2. Subject: Public Safety Forum
Recommended Action: Receive an updated report on the Public Safety Forum
Presenter: Tom Chin
The format for the 2024 Public Safety Forum, which will be held on October 17, 2024, was
discussed. Emergency Manager Chin suggested changing the presentation-style format to
a town hall-style meeting with a panel that includes the elected sheriff, the appointed
county fire chief, and the city manager. It was recommended that the Commission
consider inviting a superintendent from a local school district to participate.

3. Subject: Discuss City Council Work Program Items for 2024
Recommended Action: Recommend City Council Work Program Items for 2024
Presenter: Tom Chin
Commissioners reviewed the 2024 City Work Program Recommendations. Santa Clara
County Sheriff’s Office liaison Captain Valenzuela answered clarifying questions about
the current state of crime in the commercial area and the context for the gun storage
ordinance in Cupertino. Captain Valenzuela explained that the County has a safe gun
storage ordinance applicable to unincorporated areas.
Chair Shan asked commissioners to consider reaffirming three priority items. ALN
motioned to reaffirm existing public safety in commercial and residential areas. Chair
Shan seconded the motion. Roll call vote. Ayes: ALN, Wang, Shan, Pandit. Noes:
None. Abstain: None. Absent: Toda, Pandit.

Deputy Chief Estrada reviewed the November and December Santa Clara County Fire

District reports. Deputy Chief Estrada reviewed the total number of responses for 2023,
highlighting that total call volume continues trending up 3% annually. Incident response
was examined for each month. The dollar amount for fire damage in December was
unusually high based on a single-structure fire involving a multi-unit residential
complex. Deputy Chief Estrada indicated that the Fire District is considering revising the
Public Safety Commission Reports format.
5.Subject: Report by the Santa Clara County Sheriff's Office
Recommended Action: Receive a report by the Santa Clara County Sheriff's Office
Liaison
Presenter: Captain Neil Valenzuela and Watch Commander Lt. Ryan McGuire
Captain Valenzuela indicated that the Sheriff’s Office hired a new Communications
Specialist to help facilitate information sharing between the Sheriff’s Office and the
community. Captain Valenzuela reviewed the ways emergency calls are classified and
summarized. The prioritization scheme (1-3) helps to characterize the urgency of
different calls. Captain Valenzuela highlighted increased crimes classified as commercial
burglaries or identity theft in 2023 over the past years. Offenses classified as residential
burglary, vehicle burglary, or grand theft have decreased over the same period.
6.Subject: Report by the City of Cupertino
Recommended Action: Receive a report by the City of Cupertino Staff Liaison
Presenter: Meredith Albert
Meredith Albert indicated that the County Multi-Jurisdictional Hazard Mitigation Plan is
still under review by the State and needs to be reviewed by FEMA before returning for
presentation to the Public Safety Commission. Meredith Albert reviewed the 2023- 2024
EOC staff training and exercise program.
7.Subject: Block Leader and Cupertino Citizen Corps Program Review

Meredith Albert reviewed the status of the Neighbor-to-Neighbor grant awarded to the
Block Leader program by CalVolunteers. Meredith Albert reviewed the status of the
Block Leader REACH program for 2023.

Recommended Action
Receive a report from the City of Cupertino on the Office of Emergency Management (OEM)
Volunteer activity, including Raising Emergency Awareness of Community Hazards
(REACH), Block Leaders, Neighborhood Watch, and Cupertino Citizen Corps programs.
Reasons for Recommendation
Volunteers contributed 3,867 hours to the City in 2023. Based on the Bureau of Labor
Statistics' average wage in San Jose for Community and Social Service work, this
contribution represents a value of $141,216.00. Participation was highest during winter
when volunteers shared emergency messaging about extreme weather events. Volunteer
participation for each of the programs affiliated with OEM is detailed in Attachment A.
Volunteer programs include the following:
•Block Leader Program
The Block Leader Program teaches residents how to get to know neighbors and
organize activities so neighbors can more easily communicate. Block leaders receive
updates on neighborhood activities and services and are vital links between City Hall
and the neighborhoods.
•Neighborhood Watch Program
Neighborhood Watch is a crime prevention program that enlists the active
participation of residents in cooperation with law enforcement to reduce crime in
their communities.
•Citizen Corps Program
Cupertino Citizen Corps is a network of volunteer groups essential to the City’s
preparedness and resilience. This Program includes the Cupertino Amateur Radio
Emergency Service (CARES), Cupertino Emergency Response Team (CERT), and the
Medical Reserve Corps (MRC). Attachment B includes a detailed summary of Citizen
Corps activities for 2023.
•REACH Program (Raising Emergency Awareness of Community Hazards)

The REACH program shares public messaging about extreme weather events with the
community through all OEM registered volunteers. It provides the City and the
community with a tool to amplify public safety information widely among residents,
focusing on reaching vulnerable populations. Activity for the REACH program in 2023
is included in Attachment C.

