ACC 08-122-2024 Item No. 4._desk itemMayor’s Commissioner Meeting Wednesday, July 17th AUDIT COMMITTEE · Received the Enterprise Risk Assessment Final Report and Forwarded to City Council; · Received the FY 2024-25 Internal Audit Work Plan and Forwarded to City Council; and · Received the FY 2022-23 ACFR and Forwarded to City Council. ARTS AND CULTURE COMMISSION • May 29 commission meeting was cancelled due to lack of quorum. • Request for Council and Staff to consider off-cycle appointment of Commissioners for Arts and Culture. Having only three Commissioners hinders the ability to conduct time-sensitive business and foster art within our community. BIKE PED COMMISSION • Lawson Bikeway plan Alternative 3 (On-Street Two-Way Class IV bike lane) approved by Council at July 9 meeting. BPC recommended this Alternative at May 2023 meeting. • In May, BPC sponsored Bike-to-Wherever station at corner of Stelling and McClellan with assistance from WBC HOUSING COMMISSION • Received study session and staff presentation on the Housing Element update at the last regular meeting on April 25, 2024. • Next regular meeting scheduled for September 26, 2024. • Liaison left the city on June 6, 2024. New Senior Housing Coordinator and li aison Nicky Vu started on Monday, July 15, 2024. LIBRARY COMMISSION • Connecting with other commissions to discuss and plan how we can help each other. We have started with seniors and teen commissions. • Taking input from community for helpful resources. • Reaching out to community in a wider scope. PARKS AND RECREATION COMMISSION • Reviewed and recommended that the City Council approve the Lawrence-Mitty Park Final Conceptual Design, including the Mitigated Negative Declaration. • Received a presentation on the Parks and Recreation Department’s social media efforts and effectiveness. • Our July meeting was cancelled, as is typical each year, for lack of business. PLANNING COMMISSION • Review and make recommendations to City Council regarding changes to city policies for consistency with the new 6th Cycle Housing Element. The Housing Element is the city plan to meet our state-mandated housing targets over the next 8 years; this item reviews the specific code changes we are making to execute the plan: o Municipal Code o Zoning Maps o Heart of the City Specific Plan o Below Market Rate Mitigation Manual • Review the Lawrence-Mitty Park and Trail Final Conceptual Design for consistency with the City’s General Plan. • Hearing on proposed Muni Code amendments regarding Fences. These changes update our Muni Code for consistency with already-existing state updates. For instance, under the new code, you can now build a 7’ fence without permit instead of the previous 6’ limit. PUBLIC SAFETY COMMISSION • One commissioner spot still unfilled. When filled, the term will be for the remainder of the year. • July Public Safety Meeting was canceled with notification. A meeting will take place in mid-August pending availability of commission members. • ALPR program recommendation will be discussed in August. Recommendation to the Council will be made in September. SUSTAINABLITY COMMISSION • The next Sustainability Commission meeting is scheduled for tomorrow, July 18. • On 5/22, the City suspended the existing Reach Code due to the Berkeley vs California Restaurant association result. Our commission will be voting to recommend the next steps on an alternative for our building electrification Reach Code. • Silicon Valley Clean Energy now has a “Go Electric Advisor” that is a free assistance program to help residents switch their appliances to electric. Learn more at https://goelectric.svcleanenergy.org/ TEEN COMMISSION • Received a presentation on the city-wide summer events. • Evaluated a youth led organization to be highlighted by the Teen Commission. Part of a program to encourage youth led organizations that provide resources for teens in the community to present to Teen Commission in order to help get the word out about their organization. • Gave feedback on anticipated 2025 teen events and programs. • July meeting was canceled. TECHNOLOGY, INFORMATION & COMMUNICATION COMMISSION • TICC commission has formed a subcommittee to discuss and plan a less- expensive cybersecurity public education venture, possibly a talk by a commissioner hosted at the Senior Center or Cupertino Library as appropriate • TICC is seeking presentations and materials on possible city support of autonomous vehicle operations in the city • TICC continues to discuss with staff about responsible, productive usage of generative AI tools like Microsoft Copilot to boost city staff eiffciency
