AC 9-23-2024 MinutesAt 6:33 p.m. Chair David Wang called the special meeting to order at the Quinlin Conference Room, 10185 North Stelling Road, and via teleconference. ROLL CALL Commissioners Present: David Wang, Kiran Rohra, Rani Agrawal Commissioners Absent: None Staff Present: Gian Martire APPROVAL OF MINUTES 1.Subject: Approve the August 12, 2024 Arts and Culture Commission minutes. Recommended Action: Approve the August 12, 2024 Arts and Culture Commission minutes. MOTION: Agrawal moved to approve the August 12, 2024 Arts and Culture Commission minutes, with modifications. The motion carried with the following vote: Ayes: Wang, Rohra, and Agrawal. Noes: None. Abstain: None. POSTPONEMENTS - None ORAL COMMUNICATIONS - None WRITTEN COMMUNICATIONS Staff read into the record an email from a member of the community, Rhoda Fry. OLD BUSINESS - None NEW BUSINESS 2.Subject: Vice Chair Election Recommended Action: Elect a Vice Chair of the Arts and Culture Commission. Lisa Warren Chair Wang closed the public hearing. MOTION: Agrawal moved and Wang seconded that Commissioner Rohra be the Vice Chair. Ayes: Chair Wang, Agrawal, and Rohra Noes: None. Abstain: None. Absent: None. 3. Subject: Study Session to revisit the Municipal Code standards for art in public and private development, including the standards in the Municipal Code and developing an Art-in-lieu fee policy. Recommended Action: Receive a presentation and provide feedback for Staff. Commissioners asked clarifying questions. Chair Wang opened the public hearing, and the following person spoke. Lisa Warren Chair Wang closed the public hearing. Commissioners asked questions and made comments. Several comments included: •In-lieu payment and valuation of art pieces on private development shall be maintained at a consistent valuation of 1%. •City Council be the decision-making body for in-lieu payment options for developers (maintains status quo). Chair Wang dissents. •The City shall create and maintain a separate art fund. •A potential use of art funding should be used to develop an arts Master Plan, and other Commission recommendations. Reference Chair Wang’s presentation from August 12, 2024. •City Council to be the decision-making body, upon recommendation by the Arts and Culture Commission, for the allocation of funds. •Continue discussion to next hearing. STAFF AND COMMISSION REPORTS Chair Wang gave an update from the September 18, 2024 Mayor’s Commission Minutes Page 3 Arts and Culture Commission September 23, 2024 meeting. Staff Member Gian Paolo Martire gave updates on the Artist Awards submission. FUTURE AGENDA SETTING Discuss at the next regularly scheduled meeting to discuss the Council work program item assigned to the Arts and Culture Commission.
