CALL TO ORDER
Commission Chair Huang called to order this regular meeting of the Cupertino Public Safety
Commission at approximately 6:03 pm on Thursday, December 13, 2018 in the Cupertino City
Hall, Conference Room A, located at 10300 Torre Avenue, Cupertino, California 95014.

Commissioner McCoy motioned to approve the minutes of the November 8, 2018 meeting;

2. Subject: Participation in AlertSCC and Pulse Point including migration progress from
Cupertino Alert System to AlertSCC (Huang/McCoy)
Recommended Action: Discuss AlertSCC sign ups
Commissioner Huang did not have an update on AlertSCC.
Commissioner McCoy did not have an update on Pulse Point.
3. Subject: Public Safety Education and Outreach
a. Senior Safety Forums with focus on mental health
b. Potential distracted driving campaign with Bike‐Ped Commission (Nellore)
c. FY 18‐19 Work plan proposals for future forums/workshops
‐ Welcome Package to connect new residents to Neighborhood Watch and
Block Leaders programs
‐ Collaborations with Fine Arts Commission
‐ Tri‐school area dangerous drop offs
Recommended Action: Receive updated reports and discuss proposals for future
forums/workshops
Commissioner Nellore did not have an update on Bike‐Ped Commission or on the Block
Leaders programs. Captain Urena explained that the Welcome Package and Fine Arts
Commission items were topics that were discussed for the coming year.
Commission also agreed to add the following topics to the upcoming year.
Emergency / Disaster Forum
Public Safety Forum
Car Seat Event
Items will be discussed, and if appropriate, will be part of the work program that will be
presented to the council for feedback and approval.

6.Subject: Discuss Election of New Chair and Vice Chair
Recommended Action: Elect New Chair and Vice Chair
Commissioner Huang explains the process and qualifications of the nominations for the
upcoming year.
Commissioner Huang motioned to nominate Commissioner McCoy as the new Chair;
Commissioner Nellore seconded the motion; Ayes: Huang, McCoy, Nellore, Sahai, Chao.
Noes: None. Abstain: None. Absent: None.
New Commissioner Chair McCoy inquired who would like to be nominated to become the
new Vice Chair. Commissioner Sahai and Commissioner Chao both expressed interest in
becoming the new Vice Chair for the upcoming year.
Commissioner Chao motioned to nominate herself as the new Vice Chair; Commissioner
Huang seconded the motion; Ayes: Huang, Chao. Noes: Nellore, Sahai. Abstain: McCoy.
Absent: None. Commissioner Chao was not selected.
Commissioner Sahai motioned to nominate herself as the new Vice Chair; Commissioner
Nellore seconded the motion; Ayes: Sahai, Nellore, McCoy. Noes: Huang, Chao. Abstain:
None. Absent: None. Commissioner Sahai was chosen as Vice Chair.
STAFF AND COMMISSION REPORTS
7.Subject: Report by Santa Clara County Fire District
Recommended Action: Receive Report by Santa Clara County Fire District
Fire Chief Glass went on to report for the month of November there was an accident that was
caused by a car going into an structure causing a structure loss of about $150,000 and no

injuries were sustained. An equipment fire caused about $50,000 in damage on an electrical
shortage. There was another vehicle that went into a structure that caused about $100,000 in
damages causing the structure to be unsafe.
Fire Chief Glass also went on to give a presentation on the number and types of calls for the
month of November. All calls for service were met.
Commissioner Huang requested from Fire Chief Glass if there is a report that can be obtained
of how many calls for service require an ambulance transport. Fire Chief Glass said he may
be able to obtain partial data.
8.Subject: Report by The Santa Clara County Sheriff’s Office
Recommended Action: Receive Report by The Santa Clara County Sheriff’s Office
Sergeant Gonzalez went on to give a report for response times for the month of November.
Not all priority calls were met as a result of traffic and several simultaneous priority calls.
Sergeant Gonzalez also reported on the types of calls for service as follows, robbery 1,
residential burglary 11, commercial burglary 8, vehicle burglary 26, grand theft 7, auto theft
2, vandalism 9, identity/fraud thefts 7, domestic violence 2, simple & aggravated assaults 1,
sex crimes 4.
Sergeant Gonzalez went on to report on traffic related violations for the month of November
as follows. Moving violations 332, speeding violations 55, other citations 421, DUI’s 5,
accidents with injury 7, property damage 30, DUI accidents 1.
Accidents for the month of November were as follows. Accidents with injury 6, property
damage 18, accidents with not details 0, bike/pedestrian 2, hit & run with injury 1, hit & run
with property damage 9, hit & run no details 1, DUI with injury 0, DUI with property damage

Sergeant Gonzalez went on to explain the two domestic violence calls that were during the
month of November.
On November 11, 2018
The male victim (77yo) and female suspect (74yo) were previously in a dating/intimate
relationship but were residing together at the time of the incident. The suspect pushed the
victim during an argument. No visible injuries or complaint of pain. The suspect was arrested
and transported to Main Jail.
