Recommended Action: Receive update on Public Safety Forum
Presenter: Thomas Chin
Thomas Chin provided an update on the 2023 Public Safety Forum planning
process. Potential topics, presenters, and table presentations for the 2023 Public
Safety Forum were discussed.
Commissioners asked clarifying questions and Thomas Chin answered.
3. Subject: Block Leader and Citizen Corps Program Review
Recommended Action: Receive Presentation on Block Leader and Citizen Corps
outreach efforts during the March Winter Storms
Presenter: Meredith Albert
Meredith Albert reviewed outreach efforts during the March Winter Storms.
Commissioners asked clarifying questions and Meredith Albert answered. 6

4. Subject: Annual Cybersecurity Training
Recommended Action: Receive Email Phishing Campaign Presentation from the
City’s Infrastructure Division
Presenter: Tommy Yu
Tommy Yu, Infrastructure Manager Cupertino Office of Innovation and
Technology, reviewed the risks of email phishing campaigns and discussed the
City’s efforts in response.
Commissioners asked clarifying questions and Tommy answered.

5. Subject: Report by the Santa Clara County Fire District
Recommended Action: Receive Report by the Santa Clara County Fire District
liaison
Presenter: Deputy Chief Hector Estrada
Deputy Fire Chief Estrada delivered the March and April 2023 Santa Clara
County Fire Department reports. Incident response was reviewed for each month
and compared with last year. Community education and risk reduction
activities were summarized. Deputy Chief Estrada answered clarifying questions
from the commissioners present.
6. Subject: Report by the Santa Clara County Sheriff's Office
Recommended Action: Receive report by the Santa Clara County Sheriff's Office
liaison
Presenter: Captain Neil Valenzuela
Captain Valenzuela reviewed crime reports from March and April. Captain
Valenzuela answered clarifying questions from the commissioners present.

Recommended Action: Receive report by the City of Cupertino staff liaison
Presenter: Meredith Albert
Meredith Albert reviewed the status of emergency management planning efforts,
including the Local Hazard Mitigation Plan. Meredith further described the Office
of Emergency Management training and exercise program.
8. Subject: Commissioner’s Reports
Recommended Action: Receive Commissioners' reports
Commissioner Toda attended the May Mayor’s meeting. Commissioner Wang
attended the April Mayor’s meeting but was unavailable to report. Chair Shan will
attend the June meeting. Commissioner Pandit will attend the July meeting.

The May 2023 fire reports for the City of Cupertino are enclosed.
Significant Events (Last Month): No significant events occurred and, consequently, there was no significant
fire loss.
1. Incident Counts by Year (YTD): This bar graph represents the total incident count for YTD and for the
past five years.
2. Incident Counts by Month: This bar graphs represents the incident count by month.
3. Incident and Response Counts by Hour of Day: This bar graph represents both unique incidents and
unit responses by hour of day for the previous 12 months.
4. Average Response Times Analysis (by Unit ID): This table shows the average response times and
count by urbanization code for units responding into the jurisdictional boundary.
5. Incident Counts by Type: This table provides the volume and percentage of code two and code three
calls by incident category.
6. Incident Types: This pie chart provides a breakdown of the number of calls by incident category.
7. Dollar Loss by Month: This field shows the total dollar loss and incident count for the month.
