LIB 06-07-23APPROVED MINUTES LIBRARY COMMISSION Wednesday, June 7, 2023 LIBRARY COMMISSION MEETING CALL TO ORDER At 7:02 p.m., Chair Zhao called the meeting to order at the Cupertino Library, 10800 Torre Avenue, Room 201A. ROLL CALL Commissioners present: Liyan Zhao, Archana Panda (7:15 p.m.), Qin Pan, Sheela Sreekanth, Janki Chokshi Commissioners absent: None City/County Staff present: Molly James, Bryant Bao, Marlene Iwamoto Guest Speakers: None APPROVAL OF MINUTES 1. Subject: May 3, 2023 Library Commission Meeting Minutes Recommended Action: Review and approve the May 3, 2023 Library Commission meeting minutes. Commissioner Sreekanth motioned to approve the May 3, 2023 Library Commission meeting minutes as submitted. Commissioner Chokshi seconded. Motion carried with 4 yes and 1 absent. Subject: Cupertino Library Operations Presentation and Facility Tour, 10800 Torre Avenue Recommended Action: Receive a presentation on the Cupertino Library operations and a facility tour. Bryant Bao, Acting Cupertino Community Librarian, conducted the Cupertino Library facility tour including visits to the following spaces – Rooms 201A and B, Adult and Teen Services staff area, Friends of the Library rooms, staff lockers, Children’s Services staff area, Community Librarian’s office, book sorting room, story time area, and the aquarium. Commissioners asked clarifying questions. Commissioner Pan requested clarification on the number of volunteers that the library utilizes. Community Librarian Bao clarified that there is not a fixed number of volunteers, volunteers must be at least 13 years old, able to commit to a minimum of three to six months, and that the library is constantly training new volunteers. Vice Chair Panda requested clarification on how the volunteers are awarded. Community Librarian Bao clarified that there is an annual event for library volunteers. Commissioner Pan requested clarification on whether or not the library provided specific ADA volunteer opportunities. Community Librarian Bao clarified that although there are not designated ADA opportunities, people of all abilities are encouraged to apply to be a volunteer. Community Librarian Bao presented on the library operations including a Santa Clara County Library District (SCCLD) organization chart, the role of Santa Clara County and the City of Cupertino, the SCCLD Service and Support Center, and the role of SCCLD departments. Commissioners asked clarifying questions. Chair Zhao requested clarification on how many branches SCCLD has. Community Librarian Bao clarified that there are seven main branches and one small branch in Los Altos. Chair Zhao requested clarification on whether or not San Jose was part of SCCLD. Marlene Iwamoto, Deputy County Librarian, clarified that when SCCLD was created several local cities opted out, including San Jose, choosing to have their own library services. Chair Zhao requested clarification on whether or not San Jose residents were able to get an SCCLD library card. Community Librarian Bao clarified that anyone is able to get a library card, regardless of residency. Chair Zhao requested clarification whether the library budget came from the City or the County. Community Librarian Bao clarified that the budget is from the County, although the City takes care of the maintenance budget and in previous years has funded additional library operating hours. REPORTS/UPDATES 3. Subject: Monthly Update Reports Recommended Action: Receive Monthly Update Reports from: - Cupertino Community Librarian Reported as submitted. o Commissioner Pan requested that subsequent reports include event data from other libraries in the district. - County Librarian Monthly Update Reported as submitted. - Friends of the Library No updates. - Cupertino Library Foundation No updates. - Poet Laureate No updates. STAFF AND COMMISSION REPORTS Molly James, Recreation Manager, provided a Staff Liaison Update on the following: - Poet Laureate Playbook – the commission will start working on updating sections at future meetings and staff will send a follow-up email. - Summer Concert Series – Thursdays from 6:30 to 8 p.m. starting June 15 through September 7 at the Memorial Park Amphitheatre - Cultures of the World – Saturday, June 24 from 1 to 4 p.m. at the Quinlan Community Center - 4th of July Celebrations o 7:30 to 11 a.m. Pancake Breakfast at the Quinlan Community Center o 9:30 a.m. Flag Raising at the Veterans Memorial at Memorial Park o 10:30 a.m. Arena Band Concert at the Memorial Park Amphitheatre o 9:30 p.m. Fireworks with viewing sites at Creekside Park, Sedgwick Elementary, and Miller Avenue (between Bollinger and Phil) - This a reminder that Cupertino Resolution 16-137 indicates that an incumbent who misses more than 3 consecutive meetings or more than 25% of the commission’s meetings is automatically removed from the commission. o Given the recent change in the Library Commission meeting frequency, Commissioners are allowed to miss no more than 1 meeting per calendar year before surpassing 25% of the commissions [regular] meetings. - The next Library Commission meeting will be Wednesday, August 2. Commissioner Pan requested that Cupertino Resolution 16-137 be sent to the Commission for review. Chair Zhao, Commissioner Pan, and Commissioner Panda shared information from the Multicultural Festival held in Civic Center Plaza on May 21. Chair Zhao noted that there were approximately 600 people in attendance at the event. COMMISSIONER ATTENDANCE AT UPCOMING MEETINGS AND EVENTS Commissioners to attend the upcoming Mayor’s meetings as follows: June 14 – Vice Chair Panda July 12 – Commissioner Sreekanth August 9 – Commissioner Pan September 13 – Commissioner Chokshi FUTURE AGENDA SETTING Commissioner Pan requested an update on the parking at Eaton Elementary School. Recreation Manager James noted that the item was removed from the City Work Program as it was denied by Eaton Elementary School and will provide an update to the Commission.
