PSC 01-11-2024 CUPERTINO PUBLIC SAFETY COMMISSION MEETING MINUTES Thursday, January 11, 2024, 6:00 p.m. City Hall, 10300 Torre Avenue CALL TO ORDER Chair Shan called to order this Cupertino Public Safety Commission meeting at 6:07 p.m. on Thursday, January 11, 2024. Subject: Minutes from Nov 9, 2023 Recommended Action: Approve minutes from Nov 9, 2023 Commissioner ALN motioned to approve the minutes; Commissioner Wang seconded the motion; Ayes: ALN, Wang, Shan. Subject: Public Safety Forum Recommended Action: Receive an updated report on the Public Safety Forum Presenter: Tom Chin The format for the 2024 Public Safety Forum, which will be held on October 17, 2024, was discussed. Emergency Manager Chin suggested changing the presentation-style format to a town hall-style meeting with a panel that includes the elected sheriff, the appointed county fire chief, and the city manager. It was recommended that the Commission consider inviting a superintendent from a local school district to participate. NEW BUSINESS 3. Subject: Discuss City Council Work Program Items for 2024 Recommended Action: Recommend City Council Work Program Items for 2024 Presenter: Tom Chin Commissioners reviewed the 2024 City Work Program Recommendations. Santa Clara County Sheriff’s Office liaison Captain Valenzuela answered clarifying questions about the current state of crime in the commercial area and the context for the gun storage ordinance in Cupertino. Captain Valenzuela explained that the County has a safe gun storage ordinance applicable to unincorporated areas. Chair Shan asked commissioners to consider reaffirming three priority items. ALN motioned to reaffirm existing public safety in commercial and residential areas. Chair Shan seconded the motion. Roll call vote. Ayes: ALN, Wang, Shan, Pandit. Noes: None. Abstain: None. Absent: Toda, Pandit. STAFF AND COMMISSION REPORTS 4. Subject: Report by the Santa Clara County Fire District Recommended Action: Receive a report by the Santa Clara County Fire District Liaison Presenter: Deputy Fire Chief Hector Estrada Deputy Chief Estrada reviewed the November and December Santa Clara County Fire District reports. Deputy Chief Estrada reviewed the total number of responses for 2023, highlighting that total call volume continues trending up 3% annually. Incident response was examined for each month. The dollar amount for fire damage in December was unusually high based on a single-structure fire involving a multi-unit residential complex. Deputy Chief Estrada indicated that the Fire District is considering revising the Public Safety Commission Reports format. 5. Subject: Report by the Santa Clara County Sheriff's Office Recommended Action: Receive a report by the Santa Clara County Sheriff's Office Liaison Presenter: Captain Neil Valenzuela and Watch Commander Lt. Ryan McGuire Captain Valenzuela indicated that the Sheriff’s Office hired a new Communications Specialist to help facilitate information sharing between the Sheriff’s Office and the community. Captain Valenzuela reviewed the ways emergency calls are classified and summarized. The prioritization scheme (1-3) helps to characterize the urgency of different calls. Captain Valenzuela highlighted increased crimes classified as commercial burglaries or identity theft in 2023 over the past years. Offenses classified as residential burglary, vehicle burglary, or grand theft have decreased over the same period. 6. Subject: Report by the City of Cupertino Recommended Action: Receive a report by the City of Cupertino Staff Liaison Presenter: Meredith Albert Meredith Albert indicated that the County Multi-Jurisdictional Hazard Mitigation Plan is still under review by the State and needs to be reviewed by FEMA before returning for presentation to the Public Safety Commission. Meredith Albert reviewed the 2023- 2024 EOC staff training and exercise program. 7. Subject: Block Leader and Cupertino Citizen Corps Program Review Recommended Action: Receive a Presentation on Block Leader and Citizen Corps Presenter: Meredith Albert Meredith Albert reviewed the status of the Neighbor-to-Neighbor grant awarded to the Block Leader program by CalVolunteers. Meredith Albert reviewed the status of the Block Leader REACH program for 2023. 8.
