General Plan amendment to exceed the allowed height of 75 feet. Heart of the City Specific Plan amendment and exception to exceed the 40-foot height limit, to allow hotel use and to reduce setbacks. ENVIRONMENTAL DETERMINATION:Negative Declaration recommended. The project may have significant, adverse environmental impacts in the area of land use, soil displacement,resources, aesthetics and public utilities.
