Recommended Action: Receive updated reports and discuss Public Safety
Forum
Topics, presenters and tables for the 2023 Public Safety Forum were discussed.
Commissioner Pandit recommended a table and/or presentation from the
Saratoga Fire Safe Council. Commissioner ALN recommended that the event
be extended to accommodate interactive elements. Commissioners discussed
increased outreach to a younger population.

Recommended Action: Receive nominees and select a winner for the 2023
Public Safety Champion of the Year CREST Award Winner

The Commissioners reviewed the nominees for Public Safety Champion.
Commissioner Toda motioned to select Fari Aberg for the award, Commissioner
Pandit seconded.
4. Subject: Automated License Plate Reader (ALPR) – City Work Program Update
Recommended Action: Receive Presentation on ALPR
Presenter: Thomas Chin
Thomas Chin reviewed the goals and potential implementation. Thomas Chin
and Lieutenant Brown answered questions about potential success metrics and privacy
concerns.
5. Subject: Block Leader and Citizen Corps Outreach During the Winter Storms
Recommended Action: Receive Presentation on Block Leader and Citizen
Corps outreach efforts during the January Winter Storms
Presenter: Marta Drown
Marta Drown presented an overview of the REACH program and summary of
outreach efforts in January and February. The Commissioners asked about
measurement and future program growth.

Recommended Action: Receive Presentation on the Sheriff’s Office Teen
Academy 2023

month and compared with last year. Community education and risk reduction
activities in January and February were summarized.

Lieutenant Brown reviewed crime reports from January and February.
Lieutenant Brown noted decreases in some crime statistics.

Thomas Chin discussed the City’s preparation, mitigation, response and
recovery efforts for the 2023 storms so far. Thomas Chin also discussed grant

Commissioner Pandit attended the February Mayor’s meeting, where mental

Commissioner Toda will attend the May meeting.

Subject: Fire Report for March 2023
To Whom It May Concern:
The March 2023 fire reports for the City of Cupertino are enclosed.
Significant Events (Last Month): 23-0750094 Structure Fire: A single-alarm structure fire at a residential
home with no reports of citizen or emergency responder injuries.
23-0640022 EMS Call: An event involving a tree falling, resulting in a citizen fatality.
Windstorms on March 14 and 21 generated 35 additional weather-related incidents for the month, which
resulted in an increased overall call volume for the month.
1. Incident Counts by Year (YTD): This bar graph represents the total incident count for YTD and for the
past five years.
2. Incident Counts by Month: This bar graphs represents the incident count by month.
3. Incident and Response Counts by Hour of Day: This bar graph represents both unique incidents and
unit responses by hour of day for the previous 12 months.
4. Average Response Times Analysis (by Unit ID): This table shows the average response times and
count by urbanization code for units responding into the jurisdictional boundary.
5. Incident Counts by Type: This table provides the volume and percentage of code two and code three
calls by incident category.
6. Incident Types: This pie chart provides a breakdown of the number of calls by incident category.
7. Dollar Loss by Month: This field shows the total dollar loss and incident count for the month.
