FAC 02-28-06 APPROVED MINUTES FINE ARTS COMMISSION Regular Meeting, Conference Room A 10300 Torre Avenue Cupertino February 28,2006 7:00 P.M. CUPEIQ"INO CALL TO ORDER At 7:00 p.m. Chairperson Janet Mohr called the meeting to order and led the Pledge of Allegiance. ROLL CALL Present: Chairperson Janet Mohr, and Commissioners Nancy Canter, Michael Harkins, Robert Harrison, and Ann Woo. Staff present: City Clerk Kimberly Smith. APPROVAL OF MINUTES 1. Minutes of November 15, 2005. This item was continued to the next meeting. COMMISSION REORGANIZATION 2. Introduction of new members Ann Woo and Mike Harkin The commission welcomed the newest members, and each person talked about their professional background and their particular interest in the arts. 3. Selection of Chairperson and Vice-Chairperson Commissioners Canter and Mohr moved and seconded to elect Robert Harrison as chairperson. The motion carried 4-0, with Harrison abstaining. Commissioners Woo and Harkin moved and seconded to elect Nancy Canter as the vice chairperson. The motion carried unanimously. PRESENTATIONS 4. Proposal for a Veteran's Memorial sculpture - presentation by Donna Axelson and Sandra James regarding a sculpture by Sandy Procter. Kimberly Smith, City Clerk, announced that this item had been continued to a later meeting at the request of Sandra James. Arts-related news updates from Commissioners Commissioner Harrison discussed "International Night" sponsored by the Interact Club or 3 high schools on March 25 at Monta Vista High School. He said that last year it features dance, instrumental music, and vocals from a variety of international performers. 6. Select representative to attend next Mayor's meeting (I st Wednesday, 7:30 a.m.) The Commissioners agreed on the following schedule: March I - Mike Harkin April 5 - Robert Harrison May 3 -Ann Woo June 6 - Nancy Canter Staff was asked to include on the next agenda an item about identifYing locations for public art on city-owned property. UNFINISHED BUSINESS NEW BUSINESS 7. Consider offer from Diana Argabrite to coordinate the children's artwork exhibit at the 2006 Cherry Blossom Festival 8. Update on Council action of November 15 regarding the General Plan . Requires public art for projects that are 50,000 square feet or larger . Minimum requirement is y.; of one percent, with a cap of $1 00,000 . Consider developing a process to manage these projects . Discuss percent-for-art ordinance The City Clerk provided copies of percent- for-art ordinances collected from other cities. Commissioner Canter volunteered to put together a rough first draft of Cupertino's ordinance as a starting point for the commission to review at their next meeting. STAFF REPORTS 9. Procedures for handling volunteer and donation offers Staff was directed to reply to a recent inquiry from a muralist. 10.
