I. CALL TO ORDER
Commissioner Tamara Pow called to order the regular meeting of the Cupertino Public Safety Commission at
7:05 p.m. on Thursday, April 09, 2009 in the Cupertino City Hall, 10300 Torre Avenue, Conference Room A,
Cupertino, California 95014.

Cupertino resident Ramkuniar Sripathi who resides on McClellan Road attended this regular meeting to discuss
with the commission the traffic safety issues on McClellan Road. Residents who lives on McClellan Road have
difficulty backing their vehicles from their private driveways onto the city street because oncoming traffic speed
can be anywhere between 40 to 50 m.p.h. Mr. Sripathi is requesting assistance from the commission for
possible speed bumps, stop signs, or traffic lights between Stelling Road and De Anza Boulevard.
Commissioner Daniel Nguyen volunteers to investigate this traffic safety concern.

Votes taken; all in favor to approve the minutes of March 12, 2009 with an amendment to add Battalion
Fire Captain Salazar as attending the regular meeting on behalf of the Santa Clara County Fire Department.
VI. OLD BUSINESS
1. Radar Speed Signs, Discussion and Approval for Project Plan

The commission discussed the Project Plan to collect statistical data of what type of traffic safety concerns
the residents and school officials may have. The discussion included creating different ideas how to collect
data, what type of questions to ask, which groups (schools, residents, or parents), and the locations or
schools to collect the data from. Captain Terry Calderone announced that the City Council prefers to
review a completed report, how the commission created this project, how the data was collected, and whom
the data was collected from. With the projects, Radar Speed Signs, Safe Routes to School, and
Walk/Bike/Carpool to School Program, the City Council wants to see improvements around the schools
and throughout the city.
Commissioner Craig Lee suggests using volunteers from the PTA to assist on collecting the data. The
subcommittee, Commissioners Lee and Nina Daruwalla will write the questions for the survey and review
their questions with Captain Calderone. The subcommittee will also write the procedures on how the data
is to be collected. The commission will review their ideas, and discuss creating the statistics collected from
the different groups at the next regular meeting.
2. Discuss upcoming Walk/Bike to school event for April 22, 2009

Commissioner Pow was contacted by Lauren Phillips, liaison for the Teen Commission that most of the
high school students would not be able to participate in the Walk/Bike to School Event on April 22, 2009
due to STAR testing. Commissioner Pow announced that the event can not be cancel due to the investment
of time and money that has gone into the project. The event participants will include the elementary and
middle school levels. Commissioner Pow suggests that the PSC should organize and manage next year's
event. Captain Calderone will contact Carol Atwood regarding the current budget and available funds for
next year's event. The commission discussed different ideas for next year's event, such as, stickers and
small rewards for participating in the event.
The commission discussed different ideas for the carpool project to include assistance from the PTA to
provide carpool directory handouts in the beginning of the school year. The commission will begin further
discussions at the end of July, and prepare and submit the PSC information to the PTA to be included in the
first day of school handout packets.
3. Discussion of the 2009 PSC Work Program

Commissioner Pow discussed with the commission that the City Council does not need to approve a work
plan, and the PSC have enough projects and directives to consider to be concerned with a work plan.
Commissioners Pow, Nguyen, Darawalla, and Caldwell agreed to remove the 2009 PSC Work Program off
future agendas until further notice.

VII. REPORTS
1. Santa Clara County Fire Department
Battalion Fire Chief Orbrad L. Darbro presented to the commission their February 2009 report. February
was a good month compared to February 2008 with only one (1) significant fire at the Technology Credit
Union on De Anza Boulevard with a water cooler that malfunctioned. The sprinkler systems extinguish the
fire, and sustained $5,000 of structural damage with $10,000 of smoke and water damage. Without the
sprinkler system, the damage would have been worse. Cupertino ranks second highest in construction
inspections in spite of the economy. Medical emergency is slightly higher in 2009 compared to 2008.
2. Santa Clara County Sheriff's Office
Captain Calderone reports that response time for priority one calls are doing well at 125% overall.
Property crimes have been consistent, but slightly reduced with some arrests. Captain Calderone will have
an upcoming public forum to provide tips to prevent burglaries and personal safety. During their meeting
to discuss the public forum, the staff surveyed the parking lot and found one-third of the parked vehicles
had purses, laptops, briefcases, and GPS devices in plain sight.
Moving violations increased significantly due to directed enforcements in the city. The "other" citation
category involves using their cell phone, texting, and reading their emails while driving. Using the speaker
on the cell phone does not qualify as hands free. The increase of citations may include different available
grants, extra enforcements, and citizen complaints. Accidents did not increase much in spite of the time
change; this is the first time in historical statistics. Captain Calderone discussed with the commission
different aspects of the dog off leash ordinances and the changes the City Council have under
consideration. Captain Calderone announced the report from the traffic consultant will be discussed at the
next regular meeting.
3. Commissioner's Reports
Commissioner Pow reports that Commissioner Daruwalla will attend the next Mayor's meeting on April
14, 2009 to report the different projects the PSC is working on. Commissioner Nguyen announced that to
date, no response has been received from David Stillman on the Calvert Drive speed signs.
