Chair Wang opened the public hearing and the following person spoke.

MOTION: Agrawal moved and Wang seconded that Commissioner Rohra be the Vice
Chair.
Ayes: Chair Wang, Agrawal, and Rohra
Noes: None. Abstain: None. Absent: None.
3. Subject: Study Session to revisit the Municipal Code standards for art in
public and private development, including the standards in the Municipal
Code and developing an Art-in-lieu fee policy.
Recommended Action: Receive a presentation and provide feedback for
Staff.
Commissioners asked clarifying questions.

Commissioners asked questions and made comments. Several comments included:
•In-lieu payment and valuation of art pieces on private development
shall be maintained at a consistent valuation of 1%.
•City Council be the decision-making body for in-lieu payment options
for developers (maintains status quo). Chair Wang dissents.
•The City shall create and maintain a separate art fund.
•A potential use of art funding should be used to develop an arts
Master Plan, and other Commission recommendations. Reference
Chair Wang’s presentation from August 12, 2024.
•City Council to be the decision-making body, upon recommendation
by the Arts and Culture Commission, for the allocation of funds.
•Continue discussion to next hearing.

submission.

program item assigned to the Arts and Culture Commission.
