PSC - 07-21-2022Public Safety Commission Minutes July 21, 2022 1 CUPERTINO PUBLIC SAFETY COMMISSION APPROVED MEETING MINUTES Thursday, July 21, 2022, 6:00 p.m. Teleconference meeting without a physical location CALL TO ORDER Commission Chair Shan called to order this meeting of the Cupertino Public Safety Commission at approximately 6:09 p.m. on Thursday, July 21, 2022 via teleconference. ROLL CALL Commissioners Present: Chair Eric Shan Lakshminarasimha Ankireddipally Hymanand Nellore (arrived at 6:22 p.m.) Bobby Toda Commissioner Absent: Vice Chair Tiffany Wang Staff Present: Lieutenant Jason Brown, Santa Clara County Sheriff’s Office Deputy Fire Chief Mark Shumate, Santa Clara County Fire Department Others Present: Aarna Burji and WAI APPROVAL OF MINUTES 1.Subject: Minutes from May 12, 2022 Recommended Action: Approve minutes from May 12, 2022 Commissioner Toda motioned to approve the minutes for the May 12, 2022 meeting; Commissioner Ankireddipally seconded the motion; Ayes: Ankireddipally, Toda, and Shan. Noes: None. Abstain: None Absent: Nellore and Wang. POSTPONEMENTS None ORAL COMMUNICATION Aarna Burji and the Wildfire Awareness Initiative (WAI) provided comment and Public Safety Commission Minutes July 21, 2022 2 presentation on wildfire preparedness and prevention. WRITTEN COMMUNICATION Wildfire Awareness Initiative (WAI) presentation OLD BUSINESS 1. Subject: Public Safety Education and Outreach a. Public Safety Forum Recommended Action: Receive updated reports and discuss proposals for future forums/workshops Thomas Chin provided an update on the Public Safety Forum planning. Thomas Chin described an updated format including adding additional table presenters creating a public safety fair. Thomas Chin further described scheduling difficulties and facility limitations. Thomas Chin described plans to mitigate COVID-19 by preparing for both an outdoor and indoor event. Thomas Chin provided a summary of suggested topics shared by Commissioners in prior meetings and via email. Thomas Chin encouraged the Commission to identify topics for consideration. The Commission agreed to send potential topics via email to Thomas Chin. Commissioners continued to suggest potential topic areas and table presenters. Thomas Chin described topics suggested by Vice Chain Wang including Asian American and Pacific Islander (AAPI) Crime prevention. Commissioner Nellore suggested a presentation on Block Leaders and Neighborhood Watch. Chair Shan endorsed the Block Leader presentation. Chair Shan added that Automatic License Plate Readers should be featured as a presentation. Commissioner Toda suggested a presentation on the new 988 mental health crisis line in Santa Clara County. NEW BUSINESS 2. Subject: Statistics and Status of Hate Crimes in Cupertino Recommended Action: Receive report and discuss proposals for future forums/workshops Presenter: Lieutenant Jason Brown Lieutenant Brown provided a presentation and summary on hate crimes in Cupertino from 2019 through June 2022. The presentation included a description of hate crimes and hate incidents. Lieutenant Brown provided details on actions to take if members of the community believe they have been a victim of a hate crime. Further, Lieutenant Brown described the process the Sheriff’s Office takes to investigate hate crimes. Lieutenant Brown answered clarifying questions from Commission members. Public Safety Commission Minutes July 21, 2022 3 STAFF AND COMMISSION REPORTS 3. Subject: Report by the Santa Clara County Fire Department Recommended Action: Receive report by the Santa Clara County Fire Department Deputy Fire Chief Mark Shumate delivered the Santa Clara County Fire Department May and June 2022 reports. Deputy Fire Chief Shumate indicated no significant events during the months of May or June. Call volumes continue to return to levels prior to COVID-19. No injuries to first responders were reported in May or June 2022. Deputy Chief Shumate described the wildland urban interface inspection process for 2022. Only two residents were reported to the county weed abatement program in 2022. Deputy Chief Shumate answered clarifying questions from Commission Members. 4. Subject: Report by the Santa Clara County Sheriff’s Office Recommended Action: Receive report by the Santa Clara County Sheriff’s Office Lieutenant Brown delivered the Santa Clara County Sheriff’s Office May and June 2022 report. Lieutenant Brown reported all response times were met and remain low. Lieutenant Brown provided a public safety report on select crimes including domestic violence and catalytic converter thefts. Lieutenant Brown specifically mentioned an increase in robberies over the calendar year. Lieutenant Brown answered clarifying questions from the Commission Members. 5. Subject: Report by the City of Cupertino Recommended Action: Receive Report by the City of Cupertino Liaison Thomas Chin delivered a report on the emergency management activities in May and June 2022. The report included a description of an upcoming tabletop exercise series with Fremont Union High School District (FUHSD). Additionally, Thomas Chin described an emergency planning effort for evacuation planning specific to evacuation route planning. Thomas Chin describe the upcoming National Preparedness Month activities in September. Thomas Chin answered clarifying questions from the Commission Members. 6. Subject: Commissioner Reports Public Safety Commission Minutes July 21, 2022 4 Recommended Action: Receive Commissioners’ Reports Commissioner Ankireddipally provided a report on the July 2022 Mayor’s meeting. FUTURE AGENDA SETTING Commissioner Ankireddipally requested a topic on school district activities for safety measures.
