library Administration Offices, 14600 V'Jinchester Blvd., Los Gatos.
MAYOR'S BREAKFAST August 11, 2009
PARKS AND REC
Off leash dog issue continues to be at forefront of agenda, and has created controversy in the
community, with strong feelings on both sides. Are looking at both fenced and open areas for
trial of off leash hours, and what requirements for dog owners would be in order for them to
participate.
Other things working on include Stevens Creek Trail, the Lawrence/Mitty land area, and
Simms and Stockelmeir property.
PUBLIC SAFETY
Looking at where to place additional radar speed signs on feeder streets to schools.
Working with schools to possibly provide yearly money for the schools to implement their
own bike/walk to school program, to include rewards and incentives all year round for the
kids.
FINE ARTS
Reviewing how to best use the budget money t1~ey receive from the city, and additional
fundraising activities. Awards were given to artist of the year, and emerging artist of the year;
both of their works will be on display at the Fall Festival, weekend of September 18.
Attendance at Shakespeare in the park has been good.
PLANNING
Conducting review of policy issues, especially related to including "green" provisions in the
plan. Also looking into which buildings in the city use the most energy, especially in relation
to their size. Approved additional office space for major companies in Cupertino, ie Apple,
Symantec and HP.
TECH
Priority is "green" activities. Waiting for a consultant's report on how to reduce energy,
which is a state requirement for all California cities. Reported that the biggest use of power in
the city is street lights, and hope to replace these with lower efficiency bulbs.
Considering how best to use the grant money they have received to support green projects.
BIKES AND PEDESTRIAN
Updating city plan for this area. Looking at creating a list of most used/priority routes in the
city, and making sure these paths are well maintained.
Have new bike racks to distribute, and are choosing best locations.
