Dear Mr/Mrs,
I am writing to express my strong opposition to the proposed construction of a 27-unit
townhouse development in our neighborhood at 20865 McClellan Rd. While I understand
the need for housing, I have significant concerns about the detrimental impact this p roject
will have on our community, particularly regarding traffic congestion and the potential
devaluation of our homes.
Traffic Concerns
The surrounding roads are already experiencing heavy traffic during peak hours, with
congestion frequently causing delays and safety hazards. Introducing 27 new housing
units will significantly increase the volume of vehicles in the area, exacerbating an
already problematic situation. The additional strain on local infrastructure, such as
intersections, parking availability, and public transit, could lead to longer commute times
and heightened safety risks for pedestrians and cyclists.
Moreover, the proposed development does not seem to address the impact on emergency
services, school transportation, and local businesses, all of which depend on efficient
traffic flow. Without substantial traffic mitigation plans, this project will undermine the
quality of life for existing residents.
Impact on Property Values
The introduction of high-density housing in a predominantly low-density residential area
will likely lead to a decline in property values. Many of us chose this neighborhood for
its character, open spaces, and tranquility. The proposed development not only changes
the aesthetic and atmosphere of the area but also raises concerns about overcrowding,
noise pollution, and reduced privacy.
These factors make our neighborhood less attractive to potential buyers, jeopardizing the
long-term investments we have made in our homes.
Alternative Solutions

While I oppose this specific project, I am not opposed to responsible development that
aligns with the needs and capacities of the community. A smaller-scale project or one
located in a less congested area with appropriate infrastructure might be more suitable.
Additionally, developers should be required to provide detailed plans for mitigating
traffic impacts and preserving the character of the neighborhood.
Conclusion
In conclusion, please carefully consider the negative impacts of this project and reject the
current proposal. The long-term wellbeing of our community must take precedence over
short-term development gains.

I am writing to express my strong opposition to the proposed development of 27 townhomes at 20865
McClellan Road, located between De Anza Boulevard and Stelling Road.
As a resident of the Jollyman/Faria neighborhood, I am deeply concerned about the significant negative
impacts this project would have on our community. Specifically:
1. Increased Traffic Congestion: The additional vehicles from these 27 units will add considerable
strain to an already busy thoroughfare, creating unsafe conditions for residents, pedestrians, and
bicyclists.
2. Community Character Devaluation : This area is currently zoned for residential homes, and
introducing a multi-unit housing complex disrupts the character and harmony of the
neighborhood.

of increased traffic and polluƟon. Increases traffic and air polluƟon represents a threat to the public health of the local
community.
2. Parking. From all the new building in the area, there will be cars from visitors and new residents who may not have
adequate parking. These parked cars will have to flow into adjacent cul de sacs. What will be done to protect the quality
of life of adjacent residents. I have not had the opportunity to review the plans for this project.
3. This build also represents an increase risk to public health as there is an increased risk of car, pedestrian and bicycle
accidents. This definitely represents a growing health crisis for our area.
4. . The individuals who purchased houses in this area did not expect it to be high density. Along with the density comes
more polluƟon and other morbidiƟes associated with the increased density. As such, this build represents a threat to the
public health of our community.
5. The intrusion of state mandated high density housing has the potenƟal to affect the mental of the community in a
negaƟve way and this has not been evaluated.

Dear Chair Fung, Cupertino Planning Commissioners,
As resident on Bonny Drive, I am writing to express our deep frustration, shock, and sense of betrayal
over the proposed 27 units townhomes on 20865 McClellan Road. I still remember last time when I
was informed by the city back in 2022, the plan was to build four single family homes. All the bonny
drive residents were all in shock when we found that the land was rezoned to R3 back in 2022. This
process has been conducted in secrecy, leaving us blindsided and in the dark.
The lack of transparency and consultation has profoundly shaken our trust in the city’s leadership.
Decisions of this magnitude, which carry such significant consequences, should never be made without
open dialogue with the community. Placing a high-density housing project on this small, congested
one-lane road, with no infrastructure plan to support the influx, shows a complete disregard for
thoughtful urban planning. It is a setup for disaster—not just for the residents of this neighborhood
but for students, pedestrians, and commuters who depend on McClellan Road daily.
As a resident living right beside this proposed project, I feel that my family's safety is at risk. The plan for
three-story buildings overlooking my backyard is deeply unsettling. This intrusion would strip away our
privacy and leave us feeling exposed in my own home—an unacceptable consequence of poorly planned
development.
We understand and support the city’s obligation to meet the statutory requirements of the State
Housing Element Law. We are not anti-housing. We recognize the importance of adding more homes to
our community. However, But this location is simply not the right choice. McClellan Road is already
overburdened. It is a critical corridor for five schools, including Faria Elementary, Lincoln
Elementary, Kennedy Middle School and De Anza College, where the safety of children walking and
biking to school is very critical. Adding high-density housing here, without addressing the infrastructure
or traffic implications, risks creating a highly unsafe environment.
McClellan Road is a one-lane road ill-equipped to handle additional traffic. It is already congested
during school hours, and this project will exacerbate the issue. The lack of a proper infrastructure plan to
accommodate these new homes is glaring. Without significant upgrades to roads, schools, and utilities,
this rezoning will overtax our already stretched resources. This neighborhood was designed as a
single-family residential area, and forcing high-density development here shows a complete
disregard for the existing capacity.

