FAC 07-27-2020 MINUTES FINE ARTS COMMISSION Monday, July 27, 2020 FINE ARTS COMMISSION SPECIAL MEETING CALL TO ORDER Chair Mahalingam called the meeting to order at 6:33 p.m. via virtual teleconference. ROLL CALL Commissioners present: Rajeswari Mahlingam, Sudha Kasamsetty, Janki Chokshi, Sonia Dhami, Diana Matley Commissioners absent: None Staff present: Joanne Magrini, Kelsey Hayes Guest speakers: Bill Mitchell APPROVAL OF MINUTES 1. Meeting of June 8, 2020. Commissioner Matley motioned to approve the draft minutes. Commissioner Chokshi seconded. Motion passed with 4 votes yes and Commissioner Kasametty abstaining. CEREMONIAL MATTERS AND PRESENTATIONS 2. Email Phishing Campaign Presentation from Chief Technology Officer Mitchell Bill Mitchell shared a presentation on the City’s email phishing campaign. 3. Introduce new Director of Parks and Recreation, Joanne Magrini Joanne Magrini introduced herself to the Commission. ORAL COMMUNICATIONS None WRITTEN COMMUNICATIONS None OLD BUSINESS 4. Update on Art in Unexpected Places Reviewed revised artwork from artist Sarabijt Singh. Commissioner Dhami motioned to approve the revi sed artwork for the Art in Unexpected Places program. Chair Mahlingam seconded the motion. Motioned passed with 5 votes yes. 5. Fine Arts Commission FY 2020/21 Work Program Joanne Magrini and Kelsey Hayes review ed the staff report. Commissioners asked clarifying questions. Commissioner Kasametty motioned to approve the Fin e Arts FY 2020/21 Work Program. Chair Mahlingam seconded the motion. Motion passed with 5 votes yes. 6. Emerging & Distinguished Artist Award Program Reviewed award program cycle. Program cycle was confirmed to run July 27- November 13 at 4:30 p.m. for Emerging Artist and Distinguished Artist award program. Discussion of award program outreach plan: -City website/social media -Post on Nextdoor -Send information to art teacher contacts -Request that commissioners reshare the information on Nextdoor/Facebook Commissioner Chokshi will update flyer with new dates Commissioners will provide update on their outreach at commission meeting. NEW BUSINESS 7. Young Artist Awards Reviewed award program cycle. Program cycle was confirmed to run July 27- November 13 at 4:30 p.m. Discussion of possible theme ideas for award program. Commissioner Chokshi motioned to make “The Year 2020- The New Normal” to be the theme for the 2020 Young Artist Award Program. Chair Mahlingam seconded the motion. Motion passed with 5 votes yes. 8. Art in Unexpected Places- Proposed New Project Location-Hwy 280 sound wall Kelsey Hayes gave an update on the Hwy 280 sound wall location—location of the wall is on residential property. City would have to get approval from residents to have art placed on the sound wall. City would also have to apply for an encroachment permit from Valley Water to gain access to the easement that the wall sits on. Commissioners had discussion about the sound wall as a location for unexpected art. Commissioner Matley motioned to move forward with researching the Hwy 280 sound wall as the next Art in Unexpected Places location. Commissioner Dhami seconded the motion. Motioned passed with 5 votes yes. STAFF AND COMMISSION REPORTS 9. Discussion of Commissioners’ Attendance at Upcoming Meetings and Community Events Commissioners to attend the upcoming Mayor’s meetings as follows: August- Chair Kasamsetty September- Commissioner Matley October- Commissioner Mahlingam November- Commissioner Dhami Staff Reports Kelsey Hayes asked commissioners to send in biographies and pictures for the City website.
