CALL TO ORDER Chairperson Lee called the meeting to order at 6:33 p.m. in the Bay Room at the Cupertino Senior Center 21251 Steven;; Creek Blvd., Cupertino, CA. PLEDGE OF ALLEGIANCE ROLL CALL Commissioners present: David Lee, Debbie Stephens Stauffer, Darcy Paul, Jeanne B radford, David Greenstein Staff present: Mark Linder, Julia Lamy, Donna Henriques MINUTES OF PREVIOUS MEETIr1GS A. Regular meeting of June 4, 2009 Action: Commissioner Paul made a motion to approve the minutes. Commissioner Stauffer seconded the motion. The motion carried 3 - 0 - 2, with Commissioners Bradford and Greenstein abstaining. 5. 6. ORAL COMMUNICATIONS -None OLD BUSINESS A. Verbal update on implementation of the dogs off-leash policies Director Mark Linder gave a verbal update on the results from the City Council meeting on July 21, 2009. The Council approved the following actions for a trial period for an off-leash area for dogs: Adopt rules proposed by the Citizens Group for an off-leash area for dogs in a City park Authorize a subcommittee fi°om members of the Citizens Group to work with the City of Cupertino and County of Santa Clara to conduct a study for a fenced dog park at Stevens Creek County Park • After neighbor and park user support is obtained by the Citizens Group Committee, authorize asix-month trial for a fenced off-leash area at Linda Vista Park -this was approved with the following: 1. Staff to initiate a neighborhood survey for neighbors within 1500 feet in all directions from Jollyman Park, Linda Vista Park, Memorial Park:, and the Library Field for an unfenced off-leash area, and 30 days of surveys for park users 2. 50% of those surveyed must agree to an unfenced off-leash area 3. Blue tags are required for both dogs and owners to use unfenced areas 4. Look into increasing; either code enforcement or sheriff services to patrol the area 5. Develop an educational program for neighbors and users of the site and include the information on the City Channel 6. Add signage to the off-leash sites • Continue the community di::cussion with a smaller, appointed group of citizens for a trial period for an unfenced off-leash area at Memorial Park and/or Jollyman Park 7. NEW BUSINESS A. Discuss Parks and Recreation Commission Work Plan for Fiscal Year 2009/2010. After discussing the Council Work Plari for capital projects, the Commissioners proposed the following Draft Work Plan for FY 2009/2010: August 6, 2009 • Approve draft Parks and Recreation Commission work plan • Verbal update on Simms and Stockmeir properties September 3, 2009 Review future plan for Stevens Creek Corridor Trail -Phase II and Stockmeir property -regarding trail and creek restoration Discuss off-leash areas and working with Santa Clara County Parks on joint effort for a fenced dog park at Stevens Creek County Park Parks and Recreation Program Update by Karen Goss, Senior Center Case Manager 2 October 1, 2009 • Review Blackberry Farm Park policies • Parks and Recreation Program ~xpdate by Barbara Banfield, Recreation Coordinator/Naturalist November 5, 2009 • Review Sports Center pool com~ersion to multi-use sport court • Discuss future use of Tank House • Parks and Recreation Program update by Rachelle Sander, Recreation Coordinator December 3, 2009 • Parks and Recreation Program update by Colleen Ferris, Sports Center Recreation Coordinator January 7, 2010 • Review Stevens Creek Corridor Park Trail policies • Review Green policies in City ~-arks • Review user/public involvement in Parks and Recreation activities • Parks and Recreation Program update by Director Mark Linder February 4, 2010 • Possible joint meeting with Friends of Stevens Creek Trail • Parks and Recreation Program update? There will be additional reports from tree Commissioners and Staff on: o Strengthening past partnerships and seeking new partnerships with schools, clubs and non-profit organizations (David Greenstein) o Commission meeting process review (Debbie Stauffer) o User/ public involvement in City parks and Parks and Recreation activities, website links to programs to encourage public/user involvement by using social media tools (Jeanne Bradford and Staff) o varying sites for Commission meetings (Staff) B. Consider cancelling the August 6, 2009 Commission meeting After a brief discussion, the Commission decided to have the August 6, 2009 meeting as planned to review and approve the Work Plan from tonight's meeting. 8. MISCELLANEOUS - NO ACTION REQUIRED A. Staff oral reports Director Linder said he attended a conference regarding Deliberative Democracy and Civic Engagement. B. Commissioner contacts Commissioner Stauffer said that she attended the Mayor's meeting in July. She also said that the Teen Commission representative mentioned that they use Facebook as outreach. Director Linder said that the Teen Center and City of Cupertino each has its own Facebook page. Commissioner Stauffer also said that the Library and Technology Commission reached their highest ever circulation of 3 million. 9.
