PSC 11-10-2022Public Safety Commission Minutes November 10, 2022 1 CUPERTINO PUBLIC SAFETY COMMISSION FINAL MEETING MINUTES Thursday, November 10, 2022, 6:00 p.m. Teleconference meeting without a physical location CALL TO ORDER Commission Vice Chair Wang called to order this meeting of the Cupertino Public Safety Commission at 6:03 p.m. on Thursday, November 10, 2022, via teleconference. ROLL CALL Commissioners Present: Chair Eric Shan Rohan Pandit Lakshminarasimha Ankireddipally (Commissioner ALN) Bobby Toda Vice Chair Tiffany Wang joined at 6:38pm Staff Present: Captain Rich Urena, Santa Clara County Sheriff’s Office Captain Neil Valenzuela, Santa Clara County Sheriff’s Office Deputy Fire Chief Hector Estrada, Santa Clara County Fire Department Others Present: None APPROVAL OF MINUTES 1.Subject: Minutes from September 8, 2022 Recommended Action: Approve minutes from September 8, 2022 Commissioner Toda motioned to approve the minutes; Commissioner ALN seconded the motion; Ayes: ALN, Pandit, Toda, Shan. Noes: None. Abstain: None. Absent: Wang. POSTPONEMENTS None Public Safety Commission Minutes November 10, 2022 2 ORAL COMMUNICATION None WRITTEN COMMUNICATION None OLD BUSINESS 2.Subject: Public Safety Education and Outreach a. Public Safety Forum Recommended Action: Receive updated reports and discuss Public Safety Forum held on October 26, 2022 Approximately 110 community members participated in the October 26, 2022 Public Safety Forum. A focus on earthquake preparedness was suggested for next year. Chair Shan suggested surveying Block Leaders for topics of interest before next year’s forum. Chair Wang suggested continuing to look for ways to highlight hate crime at the forum. A longer format was suggested for next year. Commissioners agreed that an earlier start time, closer to 5pm, would allow for mingling and sitting down before presentations start. Quinlan Center was suggested as a more appropriate venue for a larger crowd. Commissioner ALN suggested making an effort to attract younger and more diverse audience next year. NEW BUSINESS 3.Subject: City Work Program (CWP) Recommended Action: Discuss potential work program items for next fiscal year Reviewed the scope of the work program. Thomas Chin answered commissioner’s questions about the work program calendar, which typically includes long processes for recommended items. Commissioner Pandit suggested a focus on projects that deal with adaptation or mitigation of risk. Thomas Chin suggested there might be an opportunity for partnering with SCCFD on wildfire resilience projects. Projects will be suggested and voted on at the January 2023 meeting. STAFF AND COMMISSION REPORTS 4.Subject: Report by the Santa Clara County Fire Department Public Safety Commission Minutes November 10, 2022 3 Recommended Action: Receive report by the Santa Clara County Fire Department. Presenter: Deputy Fire Chief Hector Estrada Deputy Fire Chief Hector Estrada delivered the September and October 2022 Santa Clara County Fire Department reports. Call volumes continue to return to levels prior to COVID-19. Incident response was reviewed for each month and compared with last year. Community education and risk reduction activities in September and October were summarized. Deputy Chief Estrada answered clarifying questions from Commission members. 5.Subject: Report by the Santa Clara County Sheriff’s Office Recommended Action: Receive report by the Santa Clara County Sheriff’s Office Presenter: Captain Ricardo Urena Captain Urena reviewed crime reports from September and October 2022. Captain Urena described priorities 1-3 calls (with longer response times associated with less urgent priority 3 calls). Captain Urena answered clarifying questions from Commission members. 6.Subject: Report by the City of Cupertino Recommended Action: Receive Report by the City of Cupertino Liaison Presenter: Thomas Chin Thomas Chin delivered a report on the emergency management activities in September and October. Thomas Chin answered clarifying questions from the Commission Members. 7.Subject: Commissioner Reports Recommended Action: Receive Commissioner’s Reports Commissioner Wang attended the September Mayor’s meeting and shared evacuation map feedback with all commissioners present. Commissioner ALN attended the October Mayor’s meeting. Chair Shan will attend the December 14 meeting. Commissioner Toda will attend the January 11 Mayor’s meeting. FUTURE AGENDA SETTING Public Safety Commission Minutes November 10, 2022 4 Commissioner ALN requested that the commission take a picture with Captain Urena before the end of the year.
