Subject: Approve the January 12 Housing Commission special meeting minutes Recommended Action: Approve the January 12 Housing Commission special meeting minutes Parish moved and Cunningham seconded with corrections to Vice Chair nominations and inclusion of meeting dates. AYES: Tatachari, Parish, Cunningham NOES: None ABSTAIN: Bose ABSENT: Das VOTE: 3-0-1-1 POSTPONEMENTS None ORAL COMMUNICATIONS Ann Peterson spoke in support of CDBG funding. WRITTEN COMMUNICATIONS None 2 PUBLIC HEARINGS None OLD BUSINESS None NEW BUSINESS 2. Subject: Fiscal Year (FY) 2023-24 Community Development Block Grant (CDBG) Program, Below Market Rate (BMR) Affordable Housing Fund (AHF), and General Fund Human Services Grant (HSG) funding allocations Recommended Action: Consider the FY 2023-24 CDBG, BMR AHF, and General Fund HSG funding applications and make recommendations to City Council for final approval Assistant Housing Planner Vybiral provided presentation and took questions from Commission regarding applications and funding and budget allocations, which applicants attending Webinar also answered. Applicant, Georgia Bacil, spoke in support of funding allocations for Senior Adults Legal Assistance (SALA). Applicant, Ann Peterson, spoke in support of funding allocations for Live Oak Adult Day Services. Applicant, Benaifer Dastoor, spoke in support of funding allocations for West Valley Community Services. Applicant, Linda Dominguez, spoke in support of funding allocations for Catholic Charities. Member of the public, Angan Das, spoke in support of funding allocations. Parish moved and Cunningham seconded for item to next be heard at a future City Council meeting. AYES: Parish, Tatachari, Bose, Cunningham NOES: None ABSTAIN: None ABSENT: Das VOTE: 4-0-0-1 STAFF UPDATES AND COMMISSION REPORTS Housing Manager Heusler provided information about the following items: • Update on City Council process for City Work Plan • CDBG Action Plan to be heard in May • Mayor’s Meeting schedule for April – December Commission Updates: • Tatachari attended February Mayor’s meeting with Commissioners 3 • Cunningham attended March Mayor’s meeting with Commissioners • CREST Awards deliberation FUTURE AGENDA SETTING (limitation, cannot discuss) • Housing Element policy in Collaboration with Planning Commission (Parish) • Guest speakers (Cunningham) ADJOURNMENT The meeting was adjourned at 10:34 a.m. to the next regularly scheduled Housing Commission meeting.
