Dear City Clerk,
Please include the below in written communication in the upcomingPlanning commission meeting 2/25/25
Subject: Safety and Emergency Access Concerns on McClellan Road DemandImmediate Action Before High-Density Development
Dear Mayor Chao, Cupertino City Council, and City Planning staff,
I am writing to express my deep concern regarding the safety and emergency accessissues on McClellan Road, particularly in light of the proposed high-density projects alongthis corridor. As a resident and a member of this community, I believe it is critical toaddress these concerns before any further development is approved.
Two weeks ago, an accident occurred during peak hours on McClellan Road andWestacres, involving a kid on a bicycle who was injured. The ambulance responding to theincident faced significant delays due to traffic congestion on a single lane road, exacerbated by the concrete barrier installed for the bike lane. These barriers, whileintended to protect cyclists, made it impossible for vehicles to pull over and allowemergency vehicles to pass. This situation highlights a dangerous flaw in the current roaddesign, which could have life-threatening consequences in future emergencies.
It is important to emphasize that in emergencies, a delay of even 5 to 10 minutes intraffic can mean the difference between life and death. The current design ofMcClellan Road, with its single-lane configuration and rigid concrete barriers, creates anunacceptable risk for both cyclists and drivers, as well as for emergency responders tryingto reach those in need.
McClellan Road is a designated Safe Route to School for many students in the area, servingseveral schools and learning centers, including De Anza College, Lincoln Elementary,Monta Vista High School, and Faria Elementary. It is ironic that a road intended topromote safety has become a potential hazard due to its inability to accommodateemergency vehicles. Furthermore, with the proposed high-density projects along McClellanRoad, traffic congestion is likely to increase, making this issue even more critical to address.
I urge the City Planning Commission to take immediate action to resolve these safety andemergency access issues before approving any additional high-density projects on
McClellan Road. Specifically, I recommend the following steps:
1.Conduct a Comprehensive Safety Review: Evaluate the current road design, including the concrete barriers in the bike lane, to identify modifications that canimprove emergency vehicle access without compromising cyclist safety.
2.Explore Flexible Infrastructure Solutions: Consider replacing rigid concretebarriers with flexible or removable alternatives that allow vehicles to pull over inemergencies while still protecting cyclists.
3.Engage with the Community: Seek input from residents, schools, emergencyservices, and cyclists to develop solutions that balance safety, accessibility, and trafficflow.
4.Prioritize Safety in Future Development: Ensure that any new high-densityprojects along McClellan Road include measures to mitigate traffic congestion andimprove emergency access.
The safety of our community, especially our children and students attending De AnzaCollege, Lincoln Elementary, Monta Vista High School, and Faria Elementary, mustbe the top priority. I strongly believe that addressing these issues now will prevent futuretragedies and ensure that McClellan Road remains a safe and accessible route for all.
Thank you for your attention to this urgent matter. I look forward to hearing about thesteps the Commission will take to resolve these concerns.
Attached is a photo of the two-way single lane with concrete bike lane division ofMcClellan road for your reference.
Sincerely,
Cupertino Resident Debby Chiu

Planning Commission Chair and others.
I believe (and really hope) that the PC will finally be tackling the idea of
balconies and the issues that they can cause within neighborhoods. I have
attached two photos of something that seems like a new twist that should
be of concern.
Really quickly, I want to bring your attention to something that has been
brought to my attention this week.
Hopefully the photos are clear enough to show what is a wrap-around
balcony with double glass doors on both 'sides' along with a low second
story window.
Please keep these photos somewhere so that the balcony deliberation can
include this kind of scenario.
Thank you.