Fiscal Impact
To affix a value to volunteer time, OEM looked for a way to consider the hourly wage
volunteers would make as employees of the City. Volunteers contribute a broad scope of
work that aligns most closely with the Community and Social Service category of work
reported by the Bureau of Labor Statistics (BLS). 1According to the BLS, the average hourly
wage in San Jose for Community and Social Service work is $38.51. This wage is multiplied
by 2,667 hours worked by OEM volunteers in 2023, which yields $148,901.00. This estimate
does not account for the range of volunteer activities throughout the year, which may be
valued above or below the BLS estimate. The estimate offers an initial measurement of the
value of volunteer time to the city.

A – Volunteer Programs Overview 2023 Report
The Volunteer Programs Overview 2023 report summarizes volunteer hours for each
program affiliated with the Office of Emergency Management in 2023. Volunteers spent
3,866.57 hours participating in the three programs in 2023. The Cupertino Citizen Corps
program contributed the most hours, with the highest number of volunteers and average
contribution per volunteer in 2023. Block Leaders and Neighborhood Watch participated
more during the winter months. In the winter, these volunteers participated in community
outreach efforts as part of the Raising Emergency Awareness of Community Hazards
(REACH) program during periods of extreme weather.

B – Cupertino Citizen Corps 2023 Report
The Cupertino Citizen Corps report summarizes the Organization's Activities in the
calendar year 2023 and offers a summary of membership and program metrics. It was
prepared by Ken Ericksen, the Citizen Corps Coordinator, on December 31, 2023. The
Cupertino Citizen Corps is a network of volunteer groups essential to the City’s preparedness
and resilience. This Program includes the Cupertino Amateur Radio Emergency Service
(CARES), Cupertino Emergency Response Team (CERT), and the Medical Reserve Corps
(MRC).
Accomplishments 2023:
• 1063 (Cupertino Citizen Corps Volunteers), 2777 hours volunteered, 127 active
volunteers averaging 21 hours of participation
• 49 new volunteers registered through the volunteer management platform
• Monthly emergency preparedness training classes offered
• Ongoing training provided for each Cupertino Citizen Corps program (CARES, CERT,
and MRC)
• CARES volunteers validated the communications capability of GMRS/FRS radios
monthly
• Emergency preparedness month (September) activities conducted to familiarize the
community with the six emergency storage locations and gathering sites, known as
ARKs, located throughout Cupertino.
• Emergency preparedness presentations provided to the Community: 3 Block Parties, 1
Safety presentation in conjunction with Santa Clara County Sheriff’s Office
• A Cupertino Citizen Corps orientation for six graduates residents
• Reporting on neighborhood conditions during one extreme weather event in March,
2023
• Monthly email communication between the City and volunteers
• Support for City events including Volunteer Fair, Earth Day Festival, the Cupertino Fun
Festival where volunteers provided first aid and communications capabilities
• NACCHO Grant awarded to MRC for $25,000.00
• Two recruiting events held for Cupertino Medical Professionals
• Maintenance of City emergency preparedness supplies, including training equipment

C – Raising Emergency Awareness of Community Hazards Report 2023
The Raising Emergency Awareness of Community Hazards (REACH) report
summarizes all REACH activities in 2023 and summarizes membership and program
metrics. The REACH program shares public safety information related to extreme weather
events or air quality and directs residents to resources available to support life safety during
these events. Examples include sharing information about the location of public buildings
with heating, cooling, or filtered air. The National Weather Service (NWS) issues products
with information about weather events based on their prediction for community impacts.
The thresholds identified by the NWS trigger the City to utilize the REACH program.
Accomplishments 2023:
• The City shared REACH messages about eleven different public safety events with
volunteers participating in OEM volunteer programs in 2023.
• At the City’s request, volunteers shared this information with their communities. The
table below offers information on how many community members were reached with
information during these events.
• City outreach emphasizes the importance of sharing information widely with physical
and virtual communities. It encourages volunteers to translate messages if they are
comfortable sharing information in another language. Public safety information focuses
on tips for reaching and preparing individuals who may be more vulnerable to the
impacts of different events, such as older people or people living with inadequate
shelter, heating, or cooling.
• Beginning in 2024, the program will enforce the requirement that Block Leaders
participate in the REACH program.

Reasons for Recommendation
Review of City emergency preparedness activities: training and exercise
On March 7, 2024, OEM trained City staff in the Emergency Operations Center. The
training prepared staff to switch from daily responsibilities to responding in an emergency.
On March 14, 2024, City staff participated with public safety partners and community-based
organizations in an exercise where a coordinated response to a catastrophic earthquake was
practiced.
Review of community emergency preparedness efforts
The City published an online platform for residents to visualize current hazards impacting
the City. The Hazards Dashboard is available through the Current Incidents webpage and
includes evacuation numbers, power outage impacts, and weather advisories.1
Review of emergency planning activities
Consultants are providing feedback on the existing Emergency Operations Plan with
recommendations for the 2024 plan update.
The Multi-Jurisdictional Hazard Mitigation Plan (MJHMP) and the City of Cupertino Annex

to this Plan will be presented to the Public Safety Commission this year before it is
presented to the City Council. The Public Safety Commission presentation will also review
Community Wildfire Protection Plan updates.
Review of emergency response activities
During atmospheric river and winter weather events in February 2024, OEM shared public
information about severe weather hazards and protective actions. Public information is
shared with the community in multiple ways during severe weather events based on the
National Weather Service forecast.
