Minutes for Approval - May 12, 2009n CUPERTINO PUBLIC SAFETY COMMISSION DRAFT SPECIAL MEETING MINUTES Tuesday, May 12, 2009, 7:00 p.m. Cupertino City Mall Room 100 I.CALL TO ORDER Commissioner Tamara Pow called to order the special meeting of the Cupertino Public Safety Commission at 7:03 p.m. on Tuesday, May 12, 2009 in the Cupertino City Hall, 10300 Torre Avenue, Room 100, Cupertino, California 95014. II.ROLL CALL Commissioners Present: Commissioners Absent: Other Present: Other Absent: III.ORAL COMMUNICATIONS Tamara Pow Daniel Nguyen Charles Caldwell Craig Lee Nina Daruwalla Captain Terry Calderone, Santa Clara County Sheriffs Office Santa Clara County Fire Department Kathy Stakey from the Library Commission is requesting a follow-up from the regular meeting of February 12, 2009 oral communication regarding U-turns in front of the library, and the streetlights not illuminating the crosswalk properly. Ms. Stakey presented to the commission a DMV publication pertaining to residential areas with multiple dwelling units and referencing to U-turns. Captain Terry Calderone will consult with a traffic engineer expert to reevaluate the area in light of the DMV publication. According to the city, this area is not classified as a business district. Captain Calderone will follow-up with David Stillman on the status of the library evaluation study. IV. WRITTEN COMMUNICATIONS There were no written communications to discuss at this regular meeting. V.APPROVAL OF MINUTES 1. OLD BUSINESS 1. Radar Speed Signs, further discussion and Approval for Project Plan ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Commissioner Craig Lee discussed with the commission his recommendations to draft letters to the school principals with approval of its contents from Commissioner Pow and Captain Calderone. Commissioner Lee also recommends starting the school surveys in the fall season, Commissioner Pow concurs. Captain Calderone suggests that providing a brief letter now, before the actual letter stating the PSC intentions of the upcoming fall survey to prepare the school principals and the respective PTA's. Commissioner Pow discussed with the commission the contents of their letter to include the Radar Speed Signs, Walk/Bike/Carpool to School, and stating the importance for this survey. The commission reviewed the eleven (11) elementary and middle schools, and will include the three (3) high schools. Commission Charles Caldwell volunteered to survey Cupertino High School, Commissioner Nina Daruwalla will survey Homestead High School, and Commission Daniel Nguyen will survey Morita Vista High School. Commissioner Lee recommends a trial survey before the actual survey to review how much time is required for each school location. The commission discussed what type of information to capture under this survey, such as, speed, traffic congestion, and traffic violations. The commission will continue their discussion in the next regular meeting regarding analyzing the data collected and the format for the survey report. 2. Discuss Walk/Bike/Carpool to School ongoing project ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Commissioner Nguyen discussed with the commission the proposed plans for next school year to include two (2) events. First event will be on October 09, 2009 during the week of the National Walk to School Day. Second event will be during the Monta Vista High School Walk to School Day. Commissioners Pow and Nguyen discussed with the commission their proposed plan, which is still under research, to include a Walk/Bike/Carpool handbook that will be distributed to each school. The plan is to allow each school to review the findings in the handbook and allow them to choose which program fits best with their school. Commissioner Pow announced the outcome of the Walk/Bike to School event held on April 22, 2009. Due to the STAR testing, the event was not as successful as originally planned. However, future events will be managed by the PSC and will strive for a more productive and fruitful program. The commission discussed with Captain Calderone the available budget for next year's events. The commission will continue their discussion in the next regular meeting on the proposed plans. VII. NEW BUSINESS 1. Upcoming Council Meeting regarding Traffic Consultant ACTION: YES VOTE: YES 2 _i MOTION: Daniel Nguyen SECONDED: Charles Caldwell 3 to 1 Captain Calderone announced that he is planning to present to the City Council in June the outcome of the traffic consultant. Captain Calderone discussed with the commission his plans to request the city to rollover available funds towards the Walk/Bike/Carpool Program. The commission is not required to attend the City Council meeting. Commissioner Lee announced his plans to attend this meeting. Commissioner Nguyen motioned to remove this item from further discussion in future agendas due to opposing viewpoints; motion was seconded by Commissioner Caldwell; Commissioner Pow acknowledges and opposes any further discussions. Votes taken, Commissioners Pow, Nguyen, Caldwell in favor to remove this item from discussion in future agendas; Commissioner Lee opposes removal of this item and prefers further discussions. VIII. REPORTS 1. Santa Clara County Sheriff s Office Captain Calderone reports that the Red Light Grant is in its two (2) week progress and will continue for another two (2) weeks. Several hundred citations have already been issued, and statistical data will be provided at the next regular meeting. Captain Calderone permitted his deputies to choose the areas where the majority of the traffic violations are committed, vehicle accidents occurred, and on routine patrol. The number of burglaries is the same as last month. Captain Calderone has conducted three (3) identify theft presentations, and plans on future presentations at the senior center and the public library. Captain Calderone provided an update on the Berry Court murder. The suspect was located from an anonymous tip, and arrested by Monterey Park Police Department and extradited back to Santa Clara County. The suspect did not post bail and arraignment was scheduled. Captain Calderone has received a number of complaints regarding the channelizer strips at Bollinger Road and De Anza Boulevard. Captain Calderone will be working with the City of San Jose to extend the channelizer strips down to Clifden Way to prevent a left into and an illegal right turns out of the Trader's Joe parking lot. Commissioner Caldwell discussed with Captain Calderone concerns of suspicious gardener's vehicles parked in neighborhoods for an extended period. Captain Calderone recommends the homeowners to call 9-1-1 to report the suspicious vehicle because his deputies have checked out some, but may not notice all of them. 2. Commissioner's Reports Commissioner Nguyen reports his findings of the oral communication from the last regular meeting on April 09, 2009 regarding the speeding issues on McClellan Road. Commissioner Nguyen found majority of the speeds are between 30.9 to 32.3 m.p.h.; posted speed limit is 30 m.p.h. Commissioner Nguyen agreed to return, but Mr. Ramkumiar Sripathi has not specified a date and time. Commissioner Nguyen reported that seven (7) commissions attended the last Mayor's meeting. Park and Recreation Commission will have the non-profit event KaBoom! to rebuild the playground at Blackberry Farm. Bike and Pedestrian Commission will have their Bike to Work Day on Thursday, May ..14, 2009. TIC Commission discussed their plans to switch streetlights to LED or induction florescence. Teen Commission announced their upcoming lounge night, and considering a smaller commission group. Planning Commission discussed converting office space for housing and the cost effectiveness to reconvert back to office space. Library Commission announced they currently have three million books in circulation, and October 24, 2009 will be their 50`h anniversary. The Mary Avenue Bridge grand opening was very successful and many officials and residents attended the ceremony. Captain Calderone commented that the Mayor is proposing each commission group to provide a presentation on their current projects. Commissioner Caldwell reports that Eaton Elementary School is open to the ideas of the Walk/Bike/Carpool Program. The school currently has a similar program where the children would collect a stamp each time they walk to school. At the end of the school year, the children collect their prizes. IX.
