PSC 3-16-23 CUPERTINO PUBLIC SAFETY COMMISSION MEETING MINUTES Thursday, March 16, 2023, 6:00 p.m. City Hall, 10300 Torre Avenue CALL TO ORDER Chair Shan called to order this meeting of the Cupertino Public Safety Commission at 6:08 p.m. on Thursday, March 16, 2023. ROLL CALL Commissioners Present: Chair Eric Shan Rohan Pandit Lakshminarasimha Ankireddipally (Commissioner ALN) Bobby Toda Vice Chair Tiffany Wang (joined at 6:11pm) Staff Present: Lieutenant Jason Brown, Santa Clara County Sheriff’s Office Deputy Fire Chief Mark Schumate, Santa Clara County Fire Department Thomas Chin, City of Cupertino Emergency Manager Marta Drown, Community Relations Coordinator Others Present: None APPROVAL OF MINUTES 1. Subject: Minutes from January 12, 2023 Recommended Action: Approve minutes from January 12, 2023 Commissioner ALN motioned to approve the minutes; Commissioner Toda seconded the motion; Ayes: ALN, Rohan, Shan, Toda. Noes: None. Abstain: None. Absent: Wang. POSTPONEMENTS None ORAL COMMUNICATION None WRITTEN COMMUNICATION None OLD BUSINESS 2. Subject: Public Safety Education and Outreach a. Public Safety Forum Recommended Action: Receive updated reports and discuss the Public Safety Forum Topics, presenters, and tables for the 2023 Public Safety Forum were discussed. Commissioner Pandit recommended a table and/or presentation from the Saratoga Fire Safe Council. Commissioner ALN recommended that the event be extended to accommodate interactive elements. Commissioners discussed increased outreach to a younger population. NEW BUSINESS 3. Subject: CREST Awards: Public Safety Champion of the Year Recommended Action: Receive nominees and select a winner for the 2023 Public Safety Champion of the Year CREST Award Winner Presenter: Thomas Chin The Commissioners reviewed the nominees for Public Safety Champion. Commissioner Toda motioned to select Fari Aberg for the award, Commissioner Pandit seconded. 4. Subject: Automated License Plate Reader (ALPR) – City Work Program Update Recommended Action: Receive Presentation on ALPR Presenter: Thomas Chin Thomas Chin reviewed the goals and potential implementation. Thomas Chin and Lieutenant Brown answered questions about potential success metrics and privacy concerns. 5. Subject: Block Leader and Citizen Corps Outreach During the Winter Storms Recommended Action: Receive Presentation on Block Leader and Citizen Corps outreach efforts during the January Winter Storms Presenter: Marta Drown Marta Drown presented an overview of the REACH program (Raising Emergency Awareness of Community Hazards) and a summary of outreach efforts in January and February. The Commissioners asked about measurement of program participation and future program growth. 6. Subject: Sheriff’s Office Teen Academy Recommended Action: Receive Presentation on the Sheriff’s Office Teen Academy 2023 Presenter: Lieutenant Jason Brown Lieutenant Brown gave an overview of the Sheriff’s Office Teen Academy for the summer of 2023. Lieutenant Brown answered clarifying questions from Commission members. STAFF AND COMMISSION REPORTS 7. Subject: Report by the Santa Clara County Fire District Recommended Action: Receive Report by the Santa Clara County Fire District liaison Presenter: Deputy Chief Mark Shumate Deputy Fire Chief Schumate delivered the January and February 2023 Santa Clara County Fire Department reports. Incident response was reviewed for each month and compared with last year. Community education and risk reduction activities in January and February were summarized. 8. Subject: Report by the Santa Clara County Sheriff's Office Recommended Action: Receive report by the Santa Clara County Sheriff's Office liaison Presenter: Lieutenant Jason Brown Lieutenant Brown reviewed crime reports from January and February. Lieutenant Brown noted decreases in some crime statistics. Lieutenant Brown answered clarifying questions from Commission members. 9. Subject: Report by the City of Cupertino Recommended Action: Receive a report by the City of Cupertino staff liaison Presenter: Thomas Chin Thomas Chin discussed the City’s preparation, mitigation, response and recovery efforts for the 2023 storms so far. Thomas Chin also discussed grant funding for a microgrid at Civic Center 10. Subject: Commissioner’s Reports Recommended Action: Receive Commissioners' reports Commissioner Pandit attended the February Mayor’s meeting, where mental health was discussed in relation to public safety. Commissioner ALN attended the March Mayors meeting. Vice Chair Wang will attend the April meeting. Commissioner Toda will attend the May meeting.
