V.REPORT FROM THE:SHERIFF'S OFFICE: Captain Wilson reported that there were two bank robberies from the Bank of America in Cupertino within a one week period.It was reported that at the Bank of America at Stevens Creek Blvd.and Finch Ave. there was an estimated two-hundred thousand dollar loss. Captain Wilson also advised that there were two separate m idems of persons banicadmg themselves in their homes in the Monta Vista area of Cupertino.One of the individuals was d sfi m*W over recent fob loss and the other had a history of mental illness.Both individuals surrendered with out inideat der Sheriffs Department SWAT Team and hostage negotiators were silted out. The Captain announced that Dep.Don Ray was humored as the 1994 Cupertino Deputy of the (ear by the CL mber of Commerce.Dep.Bob Schiller who had been previously wo*Wg swing shift palvil in Cupertino has been reassigned to the S.A.F.E.program and will work with a task force to truck sexual predators. Lt.Huber demonstraoed two new crime fighting tools now in use by the Cupertino Deputies.The Lt demonstrated the PAS machine which is used to check b.a c.levels of drivers in DUI investigations.Lt. Huber also demonstrated the"starlight"scope which aides the deputy in night time surveillance operations. Both of these devices will readily accessible to the deputies according to Lt.Huber. Marie discussed the recent seminars she has beets attending related to the Emergency Pin. Commissioner Molloy expressed three main concerns in the event of a disaster, water,depth of Fersonnal,and heavy equipment mobeilhadon. Marie discussed her progress in revamping the City Emergency Plan. she will tentatively return to another meeting in September to further advise the commission. X.NEW BUSDIIRSS: The Bicycle Advisory Committee will attend the next Public Safety Commission meeting. The commission discussed various traffic problems throughout the city. The commission recommends that the Tone/Rodrigues intersection island be removed to allow standard 4-way traffic. The commission took a vote and there was unanimous approval for this issue. The commission will oblige any requests to examine and make recommendations on a case-by-case basis. Commissioner Corr would like to discuss the traffic portion of the General Plan, and move the discussion to the June meeting. XI.ADJOURNMENT: The meeting was mourned at 9:35 PM. The service is the result of Assenbly Dill 2500(Alby),,known as the Child Protective Act of 1994 (ems 94-867). The act provides the public with greater access to information regarding persons who have been convicted of specified registered sex offenses. Beginning July 3, 1995,the public will be able to obtain this information by calling the DOJ "900"telephone service. The"900"telephone number is scheduled to be announced by the Attorney General on Friday, June 30, 1995. In addition to the telephone service, a DOJ subdirectory of specified registered sea offenders will be published and distributed to sheriff's and police departments. This suix irectbry will include only sexual habitual offmdees as defined in Penal Code (PC) §13885.4, Sexual Habitual Offender description. The subdirectory will be made available January 1996 and will include photographs along with names,physical descriptions,ages,and any distinctive tattoos,ems,or birdnnarks. The telephone line will be tenninated on January 1, 1998,unless a later enacted statute deletes or extends this date. BACKGROUND Submitted is Exhibit A that identifies the diffift8t locations within the ditty that have some form of tic flow restriction. In most eases dim were-ateeted for the sole purpose of protecting neighborhoods from traffic intrimon and yvventing the use of neighborhood streets as a bypass andtor for shortcut in Lieu of utilizing moor arterials. CATEGORIES OF CLOSURES The closurestrestm lions have been divined into four categories to d&& a Abe how the closures were approved. NEIGHBOR ISOD REQUESTS The restrictions in this category are ditectly due to requests from the affected neighborhood The city received petitions from the residents and conducted public hearings. The residents expressed their needs and considerable evaluation was conducted to determine traffic flow, volume,siveds,etc. It is strongly suggested that these not be reevaluated unless the neighborhood expresses a desire to do so. The residents on these issues tend to find themselves divided with emotional energy that makes it difficult to deal on a technieal basis. DEVELOPMENT CONDITION Diveaters within this category were initiated because development was going to impact residential neighborhoods. In these cases, protection plans were developed and approved through the public hearing process alowing input from the residents who would be affected most. Status: The County General Plan Fire Hazard Policies Wmft wl k address the issues of access, water supply, building materials, and vegetation removal. Currently the Santa Clara County Fire 14arshai"s office reviews all new building developments and condition prgects to have adequate access and water supplies as required by the County Fire Code. The County Fire Code requires a minimum Class-A roof covering for all buildings in the Hazardous Fire Area in the unincorporated areas. Other Werior building materials are not speciftCally regulated in the County areas. With regard to vegetation abatement, the County is currently evaluating the possibility of implementing a mandatory brush abatement program for homes located in the unincorporated Hazardous Fire Area. • 6-4-Encourage outside agencies to pursue fuel mmagement practices. Status: in 1996, the Fire District will propose that Cupertino implement a mandatory combustible vegetation abatement program in the Hazardous Fire Area. These processes ensure that the minimum fire protection standards of the Building and Fire Codes are met for all buildings including multi-story. • 6.15-Consider wiring five sprinklers in all reddenem Status: In the City of Cupertino only now residences with inadequate access or water supplies are required to be equipped with fire sprinklers. Currently, the residential sprinkler ordinances of several other cities are being challenged in the courts by the building industry. Although the Fire District acknowledges the effectiveness of residential fire sprinklers and would support a residential fare sprinkler ordinance, the District's current recommendation is to not actively pursue the implementation of such an ordinance until the existing ordinances have been upheld in the courts. • 6-16•Consider new guidelines for protection in commercial and industrial uses. Status: The State of California adopts the Uniform Building Code and the Uniform Fire Code and, through an amendment process, creates the State Building and Fire Codes. Yn Mwch Of:!995, we wrote to you regarding a fence erected in August 1994,just before the open'ng of our new schooL'TNS fence was on the property adjacent to Sedgwiclk School, creating an extremely da-fermu traffic condition. The danger -► stems from the absence of an OPPrOPrOte 8ide and t9k lane for the children traveling to and from school on Phil Lane.'The result is that many of the 800 students attending Sedgwick are fob to waltz and ride their bicycles m a traffic lane exposing them to severe danger. While common sense alone would dictate a state of alarm to any reasonable Per-son viewing the conditions at the site, the families in the area have an even stronger reason for their concerns The Se�dgwkck School . community has an acute awareness of these dangers, hieing already experienced several traffic- related bicycle accidents. These accidents involved a former student and a current student of our schooL The first of these accidents resulted in severe disability,brain damage and the eventual death of the student;the other caused the injured child to be immobilized for months in a body cast and to start the 1994 school year in a wheelchair.
