Commissioner Tamara Pow called to order the regular meeting of the Cupertino Public Safety Commission at
7:05 p.m. on Thursday, January 08, 2009 in the Cupertino City Hall, 10300 Torre Avenue, Conference Room A,
Cupertino, California 95014.

1. Radar Speed Signs

Commissioner Nina Daruwalla announced the radar speed sign for Alves Drive has been approved by city
council. Commissioner Pow proposes looking into different locations and gather information from
residents where radar speed signs may be posted. Captain Terry Calderone suggests finding different
locations other than schools and funding from the city is limited. The commissioners will review potential
locations in next month's regular meeting.
Commissioner Charles Caldwell recommends creating guidelines on how the commission decides on which
radar speed sign location to present to the city council for approval. Commissioner Pow recommends
expanding the radar speed signs to include the crosswalk lights. The commissioners will compile a list of
ideas to review in next month's regular meeting.
2. Safe Routes to School (Traffic Consultant)

The commission will review this item once the traFfic consultant completes his report.
3. Discuss Teen Commission Recommendations for incentives to walk/bike to school

Commissioner Caldwell plans to make contact with the Teen Commission and attend their next
commission meeting.
4. Business District Watch
ACTION: NO

Commissioner Pow has contacted the Chamber o F Commerce requesting recommendations and preventive
measures. No response has been received before tonight's regular meeting. Commissioner Daruwalla
requests Captain Calderone to provide any resour~;e flyers to Commissioners Pow and Daruwalla. Captain
Calderone reports that his deputies do not evaluate the security alarm system in the business.
5. Bike Lane violations on Miller Avenue at Creeksi~le Park

Captain Calderone reports that speed is more an is sue than the traffic accidents.
7. Speed, Accident, and Road Safety concerns around Hoover Park

Commissioner Daniel Nguyen received a compl~iint that a woman was knocked down at Primrose Way
during an accident. A resident is requesting the commission to assist with obtaining more road signs and
traffic enforcement. Captain Calderone will send deputies to the location to investigate the situation. Then,
he will provide a recommendation to the commissioners.
8. Safety concerns with Playground equipment at Memorial Park

Captain Calderone reports the playground replacement parts has been ordered and will be repaired shortly.
VII. REPORTS
1. Santa Clara County Fire Department
Battalion Chief Steve Prziborowski reports that there are no abnormal trends, and call frequency is as
expected. Calls for the last three (3) years have increased due to the population growth. The latest fire loss
was Apple Computers with an estimated loss of $F. million.
2. Santa Clara County Sheriff s Office
Captain Calderone reports that all is normal. Rf;sponse times have improved and are currently between
three (3) to six (6) minutes, their goal is five (5) minutes. Last year, incident calls increased by about three
thousand (3,000) for Cupertino. The number onf; crime is burglaries involving vehicles, commercial and
residential properties. On average, five (5) to eight (8) burglaries occur each day. Recently, a rash of
strong-arm robberies involving grab and run incidents have taken place. Most recently, several occurred at
PW Supermarket at Homestead Road, where elderly persons were attacked.
Vehicle accidents increased in December 2008. Double the numbers of accidents in November 2008
compared to October 2008. Most accidents occurring are vehicles backing up and hitting stationary objects
or other vehicles.
The West Valley Substation did not place DU[ checkpoints as it was found not to be economically
effective. Instead, DUI cars were used throughout the contract cities, which was more effective.
3. Commissioner's Reports
Commissioner Pow reports that the Mayor's Meeting is schedule on the second Tuesday of each month at
8:00 a.m. She recommends that the commissioners should rotate and attend the Mayor's Meeting. Captain
Calderone will update the commission with an}' safety directive from the city. The State of the City
Address luncheon is schedule for January this month. Commissioner Caldwell thanked Captain Calderone
for his deputies enforcing handicap parking.