Beyond infrastructure and traffic concerns, this decision raises troubling questions about the city’s
priorities. It is the city’s duty to safeguard the safety and well-being of its residents—not to prioritize
the profits of developers. Reckless rezoning decisions like this leave us to bear the brunt of
overburdened infrastructure, worsening congestion, and a degraded quality of life, all while
developers walk away enriched. This is not sustainable growth; it is a recipe for chaos.
The broader implications of this rezoning are even more alarming. Similar proposals, such as the 20-unit
project on Scofield Drive near Faria Elementary, the 87-unit project on Linda Vista Drive, and the
development at St. Jude’s Church, will only compound these issues. If all these projects proceed, the
cumulative traffic burden will funnel onto McClellan Road, creating an untenable situation for the
entire community. Cupertino is a world-renowned city, celebrated for its innovation, excellence, and
quality of life. It is deeply shameful that such a lack of planning should ever exist in a community of this
caliber.
We urge you to reconsider this decision with the following actions:
1. Do not approve high-density housing at 20865 McClellan Road. The choice of location defies
all rules of city planning. Its illogical and reckless.
2. Develop a proper infrastructure plan alongside any housing plan. Roads, utilities, and other
essential services must be equipped to handle the increased demand. Hoping that people will
bike and walk in suburban American city does not make logical sense.
3. Ensure transparent and inclusive communication in future rezoning decisions. Engage
directly with residents before making decisions that drastically impact their neighborhoods. This
is a democratic country, our voice deserve to be respected, not ignored.
This rezoning proposal is more than a policy debate; it’s about protecting the safety, well-being, and
quality of life of Cupertino’s residents. We implore you to prioritize thoughtful planning over hasty
development and put the needs of the community first. The consequences of neglecting these
concerns will be long-lasting and deeply felt by all who live and commute through this area.
We hope you will listen to the voices of those who will be most affected by this decision. Please act now

Dear Cupertino Planning Commission Members,
I would like to express my concern about the 20865 McClellan Road project.
Personally, I am not against the city-wide developments, but surely concerned about this particular
project.
Traffic:
This project is at McClellan, which is the main access to 4 local schools, one community college, and a
couple of private schools. McClellan, is one of the special Safe Route to School bike lanes.
This project is close to Faria Elementary and De Anza College. Faria students are from all over the
Cupertino Union School District, including San Jose, Saratoga, Santa Clara, Sunnyvale, and Cupertino.
More non-local students are at De Anza College, and some of them have no other option to attend the
school but drive. I believe the majority of Faria and De Anza parents, and students are not yet aware of
this project.
Safety:
A few years ago, there was a Monta Vista high school teen hit by a truck and died in McClellan. A small
white bicycle and flowers were placed on the spot for years. We have bicycle lanes. However, it may not
suit everyone.
My son, was in a rush to bike to his Monta Vista final in 2023, and there was garbage and
defoliation on the ground causing a fall. He was then sent to an emergency room.

Demand/ Supply:
There used to be a lot of power outages in this area, when it rains, and on hot summer days. After the
improvements of this and other close-by future projects, would the existing utility systems still be
enough and efficient? Also, other services may be delayed due to the heavy traffic on McClellan, like
emergency ambulances, and fire.
There’s no comprehensive study for all these matters. We all love Cupertino. With all the concerns, and
to ensure these projects are going to benefit the future and existing residents, please do NOT rezone
this project from R3 to R3TH.
