PSC 1-12-23CUPERTINO PUBLIC SAFETY COMMISSION MEETING MINUTES Thursday, January 12, 2023, 6:00 p.m. Teleconference meeting without a physical location CALL TO ORDER Chair Shan called to order this meeting of the Cupertino Public Safety Commission at 6:02 p.m. on Thursday, January 12, 2023, via teleconference. ROLL CALL Commissioners Present: Chair Eric Shan Rohan Pandit Lakshminarasimha Ankireddipally (Commissioner ALN) Bobby Toda joined at 6:47pm Vice Chair Tiffany Wang Staff Present: Captain Neil Valenzuela, Santa Clara County Sheriff’s Office Deputy Fire Chief Hector Estrada, Santa Clara County Fire Department Thomas Chin, City of Cupertino Emergency Manager Meredith Albert, City of Cupertino Emergency Management Analyst Others Present: None APPROVAL OF MINUTES 1.Subject: Minutes from November 10, 2022 Recommended Action: Approve minutes from November 10, 2022 Commissioners requested minor adjustments to formatting and removal of a single word from Item 4 on the agenda. Commissioner ALN motioned to approve the amended minutes; Commissioner Rohan seconded the motion; Ayes: ALN, Rohan, Shan, Wang. Noes: None. Abstain: None. Absent: Toda. POSTPONEMENTS None ORAL COMMUNICATION None WRITTEN COMMUNICATION Attached OLD BUSINESS 2. Subject: Public Safety Education and Outreach a. Public Safety Forum Recommended Action: Receive updated reports and discuss Public Safety Forum Topics, presenters, and tables for the 2023 Public Safety Forum were discussed. Vice Chair Wang suggested highlighting CERT. It was suggested that the 2023 Forum be held at Quinlan Community Center to accommodate a larger crowd. The Public Safety Forum will continue to appear on the Public Safety Commission agenda throughout the year, with ongoing discussion. A firm date will be determined for the 2023 Forum during the next scheduled meeting. NEW BUSINESS 3. Subject: Election of Public Safety Commission Chair and Vice Chair for calendar year 2023 Recommended Action: Elect Chair and Vice Chair for the term ending January 31, 2024 Chair Shan nominated Commissioner ALN as Chair. Commissioner ALN declined the nomination. Commissioner ALN nominated Chair Shan to continue in the position of Chair for the calendar year 2023. Chair Shan accepted the nomination. Commissioner ALN nominated Vice Chair Wang to continue in the position of Vice Chair for the calendar year 2023. Vice Chair Wang accepted the nomination. Commissioner Pandit motioned to re-elect Chair Shan as Chair of the Public Safety Commission for the term ending January 31, 2024; Commissioner ALN seconded the motion; Ayes: ALN, Pandit, Shan, and Wang. Noes: None. Abstain: None Absent: Toda. Commissioner ALN motioned to re-elect Vice Chair Wang as Vice Chair of the Public Safety Commission for the term ending January 31, 2024; Commissioner Pandit seconded the motion; Ayes: ALN, Pandit, Shan, and Wang. Noes: None. Abstain: None Absent: Toda. STAFF AND COMMISSION REPORTS 4. Subject: Report by the Santa Clara County Fire Department Recommended Action: Receive a report by the Santa Clara County Fire Department. Presenter: Deputy Fire Chief Hector Estrada Deputy Fire Chief Hector Estrada delivered the November and December 2022 Santa Clara County Fire Department reports. Incident response was reviewed for each month and compared with last year. Community education and risk reduction activities in November and December were summarized. Deputy Chief Estrada answered clarifying questions from Commission members. 5. Subject: Report by the Santa Clara County Sheriff’s Office Recommended Action: Receive a report by the Santa Clara County Sheriff’s Office Presenter: Captain Neil Valenzuela Captain Valenzuela reviewed crime reports from November and December. Captain Valenzuela provided a three-year comparison of reported crimes and traffic violations. Captain Valenzuela answered clarifying questions from Commission members. 6. Subject: Report by the City of Cupertino Recommended Action: Receive Report by the City of Cupertino Liaison Presenter: Meredith Albert Meredith Albert reviewed the City response to the last two weeks of winter weather and delivered a report on the emergency management training, exercising and planning calendar for 2023. Meredith Albert reviewed the outreach efforts of Block Leaders and Cupertino Citizen Corps volunteers who collectively reached over 4400 individuals with public safety messaging before and during the weather events. Meredith Albert and Emergency Manager Thomas Chin answered clarifying questions from the Commission Members. 7. Subject: Commissioner Reports Recommended Action: Receive Commissioner’s Reports No Mayor’s meetings were held in November or December 2022. Commissioner Pandit will attend the February meeting. Commissioner ALN will attend the March Mayor’s meeting. FUTURE AGENDA SETTING Commissioner ALN requested an agenda item considering traffic light safety. Emergency Manager Chin confirmed that a traffic study of the intersection is ongoing. Findings will be presented when available. No agenda item will be added at this time. Commissioner ALN requested an agenda item considering a policy for preventing delivery vehicles from blocking traffic on City streets. Emergency Manager Chin and Captain Valenzuela reviewed the process for citing illegally parked vehicles. No agenda item will be added at this time. Dear Public safety commission members, Please consider recommending to the City Council installation/adoption of license plate readers and traffic cam for solving property crimes. My understanding is Cupertino currently does not allow traffic cam for solving property crimes. Considering the recent rise of property crime in the area, adoption of this technology for solving criminal cases should greatly benefit the community. Following are recent noteworthy articles. "Using the license-plate reading system, officers were able to find the area the car was located in.
