As mentioned in your packets, the top-line council goal is “Public Engagement and
Transparency.”
Sadly, your meetings are no longer being simulcast or video-recorded.
However, they continue to be audio recorded but the audio is thrown away.
Please ask to have the audio retained indefinitely and posted on the City website.

Dear Parks and Rec Commission,
Regarding Agenda Item 1 for the Senior Center.
The Senior Center does many great things.
Please consider increasing fees for non-residents to reduce the funding gap.
The present budget subsidizes the Senior Center at a rate of nearly $900K for next year.

Fortunately this is down from $1.5M deficit, but I hope that we can do better.
Separately, if you do a similar chart for the golf course, keep in mind that many of the studies
done for the golf course (such as changing its use) are coming out of that fund, making it look
as though the golf course is making less money. I do get that the expenses for studies needed to
come from somewhere. But keep in mind that it is skewing the actuals.

RE: Parks and Rec Meeting December 7 2023 Agenda Item #4 Organizational Update
Dear Parks and Rec Commission,
I am saddened to see that we do not appear to have a qualified biologist/naturalist in the
organization.
This had been provided previously by Barbara Banfield and after that Keith. And to a lesser
extent Gail Seeds.
Having nature in our public lands contributes to “Quality of Life,” which is one of our 5
council goals.
Please consider that we have allocation for this role somewhere in our budget – if not in Parks
and Rec, then in another department (but I think that Parks and Rec has been the best place for
it).
Although some departments in the City have been growing their departments, Parks and Rec is
not.

Please make sure that we have a naturalist on staff so that we can have more native plantings,
butterfly gardens, etc… in our public places.
