PSC 09-08-22Public Safety Commission Minutes September 8, 2022 1 CUPERTINO PUBLIC SAFETY COMMISSION FINAL MEETING MINUTES Thursday, September 8, 2022, 6:00 p.m. Teleconference meeting without a physical location CALL TO ORDER Commission Vice Chair Wang called to order this meeting of the Cupertino Public Safety Commission at 6:03 p.m. on Thursday, September 8, 2022, via teleconference. Subject: Minutes from July 21, 2022 Recommended Action: Approve minutes from July 21, 2022 Commissioner Toda motioned to approve the minutes; Commissioner ALN seconded the motion; Ayes: ALN, Pandit, Toda, Shan. Noes: None. Abstain: None. Absent: Wang. POSTPONEMENTS None ORAL COMMUNICATION None Public Safety Commission Minutes September 8, 2022 2 WRITTEN COMMUNICATION None OLD BUSINESS 1. Subject: Public Safety Education and Outreach a. Public Safety Forum Recommended Action: Receive updated reports and discuss date and presenting organizations Thomas Chin sought consensus on proposed dates. After discussion, Thomas Chin confirmed that Wednesday, October 26 at 5:30 at Community Hall would be tentatively reserved. Based on COVID-19 data trends, Thomas Chin recommended that the Forum be held indoors, with the option to encourage masking and distancing at the event. Four primary Public Safety Forum topics were discussed. These included Santa Clara County Fire Department, with a focus on wildfire prevention and evacuation planning; Santa Clara County Sheriff’s Office, with a focus on crime updates, community policing and crime prevention; Santa Clara County Behavioral Health Services, with a focus on the new 988 suicide and crisis prevention hotline available to County residents; and the City Office of Emergency Management’s Block Leader program. An additional speaker on Asian American community member safety was suggested by Vice Chair Wang. Vice Chair Wang will conduct outreach to determine whether a speaker on this topic is available by September 16. In addition to presentations by these speakers, Thomas Chin will send commissioners a link to a form for agencies/organizations interested in staffing a table at the event. NEW BUSINESS None STAFF AND COMMISSION REPORTS 3. Subject: Report by the Santa Clara County Fire Department Recommended Action: Receive report by the Santa Clara County Fire Department. Public Safety Commission Minutes September 8, 2022 3 Deputy Fire Chief Hector Estrada delivered the July and August 2022 Santa Clara County Fire Department reports. Call volumes continue to return to levels prior to COVID-19. Extreme weather is anticipated to contribute to increasing call volumes in coming months. Deputy Fire Chief Estrada provided a brief review of the format and meaning of the data shown in monthly report figures. Deputy Fire Chief Estrada highlighted the availability of Department educational programs in different languages and provided the example of a recent preparedness program offered in Mandarin. In August, a single significant incident was reviewed. This incident was a single-family home structure fire with no residents present that reached a full first alarm status. No injuries were reported at the incident. Deputy Chief Estrada answered clarifying questions from Commission members. 4. Subject: Report by the Santa Clara County Sheriff’s Office Recommended Action: Receive report by the Santa Clara County Sheriff’s Office Captain Urena reviewed crime reports from July and August. Captain Urena described a decrease in reported vehicle thefts and a continuation of increased reported catalytic converter thefts. Catalytic converter theft numbers represent a dramatic rise over reported thefts in 2020 and 2021. Despite increasing catalytic converter theft, overall crime in Cupertino is roughly average so far this year. Captain Urena announced that he will be leaving his position in the City of Cupertino to step into a different role with the County Sheriff’s Office. Captain Urena answered clarifying questions from Commission members. 5. Subject: Report by the City of Cupertino Recommended Action: Receive Report by the City of Cupertino Liaison Thomas Chin delivered a report on the emergency management activities in July and August. The report included a description of the Fremont Union High School District (FUHSD) exercise, evacuation planning resources available to the public, the recent heat wave in the region, and the impacts on the power grid over the past week. Thomas Chin answered clarifying questions from the Commission Members. 6. Subject: Commissioner Reports Recommended Action: Receive Commissioner’s Reports Commissioner Shan provided a report on the August 2022 Mayor’s meeting, which was Public Safety Commission Minutes September 8, 2022 4 held with Vice Mayor Liang Chao. During this meeting Vice Mayor Chao inquired about license plate cameras and how the information collected was being utilized. Vice Mayor Chao also requested that the commission review how other cities incentivize or leverage private citizen’s use of home security cameras. Commissioners were identified to attend scheduled meetings with the Mayor for the rest of the year. Vice Chair Wang will attend this meeting on September 14. Commissioner ALN will meet with the Mayor on October 12, Commissioner Toda will meet with the Mayor on November 9, and Chair Shan will attend the December 14 meeting. FUTURE AGENDA SETTING Commissioner ALN requested a review of the discussion from the Fremont Union High School District safety exercise conducted with public safety partner agencies in August 2022. Commission Chair Shan requested a review of the ways public safety reports are provided by Santa Clara County Sheriff's Office, and Santa Clara County Fire Department. Captain Urena indicated that changes to the reporting system are coming in 2023. He suggested waiting until the new Captain is available to revisit this topic with the commission. Commissioner ALN requested that the commission take a picture with Captain Urena before the end of the year.
